1. Call to order, roll call, and determination of a quorum.
Chairman Fitzwater called the meeting to order at 12:00 p.m.
Ms. Dittmer took roll call. A quorum was present with 12 of 13 members present.
2. Public Comment

3. Adoption of the agenda as printed or amended
Mr. Lester moved and Mr. Reece seconded to approve the agenda as printed. The motion
passed unanimously.
4. Approval of the minutes from the meeting of August 17, 2022
Mr. Lester moved and Mr. Reece seconded to approve the minutes from the Regular
Meeting of August 17, 2022 as printed. The motion passed unanimously.
5. Presentation: Ryan Libbert, PE and James Beattie, PE – MoDOT Central District Project
Managers
Status of MoDOT STIP Projects: US54/63 Lane Expansions North of Missouri River
Bridge and the Truman Blvd/US50 Interchange Scoping Study
Mr. Beattie gave a presentation on the US54/63 North Jefferson City Project. After a
discussion, Mr. Fischer requested and Mr. Beattie agreed to come back and discuss other
options for the area at a future meeting.
Mr. Libbert gave a presentation on the Truman Blvd/US50 Interchange Scoping Study.
Mr. Barron reminded the Board that at the last meeting, the Board voted to move this
project to the top of the submittal list, this represents the #1 unfunded need for the CAMPO
region.
Mr. Landwehr and Mr. Hensley left during the MoDOT presentations due to prior
commitments.

8. New Business
A. TIP Amendment #2 of 2023-2027 Transportation Improvement Program (TIP)
Ms. Williams discussed an amendment to the 2023-2027 TIP involving six projects, four
are for Transportation Alternative Program (TAP) Projects that were awarded recently
and two striping upgrades submitted by MoDOT on Hwy 50 and Hwy 54:
• Greenway crosswalks at Southwest Boulevard and Lafayette Street
• Extension of the Wears Creek Greenway along Tree Valley Lane
• Extension of the S. Summit Drive sidewalks
• Extend the existing bike/ped path on Business 50 to Henwick Lane
• Striping upgrades on Hwy 50 in Moniteau, Cole, and Osage Counties
• Striping upgrades on Hwy 54 in Miller, Cole, and Callaway Counties
Mr. Scott shared that he appreciates all efforts to extend the Greenway when possible.
Mr. Bange made a motion to close the public comment period and to approve the
proposed TIP Amendment. Mr. Sanders seconded the motion. The motion passed
unanimously with 10 votes.
9. Other Business
A. Capital Area Active Transportation Plan
Ms. Williams stated staff just completed phase one of the plan, 708 surveys have been
received so far. Ms. Williams thanked everyone who has participated and given their
input so far and encourages everyone to participate in phase two November 30-

December 2, 2022. Mr. Ruediger commended staff on their hard work on the plan and
during the forums earlier this month.
B. Status of Current Work Tasks
• 2023-2027 Transportation Improvement Program (TIP) Amendment
Amendment #2 processed today, St. Martins received a recreational trail program
grant September 20th, staff will be processing the TIP amendment paperwork for
this grant soon.
• JEFFTRAN Transit Facility Feasibility Study
The study is still under FTA review.
• GIS Assistance
Staff continues to aid communities with zoning maps, grant applications, and GIS
data assistance.
• BRO Funding Rankings
The Tanner Bridge bridge project was awarded by MoDOT.
• Unfunded Needs
Mr. Barron submitted the unfunded needs lists that were approved at the last Board
meeting.
• Title VI Program Update
Staff started scoping for the Title VI Program.
• Annual Listing of Obligated Projects
Staff has posted the annual listing of obligated projects on the CAMPO website.
Mr. Fischer asked about the current staffing levels within the city planning department and the
future plans for hiring to help with the current vacancies and work load.
C. Announcements
Ms. Williams stated the Missouri Safety Conference is being held next week
September 27-29 in Columbia.
