HomeMy Public PortalAbout2012.06.26 Special MinutesMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) June 26, 2012 Agenda Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Bailey called the special meeting of the McCall City Council to order at 7:00 p.m. Council Member Aymon, Mayor Bailey and Council Member Witte answered roll call. Council Member Scott and Council Member Swanson were absent, a quorum was present. City staff present was Lindley Kirkpatrick, City Manager; and Peter Borner, Public Works Director Payette Lakes Recreational Water and Sewer District members present were Jerry Vevig and Dale Caza Irrigator Land owners present were Guy (Bob) Fairbrother , Wanda Fairbrother, Justin Florence, Shirley Florence, John Leedom, Will Maki, Laura Bettis, and Art Troutner WORK SESSION :. Mayor Bailey started the meeting with a short introduction. He gave a brief explanation and history of the Technical Advisory Group, the Inflow & Infiltration Study & Report, and the letters that were sent from the City to each of the individual landowners and Simplot. The discussion points were as follows: 1. What would happen when the Winter Storage Pond reaches capacity? 2. The map highlighting the individual landowners was incorrect. 3. Ways to improve the effluent delivery system, the increasing maintenance issues and costs that the irrigators are facing with aging equipment. Most of the equipment (center pivot) was reaching the point where replacement would be required. The costs should be included within the new rate structure for disposal. There also may be opportunities for grants to replace this equipment. 4. Suggestion was made to improve the filter on the effluent entering the Waste Water Treatment Facility. 5. The length of the new contracts, should the contracts be: 5 years? 10 years? 20 years? 6. Re-establishing the J-Ditch Pipeline Association or the Lake Irrigation District to obtain and manage the land application process. The landowners were not in favor if this option. McCall City Council Special Meeting Page 1 of 2 June 26, 2012 There are over 100 irrigators within the Lake Irrigation District and only 8 original members of the J-Ditch Pipeline Association. Then there are the liability concerns for the Lake Irrigation District. 7. Laura Bettis expressed concerns over the existing agreements. Especially since there was no J-Ditch Pipeline Association currently. 8. The permit options. Who would obtain the permits? The options included: a. City of McCall b. Lake Irrigation District or J-Ditch Pipeline Association c. Payette Lakes Recreational Water and Sewer District d. Individual Land Owners 9. The maintenance costs of the pipeline are higher at the south end due to much higher pipe pressures. 10. The numerous irrigation districts each land owner is involved in. 11. The land owners would prefer that either the City of McCall or the Payette Lakes Recreational Water & Sewer District obtain the necessary permits. 12. The language within the existing agreements. The landowners said that they would work together to provide any, changes or additions they would like to see in the new agreements by the end of August. 13.
