HomeMy Public PortalAbout2022-08-04 MinutesCity of Jefferson Police Personnel Board Minutes – August 4, 2022 The meeting was called to order at 12:04 p.m. Board members present: Kemp Shoun (Chair) Pete Fleischmann Stephanie Scruggs Stacey Backues Paul Dupuis Staff Present Chief Wilde Lt. Jeff Stiefermann Lt. Dave Williams Gail Strope- HR Approval of Minutes for June 2, 2022 Meeting: Motion by Backues with 2nd by Dupuis- motion passed on voice vote. New Business Chief Wilde asked Gail Strope to discuss the city hiring process. Strope explained that some suggested wording changes for city policies is being submitted to the council which could help speed up the hiring process if desired. Chief Wilde discussed using the International Association of Chiefs of Police (IACP) for the promotional process on the next cycle of promotions for sergeants and above. There was discussion about cost and how the process would work. There was discussion about the board being involved with the decisions at some point in the process. Backues made a motion that the IACP assessment be used and that the chief meet with the board after the assessment to review the process, performance, and his recommendations. 2nd by Dupuis. The motion passed with no dissenting votes. Stiefermann notified the board that there are 6 openings for communications and 13 for police officer. Starting pay for communications is $40,000 and police officers is $46,000. Other Business An additional member is needed for the Police Personnel Board. Lt. Williams reviewed three applications. The board, upon review of the three, felt that Troy Pinkerton should be considered for the position at this time. Chair Shoun will send an email to Lt. Williams requesting this. Next Meeting The next meeting is set for September 1, 2022. Closed Session Dupuis made a motion to go into closed session which was 2nd by Backues. There was a roll call vote: Shoun- Yes, Fleischmann- Yes, Backues- Yes, Scruggs- Yes, Dupuis- Yes Return to Open session Roll call vote- Shoun- Yes, Fleischmann- Yes, Backues- Yes, Scruggs- Yes, Dupuis- Yes Adjourn Motion to adjourn by Dupuis with 2nd by Backues. The motion passed by voice vote with no dissenting votes.
