CALL TO ORDER AND ROLL CALL

Mayor Bailey called the special meeting of the McCall City Council to order at 2:00 p.m.
Council Member Aymon, Mayor Bailey, and Council Member Witte were present. Council
Member Scott and Council Member Swanson were absent.
City staff present was Gene Drabinski, City Manager; Traci Malvich, Human Resources
Manager; and BessieJo Wagner, City Clerk.
WORK SESSION
Start at the Airport
Airport Tour with new Airport Manager,Tour to include the new Airport Snow
Equipment Storage Building
Council enjoyed a tour of the Airport with the new Airport Manager,Nathan Coyle.
Move to the Legion Hall
Next steps discussion concerning the Governance Manual
There was general consensus from the Council to pursue and request input from previous City
Council Members on the development of the Governance Manual.
Personnel Policy Manual Amendment Hiring of Employees by Department Heads and
other updates
Council worked through the Personnel Policy Manual with Traci Malvich, Human Resources
Manager. Council made suggestions to some of the wording and grammar changes. Council
specifically requested that staff work with the City Attorney to clarify section VII. E. Complaint
Procedure, to clearly define harassment, discrimination, or retaliation in the following sentence:
The following complaint procedure will be followed in order to address a complaint regarding
harassment, discrimination, or retaliation:

Without further business, Mayor Bailey adjourned the meeting at 4:56 p.m.
