HomeMy Public PortalAboutDecember 4 2014 Regular Session J Greencastle Board of Park Commissioners Minutes of the Regular Monthly Meeting Thursday, December 4, 2014 Present: Vice President Tim Trigg, Cathy Merrell, Secretary Beva Miller, Greencastle Community School Corporation liaison Wayne Lewis, Putnam County Public Library liaison Alan Zerkel Absent: President Dr. John Hennette Also Present: Eric Bernsee — Banner Graphic, Assistant Director Phil Cornelius, and Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by Vice President Tim Trigg in the Greencastle City Hall council room. Holiday Contests We held our annual Christmas holiday contests, which were judged and awarded by our Board of Park Commissioners. These contests were ... 1. Brickmania: Santa's Special Delivery! — With the theme, "Santa's Special Delivery!" contestants were asked to create an entry assembled from building blocks. We received four entries, which were a delight. Awards: a. 1st Place 5-10 Year Olds Mason Bowsher "A New Snowy Barn" b. 1st Most Inventive Hyrum Hale "Toy Factory" c. 1st Family Category Seth Lawrenz "Special Tool Box Delivery" d. 2nd Family Category Wyatt Kendrick "Special Delivery Sleigh" 2. Gingerbread Houses — We had seven gingerbread house entries, all of which smelled delicious! Each year these entries get better and better. Awards: a. Individual Category 1) 1st Place Individual Haylee Romalia "North Pole Hotel" 2) 2nd Place Individual Wyatt Kendrick "The Polar Plunge" 3) 3rd Place Individual Leslie Brown "The Little Red Barn" b. Family Category 1) 1st Place Family Lawrenz Family "The Work Shop" 2) 2nd Place Family Manion Family "Sugarland" 3) 3rd Place Family Romalia Family "Construction Zone" c. Organization Category 1) 1st Place Millpond Health Campus "Prediction: Big Snow!" Public Input-None Minutes On a motion from B.Miller, second by C.Merrell, the minutes from the regular meeting 40 held Thursday,November 6, 2014 were approved as presented. All Ayes. 1 l Monthly Finances 1. Transfers — Director R. Weinschenk presented a list of transfers, which have been discussed with City Clerk/Treasurer Lynda Dunbar. On a motion from motion from B.Miller, second by C.Merrell, the transfers were approved as presented. All Ayes. 2. Monthly Claims - On a motion from C.Merrell, second by B.Miller, the monthly claims against the department were approved as presented. All Ayes. Park Special Request-None Director's Report/Old Business Updates were given in regards to ... 1. Ridpath Holiday Bazaar 2. LWCF BWSP Improvement Project 3. Youth Basketball Program a. Registration numbers are up! —As of today, we are setting at 160 registrations, which is more than last year. We still aren't finished with the My First Shot! Basketball Program registration either. b. Skills Clinic/Evaluation Period — We began our Skills Clinics/Evaluation Periods on Monday, November 24th and Monday, December 1 and will finish our clinic on Monday, December 8th. All session will use the Deer Meadow gymnasium. c. Practices -Practice sessions will begin later this week. New Business 1. Big Walnut Sports Park Board of Directors a. 2015 Park User Fees — On Sunday evening, November 16th, Park Board President Dr. John Hennette and V.P. Tim Trigg and Director R.Weinschenk met with leaders of the various youth sports leagues using Big Walnut Sports Park. Discussion included a review of the past year, expectations of each entity to the other, and introduction to 2015 park user fees. b. Sunday,December 7—The group agreed to meet on Sunday, December 7 to pick up the discussions. Each group is to bring back a list of their expectations and a counter proposal for fees. 2. Personnel Training a. Aquatics Workshop — On November 20th, Phil Cornelius and I attended an Aquatics Workshop in Carmel where we listened to presentations on pool painting, programming, and the American Red Cross Learn-To-Swim Program. We also received a tour of the Monon Center, Carmel's community & recreation center. (Just a note: We had more kids using our skatepark than they did!) b. Winter Safety — We conducted winter safety training viewing on-line videos on cold weather preparations and snow blower use. Attendance sheets were presented to Safety Director Christy Glass. c. Fire Extinguisher Training — We will undergo fire extinguisher training with safety director Christy Glass next week. 3. Christmas Decorations — David Bault and our volunteer crew have decorated portions of the Greencastle Aquatics Center, Bob York Splash Park, and park areas for the holidays. A Santa Claus and Frosty the Snowman have been set up at the 410 Splash Park, a gathering of picnicking polar bears and some Jurassic-Era visitors (T- Rex and a Brontosaurus) can be seen frolicking in the park! We want to give a 2 special thank you to Brad Phillips and his crew from the Public Works Dept. for decorating the pine tree located at the entrance to Robe-Ann Park. 1111 Assistant Director's Report Assistant Director P.Cornelius presented a recreation program update. Next Meeting Director R.Weinschenk reminded the board that our next regular meeting has been scheduled for Thursday evening, January 1st; and requested that it be moved to Thursday evening, January 8, 2014 at 7:30 p.m. in the Greencastle City Hall. This delay will not affect approval of claims and invoices as the city council meeting has been scheduled for Tuesday, January 13th. On a motion from C.Merrell, second by B.Miller, the monthly meeting date was delayed until Thursday, January 8th. All Ayes.
