HomeMy Public PortalAbout2022-09-22 minutesCity of Jefferson Police Personnel Board Minutes- September 22, 2022 The meeting was called to order at 12:06 p.m. Board members present: Kemp Shoun (chair) Stephanie Scruggs Pete Fleischmann Troy Pinkerton Paul Dupuis Staff present: Chief Wilde Lt. Jeff Stiefermann Dustin Birch- Asst. City Attorney Approval of minutes from the August 4, 2022 meeting There was a motion by Stephanie Scruggs to approve the minutes with a 2nd by Paul Dupuis. The motion passed on a voice vote. Old Business Chief Wilde gave an update on the promotional process. He was working on a bid for an outside company to handle the promotional process. He will have to do a request for proposal (RFP) and cannot do a single feasible source bid. This will take a little longer to get a company in place. New Business Bill Burton will need to be replaced on the committee after he recently resigned. The committee members reviewed the applications on file and Paul Dupuis made a motion to submit the name of Mark McCarthy with a 2nd by Pete Fleischmann. The motion passed by voice vote. Kemp Shoun will write a letter to the mayor. The question was raised concerning the number of openings within the department. Lt. Stiefermann stated that there are currently 12 police openings and 6 communications openings. There were 8 communications openings, but two new people started this week. There was a question from Fleischmann concerning the new written test and if we should keep the score at 60 percent to pass. Dupuis suggested waiting to see what the history is like with the new test. There was no further action. There was a motion by Stephanie Scruggs to go into closed session with a 2nd by Fleischmann. There was a roll call vote of all members with a positive “yes” response by each of them. After the closed session, there was a motion by Fleischmann to return to open session with a 2nd by Dupuis. Each member gave a positive “yes” response during a roll call vote. Upon return to open session, the board took the time to introduce themselves to the new member and give a brief history of themselves. At 12:41 p.m., there was a motion by Fleischmann to adjourn with a 2nd by Scruggs. The motion passed on a voice vote.
