CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 3:05 p.m.
Council Member Aymon, Mayor Bailey and Council Member Swanson answered roll call.
Council Member Witte and Council Member Scott were absent.
City staff present was Gene Drabinski, Interim City Manager; Nathan Stewart, City Engineer;
Michelle Groenevelt, Community Development Director; Delta James, City Planner; Carol
Coyle, Grant Coordinator; and BessieJo Wagner, City Clerk.
WORK SESSION
AB 12-187 Solid Waste Disposal Contract
The City of McCall residents currently receive solid waste collection through a company that has
contracted with the County to provide these services, Lake Shore Disposal. The City of McCall
is charged by law with the duty of providing for the preservation and protection of the health and
welfare of its inhabitants, and has the power and authority to regulate, control and provide for
solid waste disposal under powers conferred by the laws of the State of Idaho. Based on IC 50-
344 3 — Upon a finding by the city manager for public safety or necessary protection of public
health and welfare and property, the City does not have to do a Request for Proposals (RFP) for
waste disposal. At the August 23, 2012 City Council Meeting, the Council discussed the
different options for waste disposal and directed staff to work with Lake Shore Disposal on a
more specific proposal.
Michelle Groenevelt, Community Development Director, presented Council with the following
policy questions for discussion:
1. Does the City of McCall want to enter into a contract with Lake Shore Disposal or stay
with current arrangement where Valley County enters into a contract with a solid waste
provider and the City is included?
2. Is it in the best interest of the citizens of McCall to have bear -proof containers?

3. Is it in the best interest of the McCall community to require some sort of solid waste
service for every residence in the City?
4. Is a curbside recycling program a desired service for $5.50 per month?
Discussion: Council Member Aymon stated that she would be interested in contracting
separately from the County for Waste Management. She also stated that the City may need to
look at other providers to determine the best pricing and service for the citizens of McCall.
Mayor Bailey stated that there may be an issue with what had been proposed such as mandatory
trash pickup especially for those part-time residents. Mayor Bailey also stated that he did not
think that bear -proof should be required. He also stated that public involvement would be needed
and recommended. Mayor Bailey did express favor in having a separate contract from the
County.
Gene Drabinski, Interim City Manager, suggested that the City put up a survey on the website to
solicit public comment on the trash issue to include question on recycling and bear -proof
containers.
Mayor Bailey stated that he was not sure how the topic of a separate contract for waste
management was started. Ms. Groenevelt explained that the Environmental Advisory Committee
had been looking into recycling options as well as other groups. She also stated that Lake Shore
was managing multiple recycling centers with some difficulty as they were dealing with
contamination and people were dumping their garbage in the recycling center.
Council Member Swanson also expressed favor in a separate contract from the County.
Jeff Rohlman, Fish and Game, addressed the Council stating that he had worked in McCall for
Fish and Game for 27 years. He stated that there had been much change over the past 27 years.
He stated that at first Fish and Game would relocate the bears but they would return and would
ultimately have to kill the bears as they would continue to return. Mr. Rohlman described the
possible threat the bears could become to the citizens of McCall if the issue is not taken care of.
He stated that Fish and Game had to catch and kill six bears in the Rio Vista area due to someone
feeding the bears. The Boy Scout Camp also had issues as they did not have bear -proof
containers and the bear was slashing tents looking for food. Mr. Rohlman stated that large
dumpsters that are not bear -proof are a big issue for attracting bears.
Council Member Aymon asked what kind of enforcement there was to ensure that people follow
the bear -proof requirement. It was stated that at this time there was no actual enforcement other
that Fish and Game going out and educating people or killing the bears. Ms. Groenevelt stated
that an education process to educate the community is essential to dealing with the bear issue.
Council Member Aymon did not have any issue with making trash pickup mandatory. Council
Member Swanson was in agreement with mandatory waste management service.
There was a general consensus of the Council that there was a need for a public process and
public education.

There was a general discussion involving what constitutes a bear -proof container and the issues
involving the bear -proof containers. There was also some discussion as to the costs associated
with mandatory service and the possible increase of earning potential for the service provider.
There was some discussion concerning recycling and the possible reduction in trash that could
result.
Mr. Drabinski summarized that staff would create an educational process and survey, in addition
to contacting other service providers to ensure that the pricing was competitive.
AB 12-188 Plans for the 3rd Street project
Nathan Stewart, City Engineer, and Carol Coyle, Grant Coordinator, presented the plans for the
3rd Street project. The City of McCall has been awarded Idaho Community Development Block
Grant funding from the Idaho Department of Commerce for streetscape, storm water, sidewalk,
and water system improvements on Third Street.
EXECUTIVE SESSION
At 5:05 p.m., Mayor Bailey moved to go into Executive Session for: Hiring - Pursuant to
Idaho Code §67-2345(1)(a): to consider hiring a public officer, employee, staff member or
individual agent, wherein the respective qualities of individuals are to be evaluated in order
to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in
an elective office or deliberations about staffing needs in general; Council Member Aymon
seconded the motion. In a roll call vote Mayor Bailey, Council Member Aymon, and
Council Member Swanson all voted aye and the motion carried.
Council conducted an in person interview of a possible City Manager candidate.
RETURN TO OPEN SESSION
At 6:15 p.m., Mayor Bailey moved to return to Open Session. Council Member Aymon
seconded the motion. In a voice call vote, all voted aye and the motion carried.
ADJOURNMENT
