Smith Also Present: Greencastle Cycling Club Members — Tom Standers, John Paul, Christina Paul, Jaycee Park Bicycle Trail Committee Member - Ted Kissel, Assistant Director Troy Scott, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:34 p.m. by President John Hennette and was held in the Greencastle City Hall council room. Public Input-None Minutes On a motion from B.Miller, second by T.Trigg, the minutes from the regular meeting held Thursday,April 5, 2013 were approved as presented. All Ayes. Monthly Finances On a motion from T.Trigg, second by B.Miller, the monthly claims were approved as presented. All Ayes. Special Park Use Requests Greencastle Aquatics Center Pool Rental — Dr. J.Hennette made the request for Heather Lewis with Greencastle Pediatric Dentistry to rent the pool facility from 6:30 - 8:30 p.m. on Friday evening, August 2, 2013. In review, the rental will be a "Client Appreciation" party with invitations going out to the 2,000 active children seen through Greencastle Pediatric Dentistry. Last year's event drew over 300 young patrons and their families. On a motion from T.Trigg, second by Kerrigan, the board approved his request. 3 Ayes, 0 Nays, 1 Abstention(J.Hennette). Personnel 1. Full-time Maintenance Supervisor — Director R.Weinschenk presented qualifications for Phil O'Neal, Jr. and requested that the board authorize hiring him to fill the full-time position of Park Maintenance Supervisor. On a motion from K.Kerrigan, second by T.Trigg the board hired Mr. O'Neal for the position. All Ayes. 40 2. Seasonal Employees - Director R.Weinschenk presented a list of names for authorization to fill the many seasonal positions offered by the department. After a quickreview • approved the list of seasonal employees on a motion from B.Miller, second by T.Trigg. All Ayes. Emergency Action Plan general use Director R.Weinschenk presented the 2013 Emergency Annual Ind pendencetion Plans oDayeFest Festival and of Robe-Ann Park, Celebrate "4" CommitteeEntertainment the Greencastle Aquatics Center. AftBer a review, ll , the board approved the request on a motion from K.Kerrigan, by Greencastle Aquatics Center 1. Electrical Panels - On April loth, bids were received and opened with project being awarded to 3 Kings Electric from Greencastle• They ave been in twice Changes should not affect us review the project, on with their electrical supplier representative opening on time. 2. Portable Lift Unit — Permanent ground anchors have been ordered to affix the PAL unit to the the concrete deck,making it a"permanent"fixture. 3. Second ADA entry to pool — The Easy Step was ordered and has a 4 week delivery date. 4. Picnic Tables—The extra set of legs have been received for the picnic tables in the pool's concessions area. With a commitment from the Greencastle Boy Scouts Troop 4111 99,the tables will be assembled as community service project. Old Business 1. Jaycee Park Mountain Bike Trails—Committee Chair Tom Standers, along with John& Christina Paul, and Ted Kissel addressed the park board to give an update on their progress toward a work day on May 18 & 19. They described the contacts with Dino Mountain Bike Trail Running Series and how the director Brian Holzhausen helped design the proposed trails and his interest in holding both running and biking events at Jaycee Park. 2. Land &Water Conservation Fund Grant Projects—Director R.Weinschenk began with updates to the 2011 and 2012 LWCF Grant projects. a. 2011 BWSP Improvement Projects—R.Weinschenk informed the board that we are still awaiting appraisals form the Michael D. Hazeltine Land Appraisals. b. 2012 Land & Water Conservation Fund Grant — We are still awaiting official word on our application. It is believed the government"sequestering" has held things up. New Business 1. Big Bounce Fun House Proposal for Movie Night — LorimerSusan r from o the t Dive-Ine Big Bounce Fun House Rentals has proposed using their equipment Movie Night in trade for a six person season pool pass. R.Weinschenk stated looking 2 at their usual fees, this is a good trade! The board approved the request on a motion from K.Kerrigan and second from T.Trigg. All Ayes. 2. Board Vacancy — Park board member K.Kerrigan presented a written note and informed the board that due to a personal decision, he will be moving from the community on June 1, 2013, would have to resign his position on the board. This meeting would be his last, and regretted not being able to fulfill the entire term of his appointment, which concludes in December 2013. In his note to the park board, K.Kerrigan stated, "Rod, I was impressed at every board meeting. You and Troy deserve special kudos and credit for sustaining and enhancing such a robust program of public services. The Parks and Recreation Department represents one of the hardest working entities in the City of Greencastle - of that I am certain. Thanks for honestly considering my opinions, diligently responding to my inquires and being a stand-up guy." The board wished K.Kerrigan luck on his future endeavors. Director's Report 1. DePauw University Donation to SPARK Program—On Tuesday evening, April 23 Phi Kappa Phi Fraternity and Alpha Phi Sorority held a tug-of-war fundraiser entitled, "Pull for the Kids"with entry fees benefitting the department's summer SPARK program. DePauw President Dr. Brian Casey and the new Athletic Director Stevie Baker-Watson were team captains. The event was very interesting and all three of the "best two of three"pulls were held to decide the winner! 2. Community Clean-Up—Director R.Weinschenk was very grateful for the clean-up crews scheduled by the Greencastle Civic League during their annual Spring Clean- Up the past few weeks throughout the Greencastle municipal park system. A number of projects have been complete and a few more to do. 3. Annual Program Brochure — We've distributed approximately 4,800 of the 6,000 copies making them available around town and through the schools. 4. Assistant Director's Report — T.Scott, Assistant Director highlighted the following programs held and upcoming. a. Gone Fishing at Jaycee Park b. Look up in the Sky Day c. R U a Backyard Conservationist Program d. R U an Earth Shaker Program e. Mother Earth Bike Ride f. Pet Workshop g. Geocaching—It's a Treasure Hunt! h. Celebrate Kids Fishing Day i. Police Boot Camp 5. Season Pass "Trades" — Assistant Director stated he would like to request authorization to enact a trade for services for both our "Swim Safely" and "Season Pass Holder's Night(s)". This would be Instructor Jason Fajt for Swim Safely and D.J. Russell Evans for Season Pass Holder's Night(s). On a motion from B.Miller, second by K.Kerrigan the board authorized the trade. All Ayes.
