CALL TO ORDER AND ROLL CALL
Mayor Bailey called the regular meeting of the McCall City Council to order at 7:00 p.m.
Council Member Aymon, Mayor Bailey, Council Member Swanson, Council Member
Scott, and Council Member Witte all answered roll call.
City staff present was Gene Drabinski, City Manager; Barbara Sivey, Human Resources
Manager and Jerry Summers, Chief of Police accompanied by his attorney Matthew C. Williams.
Bill Nichols, City Attorney attended by telephone. Also present was Kendal Murrant from the
Star News.
EXECUTIVE SESSION
At 7:01p.m., Mayor Bailey moved to go into Executive Session for Personnel — Pursuant to
Idaho Code §67-2345(1) (b) To consider the evaluation, dismissal or disciplining of, or to
hear complaints or charges brought against, a public officer, employee, staff member or
individual agent, or public school student, and Executive Session under IC 67-2345(1)(d)
To consider records that are exempt from disclosure as provided in chapter 3, title 9, Idaho
Code and to take such action thereafter in regular session as may be required. Council
Member Swanson seconded the motion. In a roll call vote, Mayor Bailey, Council Member
Swanson, Council Member Aymon, Council Member Scott, and Council Member Witte all
voted aye and the motion carried.
The Council discussed a personnel issue.
RETURN TO OPEN SESSION

At 7:19 p.m., Mayor Bailey moved to return to Open Session. Council Member Swanson
seconded the motion. In a voice call vote, all voted aye and the motion carried.

The Council waited until City Manager Gene Drabinski, Chief of Police Jerry Summers, and his
Attorney were contacted and returned to Legion Hall.
Mayor Bailey moved to authorize the City Attorney, Bill Nichols, to proceed as noted in his
confidential memo dated March 12, 2013. Council Member Scott seconded the motion. In a
roll call vote, Mayor Bailey, Council Member Swanson, Council Member Aymon, Council
Member Scott, and Council Member Witte all voted aye and the motion carried.
ADJOURNMENT
Without further business, the Mayor adjourned the meeting at 7:23 p.m.
