HomeMy Public PortalAboutApril 6 2017 Regular Session Greencastle Board of Park Commissioners • Minutes of the Regular Meeting Thursday, April 6, 2017 Present: President Beva Miller, Vice President Dr. John Hennette, Tim Trigg, Secretary Cathy Merrell, City Council liaison Steve Fields and Putnam County Public Library liaison David Taylor and Greencastle Community School Corporation liaison Wayne Lewis Absent: None Also Present: Eric Bernsee — Banner Graphic, Myor Bill Dory, Park Maintenance Supervisor David Bault, Assistant Director Phil Cornelius and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:40 p.m. by President B.Miller in the Greencastle City Hall council room. Public Input-None Special Park Use Requests 1. Girl Scouts of Putnam County Glow Run/Walk at BWSP, Friday night, April 7- ® Director R.Weinschenk stated that this event has already been approved,but he wanted to remind everyone of the event. 2. Greencastle Summer Feeding Program use of Shelter#5 in Robe-Ann Park from June 1-July 14 from 11:00 a.m.-12:45 p.m.—a written request was received from Debbie Carrico,Director of Food Services, Greencastle Community School Corporation to continue the program started last year. The board approved the request on a motion from T.Trigg, second by C.Merrell. All Ayes. 3. GMS Intramural Tennis use of Robe-Ann Park Tennis Courts from April 5 to May 17 from 3:30-5:00 p.m.—Ms. Brittany Labhart, GMS/GHS tennis coach sent a written reminder of the program's use of Robe-Ann Park's Tennis courts. This request was approved on a motion from C.Merrell, second by T.Trigg. All Ayes. 4. GHS 5K Color Run use of Robe-Ann Park on Saturday,April 15—Madison Woodall, GHS Student—Parker Black from Greencastle High School Key Club was present to request permission to do a run through of Robe-Ann Park during the Key Club's Annual Color Run. The request was approved on a motion from J.Hennetee, second by C.Merrell. All Ayes. 5. "Healthy Indiana Community" 5K Road Run at Big Walnut Sports Park, Saturday morning,April 22—Hanna Cline, Putnam County Hospital was present requesting the use of the park. The request was approved on a motion from J.Hennette, second by T.Trigg. All Ayes. 6. Greencastle Pediatric Dentistry Pool Party at Greencastle Aquatics Center,Friday, July 14, 6:00-8:00 p.m.—Dr. John Hennette, Greencastle Pediatric Dentistry presented a • date for his annual client pool party. His request was approved on a motion from T.Trigg, second by C.Merrell. Vote: 3 Yes, 0 No, 1 Abstention(Hennette). 1 « . Approval of Minutes 1. Regular Meeting - February 2, 2017 — On a motion from T.Trigg, second by • J.Hennette, the minutes from the regular meeting held on February 2, 2017 were approved as presented. All Ayes. 2. Regular Meeting — March 2, 2017 - On a motion from J.Hennette, second by T.Trigg, the minutes from the regular meeting held on March 2, 2017 were approved as presented. All Ayes. Finances -Approval of Monthly Claims & Invoices 1. Regular Meeting—February 2,2017 - On a motion from J.Hennette, second by T.Trigg,the claims from the regular meeting held on February 2, 2017 were approved as presented. All Ayes. 2. Regular Meeting — March 2, 2017 - On a motion from T.Trigg, second by J.Hennette, the claims dated March 2, 2017 were approved as presented. All Ayes. Friends Of The Par k, Special Projects, and Old Business 1. Big Walnut Sports Park Youth League Contracts—Director R. Weinschenk presented an update to the youth league contracts, as follows: a. Greencastle Youth Baseball -complete b. Greencastle Youth Softball Association Inc. (formerly Putnam County Girls Slow-Pitch Softball)—the contract is available for President B.Miller's signature. c. Putnam County Youth Soccer Association—Still pending On a motion from T.Trigg, second by C.Merrell authorization was given to 410 president B.Miller to sign the document. All Ayes. 2. 2017 Annual Activity and Event Brochure—Director R.Weinschenk presented a draft copy of the 2017 Annual Activity and Event Brochure for the board's review. a. Pool Hours -Discussion was held in regards to the pool closing hours between the board and Mayor Bill Dory who voiced concerns received from a member of the public and city council. After some discussion, J.Hennette made the motion to close the pool at 7:00 p.m. instead of 8:00 p.m. each evening, dropping the evening open swim time and increasing family swim from 5:00-7:00 p.m., and allowing evening pool rentals as early as 6:00 p.m. A second was made by T.Trigg, and after some discussion it was approved. All Ayes. b. Movies In The Park—it was clarified that we will hold two Movies in the Park and one Dive In Movie. The movies requested are: Moana; Trolls (J.Hennette sponsored) and Sandlot(on the baseball field). Director R.Weinschenk will look into the schedules. c. Brickmania: Crack the Vault—Director R.Weinschenk asked the board to approve the proposed program and fee of$12 per person. On a motion from J.Hennette, second by C.Merrell the request was approved. All Ayes. d. Brochure approved - On a motion from J.Hennette, second by C.Merrell the overall brochure was approved for print. All Ayes. 2 • Personnel a. Resignation of Assistant Director Phil Cornelius—Director R.Weinschenk 411 reviewed Assistant Director Phil Cornelius' resignation for a position at the Brownsburg Parks &Recreation Department. b. Job Recruitment for Full-Time Aquatics/Assistant Director's position— the position has been advertised for three weeks and Director R.Weinschenk requested help with interviews. President B.Miller and Secretary/Treasurer C.Merrell volunteered. Vice President Dr. J,Hennette volunteered to be back up. Weinschenk will set the schedules. c. Job Recruitment for Summer Seasonal Help—Director R.Weinschenk informed the board that applications are coming in for the summer positions. We are in need of additional lifeguards. 7. Park Signage—Director R.Weinschenk gave an update stating the signs for Micaela Cancilla and Maple Berry Parks were ordered and should be in by the end of the month. 8. Albin Pond Trail — Problems with mud creeping across the Albin Pond Pathway behind the Sherwood Christian Church were mentioned. Silt fencing may be needed and a future 1-2' overlay in that spot. Director R.Weinschenk will have Park Maintenance Supervisor D.Bault tour and clear the trail. 9. Dog Park a. Gate Issue - Director R.Weinschenk was directed to look into a problem with the fences at the BWSP dog park, more specifically a gap between the two halves of the gate located between the two sections. b. Users Compliments - This complaint was offset by reports of compliments • received from the large number of people utilizing the dog park for their pets. Next Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held on Thursday evening,May 4, 2017, 7:30 p.m. in Greencastle City Hall. In addition, the meeting will be preceded by the Friends of the Park and FOTP Celebrate "4" Committee at 6:30 p.m. to discuss the 2017 Annual Independence Day Celebration.
