CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 7:00 p.m.
Council Member Aymon, Mayor Bailey, Council Member Scott, Council Member Witte
and Council Member Swanson answered roll call.
City staff present was Barbara Sivey, Human Resources Manager.
EXECUTIVE SESSION
At 7:00 p.m., Mayor Bailey moved to go into Executive Session for: Hiring - Pursuant to
Idaho Code §67-2345(1)(a): to consider hiring a public officer, employee, staff member or
individual agent, wherein the respective qualities of individuals are to be evaluated in order
to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in
an elective office or deliberations about staffing needs in general; Council Member Aymon
seconded the motion. In a roll call vote Mayor Bailey, Council Member Aymon, Council
Member Scott, Council Member Swanson, and Council Member Witte all voted aye and
the motion carried.
Council deliberated on the selection of a new City Manager.
RETURN TO OPEN SESSION
At 9:20 p.m., Council Member Witte moved to return to Open Session. Council Member
Swanson seconded the motion. In a voice call vote, all voted aye and the motion carried.
Mayor Bailey moved to appoint Gene Drabinski as City Manager and designate Council
President Laura Scott to represent the City Council to negotiate the terms of an
employment agreement and to report back to the Council as soon as the parties have
agreed to the terms of the agreement. The Council will then accept the terms of the

agreement or request an alteration of terms for presentation to Mr. Drabinski for
acceptance. When both parties have come to final acceptance of all terms of employment,
then the agreement will be formally adopted by the City Council. Council Member
Swanson seconded the motion. In a roll call vote Mayor Bailey, Council Member Swanson,
Council Member Aymon, Council Member Scott, and Council Member Witte all voted aye
and the motion carried.
ADJOURNMENT
Without further business, Mayor Bailey adjourned the meeting at 9:25 p.m.
