CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 3:00 p.m.
Council Member Aymon, Mayor Bailey, and Council Member Witte were present. Council
Member Scott and Council Member Swanson were absent.
City staff present was Gene Drabinski, City Manager; and BessieJo Wagner, City Clerk.
WORK SESSION
Next steps discussion concerning the "Efficient, Responsive Council/Manager Governance"
Seminar
Council discussed the following policy change recommendations introduced during the
"Efficient, Responsive Council/Manager Governance" Seminar.
1. Personnel Removal Confirmations by Resolution — Through the discussion there was a
general consensus to not pursue this process.
2. Personnel Removals by The City Manager in Consultation with City Attorney
3. Code Amendment - Remove All Requirements for Council Confirmation of Personnel
Removals except City Attorney — Council requested additional information. Council
would like to know what the other Council/Manager Cities in Idaho do in these situations
for both item #2 and #3.
4. Code Amendment - Department Head Contracts to Assure Professional Fairness —
Council wanted more time to consider the implications of contracted Department Heads.
5. Code Amendment - Manager Appoint/Remove City Attorney with Council Confirmation
— Council was not interested in pursuing this recommendation.
6. Code Amendment - Make City Prosecutor a City Manager Appointment In Consultation
With City Attorney
7. Establish Finance Committee — Council expressed interest in establishing this committee.
8. Revise Budget Preparation Schedule

9. Develop and Adopt Council Rules
a. Finance Committee Guidelines
b. Interference By Council Members
c. Informal Communications Encouraged
d. Three Touch Rule
Council expressed interest in the development of Council rules and procedures. Council
would like to have the process completed prior to the New Year to assist with any new
Council Members that may be elected in November.
10. Public Engagement Measures
a. Change Council Meeting Night — After much discussion there was a general
consensus to leave the Council Meeting nights as scheduled.
b. Consider Citizen Participation Options Of The Governance Model — Council was
open to having Citizens weigh in on the Governance Manual.
ADJOURNMENT
Without further business, Mayor Bailey adjourned the meeting at 4:56 p.m.
