HomeMy Public PortalAboutOctober 2 2014 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting • Thursday, October 2, 2014 Present: President Dr. John Hennette, Vice President Tim Trigg, Secretary Beva Miller, Cathy Merrell, Greencastle Community School Corporation liaison Wayne Lewis, Greencastle Public Library liaison Allen Zerkel, Greencastle City Council representative Phyllis Rokicki Absent: None Also Present: DePauw University news writing & editing class students Jacob Lynn, Tyler Murphy, and C.Thambundit; Jacob, Mirium,Nathan, Lavinia, & Lenora, Rebecca, Joseph& Hyrum Hale; Tiernan Shank; Haylee, Riley, Matt&Felicia Romalia; Eric Bernsee—Banner Graphic Reporter, Assistant Director Phil Cornelius, and Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President John Hennette and was held in the Greencastle City Hall council room. Halloween Contest Awards 1. Brickmania:Haunted House Challenge /""k a. Individual 11-17 years 1st Place Spooky Tower Chase Cornelius b. Individual Best Original 1st Place Haunted House Haylee Romalia c. Individual 5-10 years 1st Place Haunted Ship House Riley Romalia 2. Gingerbread Haunted House Challenge a. Family 2nd Place Hale Haunted House Hale Family b. Family 1st Place Creepy Candy Corn Cottage Romalia Family 3. Brickmania: Wicked Witch Prizes—Director R. Weinschenk requested to award each entry a"free"registration to our upcoming Halloween Brickmania: Wicked Witch Program. We currently have 3 registrants and 16 kits available. On a motion from T.Trigg, second by C.Merrell, permission was given. All Ayes. Public Input-None Minutes September 4th Regular Meeting— On a motion from C.Merrell, second by T.Trigg, the minutes were approved. All Ayes. Monthly Finances On a motion from T.Trigg, second by B.Miller, the monthly claims were approved as presented. All Ayes. Special Park Request Tent or Treat Event—The park board entertained a written request from Katrina Asher, Girl Scouts of Northern Putnam County, to hold their annual event on Sunday, October 1 ‘600 26 from 4:00-6:00 p.m. at Robe-Ann Park. This will involve many tents set up and decorated in spooky themes and distributing candy to many visitors. It will be followed by a hot dog and smore's cookout over a raised campfire. On a motion from C.Merrell, second by B.Miller,the event was approved. All Ayes. New Business—None Old Business 1. 2011 BWSP Improvement Projects — Softball Field/Dog Park — Director R.Weinschenk provided a quick update in regards to the project, which included: a. Softball Field—All improvements are complete and the infield conditions are an on-going process b. Dog Park—Fences are complete, Dogi-Pot stations installed,but ... i. Rules sign still needs to be finalized and ordered ii. We are waiting on the picnic tables and benches iii. Activities for the dogs are being investigated iv. Inside resting areas are being designed c. Parking Lot - The parking lot is complete; however we will be moving one ADA parking spot to the dog park side and pouring a short concrete sidewalk from that spot to the walking trail d. Disc Golf Baskets and signs — Received, the baskets still need to be assembled and installed. We are looking for some "user" volunteers to help design the layout of the additional holes. 2. 2012 Land & Water Conservation Fund Grant: Splash Park Director R.Weinschenk provided a quick update in regards to the project, which included: The splash park closed this past week, with park board approval. It will be winterized for the season by Spear Corporation and AA Huber& Sons. Director's Report 1. Director's Report— Director R.Weinschenk reviewed the last month's activities, which included: a. Friends of the Park Annual Meeting update b. Mary Rogers Field Park has undergone a manicure by Shrubworks who have been contracted by FOTP to reworked the beds with new plants. c. Micaela Cancilla Park i. Sign Donation - we will be meeting with Mrs. JoRuth Cancilla who has raised $1,020.00 for a new sign for Micaela Cancilla Park to be located behind Mama Nunz Restaurant. FOTP will hold the money for the sign project and discuss adopting this project at their next meeting. ii. Park Playground Equipment - Jim Wright has volunteered to spearhead an improvement project to install playground equipment in Micaela Cancilla Park. FOTP will discuss taking this project under their auspices at their next meeting. 2. Recreation Programs - Assistant Director P.Cornelius presented the board with the a program update and stated he will be investigating ways to increase the numbers attending our programs. The following programs were discussed: a. Walk-N-Talk—Three regular participants attended each event. b. Brickmania: Jolly Roger—was cancelled due to low registrations. c. The Great Pumpkin Decorating Contest v. Dia de Los Muertgs(Day of the Dead) vi.
