Police Personnel Board
Minutes- May 4, 2022
The meeting was called to order at 12:02 p.m.

Approval of March 3, 2022 Minutes
Stacey Backues moved to approve the minutes from the March 3, 2022 Board meeting. The motion was
seconded by Paul Dupuis and passed by a voice vote.
Old Business
No old business was brought forward.
New Business
Lt. Stiefermann gave a short update concerning staffing. The department will be fully staffed with
animal control officers this month when a new employee starts. There are two upcoming
communications operator interviews.
Chief Schroeder gave an overview of the staffing levels at the communications center. They are seven
positions short out of their 20 positions (roughly 35% short). This has created great concern which led
into a group discussion with HR Director Gail Strope concerning ways to speed up the selection process.
The chief has submitted a request for a pay adjustment for communications but has not heard anything
yet. The Boone County Joint Communications Center and the Patrol are both paying a much higher
starting pay at this point.
After several minutes of discussion dealing with communications and police hiring, the group directed
the department to proceed with the following guidelines:
-Communications- waive the written testing and typing test at this time. Continue with the oral
interview process and background process. The board will examine the results of the background and
interview before final selection.
- Police officer with no prior POST license- The department will continue with the current testing process
which includes a written and physical test along with a background examination and oral boards.
- Police officer with a prior POST license- The department shall continue to waive the written test since
the officer has already successfully passed the POST licensing test. The board had determined that
passing the POST licensing test indicates a certain level of ability that is at least equal to an entry test.
The department will continue to do backgrounds and interviews.
Testing is scheduled for police officers positions for May 20 and 21, 2022.
The next regularly scheduled meeting is set for June 2, 2022.
Pete Fleischmann moved to adjourn which was seconded by Paul Dupuis. The motion passed.
The meeting was adjourned at 12:48 p.m.
