1. Call to order, roll call, and determination of a quorum
Mr. Sanders called the meeting to order at 10:05 a.m. and asked Ms. Dittmer to call roll. A quorum
of nine voting members or their designee was present. Mr. Morasch arrived late, but was present
for voting, making the total number of voting members 10.

3. Adoption of the agenda as printed or amended
All members approved the agenda as printed. The motion passed unanimously.
4. Approval of the minutes from the meeting of September 1, 2022
Mr. Kliethermes moved and Mr. Smith seconded to approve the minutes from the meeting of
September 1, 2022 as written. The motion passed unanimously.

7. New Business
A. TIP Amendment #3 of 2023-2027 Transportation Improvement Program (TIP) –
Ms. Williams discussed an amendment to the 2023-2027 TIP. St. Martins was awarded their
recreational trails program grant for $218,535. The project includes the construction of a 7’ ADA
trail extension from Business 50 to Niekamp Park. This project will occur in 2023 and 2024.
Mr. Smith made a motion to open a seven-day public comment period and forward the proposed
amendment to the Board of Directors for approval. Mr. Bange seconded the motion. The motion
passed unanimously.
8. Other Business
A. Capital Area Active Transportation Plan- Ms. Williams advised staff and consultants
are currently in phase two of the Capital Area Active Transportation Plan. A public survey
was disseminated in August and more than 770 responses were received. The second round
of engagements are planned for December 1st and 2nd.
B. MoDOT 2023 Unfunded Needs List Update - Mr. Barron advised MoDOT Central
District has compiled their draft unfunded needs list (Tier 1, 2, 3 Road/Bridge and
Multimodal) and will host a public meeting December 7, 2022. For road and bridge
projects, the CAMPO region has one project in tier one and five listed in tier two.
C. Status of Current Work Tasks –
• 2023-2027 Transportation Improvement Program (TIP) amendment.
Staff is processing the current TIP amendment which will go to the CAMPO Board
later in the month. Staff will begin updating next years TIP document in January.
• JEFFTRAN Transit Facility Feasibility Study.
The study is still under review by the Federal Transit Administration.
• GIS/Technical Assistance.
Staff continues to provide technical assistance, including zoning maps,
address/street index maps for Holts Summit and providing data to consultants as
requested by consultants for the Active Transportation Plan.
• Capital Area Active Transportation Plan.
Discussed earlier in the meeting.
• Title VI Program Update
Staff has begun updating the CAMPO Title VI program and will be consolidating
the CAMPO Title VI program with the JEFFTRAN Title VI program.

• FY 2023 Unified Planning Work Program (UPWP) Administrative
Modification.
Staff completed an administrative modification to accommodate Cole County’s
ADA transition plan that was received.
• Unfunded Needs.
Discussed earlier in the meeting.
D. Election of Officers – Mr. Barron advised Paul Stonner submitted his resignation as the
small city representative for Cole County. This position is appointed by the Cole County
Commission. Mr. Prenger will pass this onto Cole County staff.
Mr. Scheppers advised he plans to step down from his role as private transportation
representative. Mr. Scheppers advised he will try to assist in filling the seat as needed for
a quorum until a new member can be found.
Mr. Stegeman is the interim Transit Director and will be attending CAMPO meetings after
Mr. Mehmert’s retirement.
Mr. Smith motioned and Mr. Morasch seconded to keep Sonny Sanders as the chair and
appoint Matt Prenger as Vice Chair. The motion passed unanimously. The committee will
revisit this topic in three months after Mr. Sanders retirement.
E. 2023 Meeting Calendar - Mr. Morasch made a motion and Mr. Smith seconded to adopt
the stated meeting calendar. The motion passed unanimously.
F. Member Updates
MoDOT
--Mr. Henderson was not present.
--Mr. Roeger was not present.
--Mr. Engelbrecht advised there was a supplemental call for TAP projects for northeast and
central districts, applications are due January 25, 2023. MoDOT is hosting a public meeting
December 1st in Holts Summit about the Route 54/OO interchange.
Cole County
--Mr. Kliethermes had nothing to add.
--Mr. Prenger advised they are working on stormwater projects, an ADA Transition Plan,
and will be applying for TAP grants.
Jefferson City
--Mr. Bange advised the High Street viaduct hole has been repaired, staff has the
preliminary scope and fee from the consultants for the design of the next bridge, will go to
Public Works and Planning soon. Stormwater work is nearing completion in the
Douglas/Davis area. Staff is working on environmental paperwork for the TAP grants that
were received for the greenway trail crosswalks by Treevalley Lane. Staff continues to
work on the MSP project.
--Mr. Smith advised staff is finishing up the environmental study for the new Airport Tower
site, land acquisition will be the next step. Request for qualifications has closed for the
airport’s new engineering consultant. Staff received and will be reviewing two submittals
with primary focus on the control tower and SRE building. There is a comment period open
now for comments on the Madison Street parking garage. Streets have various projects
going on and are working to keep equipment up to date on maintenance and available to
use when needed.

--Mr. Sanders advised he is retiring February 16, 2023.
--Mr. Morasch advised there have been recent discussions about extending sewer service
to New Bloomfield, California, and Centertown.

--Ms. Williams advised the open comment period is still open for potential fare increases
for JEFFTRAN thru December 9th. Mr. Mehmert’s last day with JEFFTRAN was October
26th.
--Mr. Stegeman advised they are waiting to hear from the FTA on the feasibility study.
Callaway County
--Mr. Winkelmann was not present.
Holt Summit
--Mr. Tate was not present.
Private Interest
-- Mr. Scheppers thanked Ms. Williams for her work in the CAMPO communities.
Bike/Ped Interest
--Mr. Schwarz was not present.
Heartland Port Authority
--Jason Branstetter advised Heartland Port is still doing environmental and floodway
permitting to see what will be permitted.
Wardsville
--Paul Stonner was not present.
