HomeMy Public PortalAbout2012.06.29 Special MinutesMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) June 29, 2012 Agenda Call to Order and Roll Call Work Session Amend the Agenda Business Agenda Adjournment CALL TO ORDER AND ROLL CALL'' Mayor Bailey called the special meeting of the McCall City Council to order at 3:03 p.m. Council Member Aymon, Mayor Bailey, Council Member Swanson, and Council Member Witte answered roll call. Council Member Scott was absent City staff present was Lindley Kirkpatrick, City Manager; Delta James, City Planner; Michelle Groenevelt, Community Development Director; Jerry Summers, Police Chief; Barbara Sivey, Human Resources Manager; and BessieJo Wagner, City Clerk WORK SESSION Karen Bubb will present the final Public Art Planning Report Karen Bubb, Boise's public art manager, facilitated a series of public meetings to explore the opportunities for developing a sustainable public art program for the City of McCall. Ms. Bubb presented her findings and results to Council. AB 12-131 Resolution 12-13: Public Art Policies and Recommendations Delta James, City Planner, presented the Public Art Policies and Recommendations, the result of public and staff feedback and Ms. Bubb's consideration of best practices in the field of public art administration to the Council. Council suggested some change to how the Art Advisory Committee be selected. Council recommended that representatives from multiple committees and an at large member be considered. Council Member Witte moved to approve Resolution 12-13 adopting the Public Arts Policies and recommendations with the following amendments to Section 2 and Exhibit B: strike the makeup of the Advisory Committee and state that the committee will be formulated by the Public Arts Management team with approval by the City Council. Council Member Aymon seconded the motion. In a roll call vote Council Member Witte, Council Member Aymon, Mayor Bailey, and Council Member Swanson, all voted aye and the motion carried. McCall City Council Special Meeting Page 1 of 3 June 29, 2012 AMEND THE AGENDA Mayor Bailey moved to amend the City Council Agenda to add AB 12-134 Adoption of an Ordinance Amending the McCall City Code Title 5 Chapter 7 - Animal Control, this item was continued from the 6/28/12 Meeting. Council Member Swanson seconded the motion. In a voice vote all members voted aye and the motion carried. BUSINESS AGENDA AB 12-134 Adoption of an Ordinance Amending the McCall City Code Title 5 Chapter 7 - Animal Control (Added 6/29/2012 Continued from the 6/28/12 Meeting) Council confirmed that the recommended changes from the July 28, 2012 Council Meeting was completed. Council Member Swanson moved to suspend the rules and read by title only one time only Ordinance No. 901 Amending Title 5, Animal Control, of the McCall City Code. Council Member Aymon seconded the motion. In a roll call vote Council Member Swanson, Council Member Aymon, Mayor Bailey and Council Member Witte all voted aye and the motion carried. Ordinance 901 was read by title only one time only by BessieJo Wagner, City Clerk. Council Member Swanson moved to adopt Ordinance No. 901 Amending Title 5, Animal Control, of the McCall City Code, approve the publication of the summary, and authorize the Mayor to sign all necessary documents. Council Member Aymon seconded the motion. In a roll call vote Council Member Swanson, Council Member Aymon, Mayor Bailey and Council Member Witte all voted aye and the motion carried. The Council engaged in some general follow up discussion on previous meetings. Council also had a general discussion regarding trash enclosures. City Manager Recruitment Lindley Kirkpatrick, City Manager, reviewed the process for selection of a City Manager. He stated that the first selection group had been chosen and 14 applicants would receive supplemental questions regarding the City Manager Position. Mr. Kirkpatrick stated that the Council would then review the 14 applicants and choose 6-8 of those to be given phone/Skype interviews. After the 6-8 applicants are interviewed the Council will narrow the applicant field to some number between 2 and 4. The final group will be brought to McCall for a series of panel interviews. Some public involvement would be part of the overall process. The decision would be ultimately the Council's. The Council then engaged in a discussion to determine the dates for phone/Skype interviews and the onsite interviews. Lindley Kirkpatrick left the meeting at 5:00 p.m. Council Member Witte left the meeting at 5:09 p.m. McCall City Council Special Meeting Page 2 of 3 June 29, 2012 AB 12-133 Village at Deer Forest Discussion (Added 6/27/12) Mayor Bailey gave a brief history of the issues involving the developer of Village at Deer Forest. There was an issue regarding the plat and whether or not the developer could sell lots in this development. Michelle Groenevelt stated that city staff has been working with the developer for quite some time and has outlined the steps needed to do to be able to sell property within the development. After much discussion it was determined that staff had guided the developer in the right direction and most of his issues actually lie with the County. Mayor Bailey stated that he would draft a letter to Mr. Goldman reiterating what City staff had already directed.
