CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 3:06 p.m.
Council Member Aymon, Mayor Bailey, Council Member Scott, and Council Member
Swanson answered roll call. Council Member Witte was absent. A quorum was present.
City staff present was Gene Drabinski, City Manager; Linda Stokes, City Treasurer; and
BessieJo Wagner, City Clerk.
Allan Morrison, Golf Pro was also present.
WORK SESSION
Golf Course Pro Contract
Gene Drabinski, City Manager gave a brief history of the contract development for the Golf Pro.
There was much discussion regarding whether a survey was appropriate to measure the
performance of the Golf Pro. There was general consensus of the Council to remove all aspects
of the survey from the Contract. Council requested that a clean copy of the Contract be available
for approval at the November 29, 2012 City Council Meeting.
Mayor Bailey moved to amend the City Council Agenda to add the City Manager Contract.
Council Member Aymon seconded the motion. In a roll call vote, Mayor Bailey, Council
Member Aymon, Council Member Scott, and Council Member Swanson all voted aye and
the motion carried.
EXECUTIVE SESSION
At 4:09 p.m., Mayor Bailey moved to go into Executive Session pursuant to Idaho code §67-
2345 (1)(d) To consider records that are exempt from disclosure as provided in chapter 3,
title 9, Idaho Code; Council Member Aymon seconded the motion. In a roll call vote,

Mayor Bailey, Council Member Aymon, Council Member Scott, and Council Member
Swanson all voted aye and the motion carried.
Council discussed records exempt from disclosure.
RETURN TO OPEN SESSION
At 4:33 p.m., Mayor Bailey moved to return to Open Session. Council Member Swanson
seconded the motion. In a voice call vote, all voted aye and the motion carried.
Mayor Bailey moved to approve the City Manager Contract with Gene Drabinski and
authorize the Mayor to sign all necessary documents. Council Member Aymon seconded
the motion. In a roll call vote, Mayor Bailey, Council Member Aymon, Council Member
Scott, and Council Member Swanson all voted aye and the motion carried.
EXECUTIVE SESSION
At 4:36 p.m., Council Member Scott moved to go into Executive Session for: Personnel —
Pursuant to Idaho Code §67-2345(1)(b): to consider the evaluation, dismissal or
disciplining of, or to hear complaints or charges brought against, a public officer,
employee, staff member or individual agent, or public school student; Council Member
Swanson seconded the motion. In a roll call vote, Council Member Scott, Council Member
Swanson, Council Member Aymon, and Mayor Bailey all voted aye and the motion carried.
Council discussed a personnel issue.
RETURN TO OPEN SESSION
At 5:43 p.m., Mayor Bailey moved to return to Open Session. Council Member Scott
seconded the motion. In a voice call vote, all voted aye and the motion carried.
ADJOURNMENT
Without further business, Mayor Bailey adjourn.edthe meeting at 5:44 p.m.
