HomeMy Public PortalAboutMarch 2 2017 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, March 2, 2017 Present: President Beva Miller, Vice President Dr. John Hennette, Tim Trigg, and Greencastle Community School Corporation liaison Wayne Lewis Absent: Secretary Cathy Merrell, City Council liaison Steve Fields and Putnam County Public Library liaison David Taylor Also Present: Brooklynne and Chasity Smith, Carolyn Newton, Stacie Peterson, David Boswell & Judy Miller— Greencastle High School Alumni Association, Eric Bernsee — Banner Graphic, Park Maintenance Supervisor David Bault, Assistant Director Phil Cornelius and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President B.Miller in the Greencastle City Hall council room. Awards Presentation Annual Brickmania: Creativity Challenge — Assistant Director P.Cornelius presented awards to the winners in our annual Brickmania Creativity Challenge. Brooklynne Smith Youth Kit • Lego City Train Station Stacey Petersen Adult MOC 0110 Public Input Tiger Trails Bike Rally Fundraiser - David Boswell & Judy Miller were present to request permission to use park shelter #5 in Robe-Ann Park on Saturday, April 29th beginning at 7:30 a.m. in the morning. This bicycle ride will begin at 9:00 a.m. and have riders traveling through two covered bridges and the back roads of Putnam County. This is a joint project between the alumni association and the park & recreation department, with proceeds going toward alumni scholarships and parks & recreation department youth sports programs. A program flier was distributed to each member. On a motion from T.Trigg, second by J.Hennette, the park board authorized use of shelter#5 and routes into and out of Robe-Ann Park for the ride. All Ayes. Special Park Use Requests 1. Putnamville Correctional 5K Fundraiser — Joy Marley, People Pathways Chair, presented a written request on behalf of the Putnamville Correctional who are requesting permission to hold a 5K Walk/Run fundraiser at BWSP on Saturday morning, May 13. After a review, the park board approved the request to use the central shelter and the loop trail for that purpose following a motion from T.Trigg, second by J.Hennette. All Ayes. 2. Girl Scouts Glow Run/Walk — Melanie Welker presented a written request to the board for permission to hold the annual Girl Scouts of Putnam County Glow Run/Walk at BWSP on Friday night, April 7. After a review of the flier, the board 41110 • • 0 approved the request to use the central shelter and the loop trail for the glow run/walk on a motion from J.Hennette, second by T.Trigg. All Ayes. Minutes 40 On a request from Director R.Weinschenk and on a motion from T.Trigg, second by J.Hennette, approval of the minutes from the regular meeting held Thursday, February 3 were tabled. All Ayes. Monthly Finances Director R.Weinschenk explained that the monthly claim docket was incomplete due to the fact that the Card Services (Visa Credit Card) bill has yet to be received. On a motion from T.Trigg, second by J.Hennette, permission to pay the monthly claims was authorized with the claim docket to be presented at the April next meeting. All Ayes. BWSP League Contracts 1. Greencastle Youth Baseball—Director R.Weinschenk presented the signed contract from Greencastle Youth Baseball for the park board to approve and board president B.Miller to sign. On a motion from T.Trigg, second by J.Hennette, the board approved it and authorized board president B.Miller to sign it. All Ayes. 2. Not yet received — Director R.Weinschenk informed the board that the contracts from both Putnam County Youth Soccer Association and the Greencastle Youth Softball Association, Inc. (formerly Putnam County Girls Slow-Pitch Softball League)has not yet been received. A new contract has been issued to the Greencastle Youth Softball Association, due to their name change. Director's Report/Old Business 010 1. Holiday Decorations — As part of the look at 2017, the board discussed future plans toward decorating Robe-Ann Park for the Christmas holidays. Director R.Weinschenk explained that this program should be citizen led, similar to the annual Independence Day Celebration held on July 4th. This would be similar to what Danville, Terre Haute and Brazil do each year. Park board member T.Trigg volunteered to lead this effort as the park board contact. He has been contacted by some local citizens who would like to help. From the audience, meeting attendee Carolyn Newton volunteered to serve on that committee,too. 2. RecDesk — Director R.Weinschenk updated the board that City Attorney Laurie Hardwick has reviewed the contract, City Clerk Treasurer Lynda Dunbar has viewed the on-line presentation, and Mayor Bill Dory has also requested a chance to view the presentation. Our RecDesk representative is looking into some questions in regards to cash drawers and receipt printers at Lynda Dunbar's request, and then we should be ready to subscribe and begin implementation of the program. T.Trigg requested the chance to sit in on the presentation, as well. Weinschenk will make that happen. On a motion from J.Hennette, second by T.Trigg, the board authorized board president B.Miller to sign the contracts as soon as the equipment questions have been answered. All Ayes. 3. Annual Brochure - Director R.Weinschenk reviewed the first six months of programs and activities to be included in this year's annual brochure. The remaining 111/ portion of the programs will be presented at April's meeting. Following discussion, 2 �11 the board authorized the programs and fees presented on a motion from T.Trigg, second by J.Hennette. All Ayes. 4. Dive In Movie Night, Movie in the Park - Assistant Director P.Cornelius requested the board's input on which movies we should watch. The choices were presented, the following movies were chosen on a motion from J.Hennette, second by T.Trigg. All Ayes. a. Moana - From Walt Disney Animation Studios comes a sweeping CG- animated adventure about a spirited teenager who sails out on a daring mission to prove herself a master wayfinder and fulfill her ancestors' unfinished quest. During her journey,Moana meets the once-mighty demi- god Maui, and together, they traverse the open ocean on an action-packed voyage, encountering enormous fiery creatures and impossible odds. b. Trolls - Poppy, the optimistic leader of the Trolls, and her polar opposite, Branch must embark on an adventure that takes them far beyond the only world they've ever known. c. Sandlot — To be shown on the softball field at Robe-Ann Park, is the movie Sandlot, which is about a new kid to town who doesn't know how to catch a baseball, and wants to join the local neighborhood baseball team. Trolls Movie — Vice President Dr. J.Hennette, Greencastle Pediatric Dentistry offered that he would sponsor the Trolls movie. Director R.Weinschenk and the board thanked him for his generosity. Next Meeting 1110 The next regular meeting of the Greencastle Board of Park Commissioners will be held on Thursday evening, April 6, 2017, 7:30 p.m. in Greencastle City Hall. In addition, the meeting will be preceded by the Friends of the Park and FOTP Celebrate "4" Committee at 6:00 p.m. to discuss the 2017 Annual Independence Day Celebration.
