AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES WITH T&M ASSOCIATES-
HYDROGRAPHIC SURVEY AND PIER CONCEPT PLAN
FOR THE FERRY SERVICE TERMINAL
WHEREAS, the Borough of Carteret is in need of specialized engineering
services in cOlmection with the preparation of a hydrographic survey and pier
concept plan with regard to the Ferry Service Tenninal; and
WHERE-ð-S, the Borough Engineer, T &M Associates, possess the requisite skill
aüd experti';e to prov{de said services; .and
WHE.REAS, T &M Associates has submitted a proposal to provide said
engineering services at a total cost not to exceed $17,000; and
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough ofCarteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering
services related to the preparation of a hydrographic survey
and pier concept plan with regard to the Ferry Service
Terminal, in the total amount not to exceed $17,000
biJIable in accordance with T &M's existing contract with
the Borough, is hereby approved;
2. That annexed hereto is a copy of said proposal; ,
3. That this action is approved as an award of a professional
services contract pursuant to N.J.S.A 40A: 11-5( 1 J(aJ.

Dear Mayor Reiman:
Based on our recent discussions and as a follow-up to our January 9, 2006 project overview, we are
writing to provide you with a scope of services to prepare a fixed pier concept plan and hydrographic
survey for the referenced project.
As you have advised, the Borough has identitied several potential sites along the Arthur Kill waterway for
its Ferry Service Terminal. Since hydrographic conditions in the Arthur Kill are an important factor in
site selection, it is understood you are requesting initial project services for hydrographic surveying
covering an area just north of Noe's Creek south to the Municipal boat ramp. Once the hydrographic
survey is complete, we will overlay the Arthur Kill river bottom contours onto an aerial photographic and
provide the Borough with the resultant mapping.
In addition to the surveying services, as requested, we will prepare a basic concept plan showing a typical
layout for the new ferry terminal fixed pier and associated breakwater structures along with a preliminary
budgetary construction cost estimate.
Upon Borough authorization, we will arrange for a hydrographic survey for the above mentioned area.
The limits of the hydrographic survey are approximately 300 feet upstream into Noe's Creek, 100-feet
east of the pierhead line, 2,500-feet along the Arthur Kill starting from a point 350-feet north of the
confluence with Noe's Creek, and extending 2,250-feet south to the Borough's Municipal boat ramp.
Our services for the hydrographic survey, aerial photographic base map, and conceptual layout and
budgetary cost estimate as outlined above is proposed for a fee not to exceed $17,000.00.
