RESOLUTION NO. 94 -3364
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY DENYING GENERAL PLAN AMENDMENT 94 -2 TO
REDESIGNATE AND RECLASSIFY4810 -4821 DOREENAVENUE AND
4809 -4820 HALIFAX ROAD FROM LOW DENSITY RESIDENTIAL (11-1)
TO MEDIUM DENSITY RESIDENTIAL (R -2).
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE:
SECTION 1. Based upon testimony received at a noticed hearing before the City Council and
upon facts contained in the staff reports, as well as information and testimony contained in the Planning
Commission Minutes, the City Council hereby denies the request to redesignate the subject properties
from Low Density to Medium Density Residential based upon the following findings:
1. The twelve lots that make up the subject area are currently improved with one single family home
per lot and a redesignation to the Medium Density Residential would allow certain lots to be
improved with a second dwelling unit which would be inconsistent within the neighborhood.
2. Although other properties immediately north of Lower Azusa Road have been redesignated from
Low Density to Medium Density Residential, that prior action involved other properties, having
different characteristics and does not set a precedent for this type of change.
3. The redesignation from Low Density to Medium Density Residential would perpetuate a land use
pattern along the north side of Lower Azusa Road which may serve to the long -term detriment
of the neighborhood; the subject properties and the surrounding neighborhood are currently
improved with single family uses and the introduction of a multiple family use would adversely
affect the character of the neighborhood.
4. Four of the twelve lots in question are not large enough to accommodate a second dwelling unit
and, consequently, a change in the General Plan would serve no practical purpose.
SECTION 2. This project should not result in significant effects upon the environment at_ a
Negative Declaration has been prepared in accordance with the State CEQA Guidelines. The in: .-.1
statement as prepared indicates there is no potential for adverse impact to the environment generally and
specifically as it relates to all wild animals, birds, plants, fish, amphibians, and related ecological
communities, including the habitat upon which the wildlife depends for its continued viability.
SECTION 3. Accordingly, General Plan Amendment 94 -2 is denied.
SECTION 4. The City Clerk shall certify to passage and adoption of this resolution and enter
it into the book of original resolutions.
