HomeMy Public PortalAboutAugust 7 2017 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, August 7, 2017 Present: Vice President Dr. John Hennette, Secretary Cathy Merrell, Tim Trigg, Putnam County Public Library Liaison David Taylor Absent: President Beva Miller and City Council liaison Steve Fields Also Present: Mayor Bill Dory, Jerica Bean— WREB, Eric Bernsee—Banner Graphic, & Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:32 p.m. by Vice President J.Hennette in the City Hall council meeting room. Public Input Kudos to the Aquatics Center Staff— the staff at the Greencastle Aquatics Center were commended on their behavior and professionalism in regards to two different occasions. Compliments were received from ... • Greencastle Pediatric Dental Care - Dr. John Hennette thanked the crew at the pool for their behavior in handling the 470+ people who attended the Greencastle Pediatric Dental Care party. He added, "We have a very good group of young people working for us!" • • Girl Scouts of Central Indiana - Tim Trigg also passed on compliments to the aquatics center staff who worked the Girl Scouts of Central Indiana pool party. He added, "The Girl Scouts had a blast!" Approval of Minutes — Director R.Weinschenk presented minutes from the regular meeting held on Thursday, July 6th, 2017. On a motion from T.Trigg, second by C.Merrell, the minutes from the regular meeting were approved as presented. All Ayes. Approval of Monthly Claims & Invoices — After brief discussion in regards to this month's bills, the monthly claims and invoices were approved as presented on a motion from T.Trigg, second by C.Merrell. All Ayes. Friends Of The Park, Special Projects, and Old Business Updates 1. OCRA Grant received for Bandshell Project — Director R.Weinschenk along with Eric Bernsee informed the park board that the City of Greencastle, more specifically Robe-Ann Park Bandshell received a grant for $50,000 from the Indiana Office of Community and Rural Affairs. A public statement was released describing the award as ... "When the frequently used previous bandshell was no longer viable and was demolished, the community came together and formed a grass roots committee, bringing together the City and local charitable organizations. This new amphitheater will be constructed of timber and limestone with an elevated • concrete stage. The structure draws inspiration from the architectural elements and history of Robe-Ann Park, as well as the surrounding Putnam County. The 1 e. goal is to serve the community while creating a unique attraction that will invite visitors from west central Indiana to the Greencastle area. This project is a partnership between the Friends of the Park Association of Putnam County, Inc. • (FOTP), City of Greencastle, Putnam County Convention and Visitors Bureau, Greencastle Civic League, Civil Engineering Consultants, and Scoggins Design, Inc." "The PBIF grant program is a competitive matching grant program administered as a partnership between OCRA and the Indiana Office of Tourism Development that supports community and economic development projects across the state. Initiatives that promote quality of life, improve tourism experiences and develop multi-purpose gathering places are specifically targeted for this grant program." 2. National Night Out! — T.Trigg gave a report that although it was cut short due to a thunderstorm and lightning, National Night Out drew a large crowd Tuesday, August 1st. Robe-An Park and the Greencastle Parks & Recreation Department played host to the event organized by the Greencastle Police Department and the Putnam County Youth Development Commission. Dr. J.Hennette added that Greencastle Pediatric Dentistry gave away over 500 balloons at the event. 3. RecDesk— Director R.Weinschenk stated that with the help of City Clerk Treasurer Lynda Dunbar we implemented the "Square POS System" for the concession stands and front desk at the aquatics center this past summer and it did the job; however, he would like to reopen our look into an on-line registration program. We have discussed and haven chosen RecDesk, which is a cloud based software package that will give us an online presence and allow our patrons easier access to the registration process for our programs and shelter reservations. We would like to implement it prior to basketball season, and have it up and ready for the 2018 season pass sales • and shelter reservation season. The park board agreed. Weinschenk will add the contract to the next meeting agenda. 4. Park Facilities Roof Replacement Project — Director R.Weinschenk explained that Daniel Construction was the lowest bidder and completed the roof replacement. 5. Bandshell Update — Director R.Weinschenk gave a quick update in regards to the bandshell replacement committee. 6. Jaycee Park — At the request of the board, we have continued extra patrols through Jaycee Park during the day and have made the request to Police Chief Tom Sutherlin for additional police patrols. New Business 1. Fiscal Year 2018 Budget Draft — Director R.Weinschenk stated he has compiled information in preparation for drafting a proposed 2018 budget. Areas of concern: a. Increases Wages—from full-time down to part-time seasonal b. Request to activate Full-Time Maintenance Position — since long-time volunteer Bob Harbison has given notice that he may not be back to help mow Big Walnut Sports Park due to possible back surgery. His efforts will be missed; which opens us up for an additional reason to reopen the second full-time maintenance position. c. Large Project(s) — Besides the Bandshell replacement project, I believe we have to replace the lockers within the Greencastle Aquatics Center. Installed 24 years ago, the lockers are showing their age badly. Chlorine water and • 2 metal lockers don't go well together. I am looking at plastic lockers with coin collecting locking mechanisms. A budget figure, of$30,000.00 will net us 4100 new lockers, 50 for each locker room. Charging $1.00 per use and • half used each day, we can pay off installation in 8.3 years. At 50-cents per use, 16.67 years. 2. Greencastle Aquatics Center — In regards to the Greencastle Aquatics Center , Director R.Weinschenk reported ... a. Season Statistics - We've had a really good aquatics season to date. Midway through July, we had 30 GHS students attend summer PE, 74 persons take swim instruction, over 76 people attend Aqua Fit, sold over 209 family season passes, and had over 7,000 people pay $5 daily admission. b. Last day of season - The final day of the pool season was Sunday, August 6th. In short we closed because we did not have enough lifeguards to stay open beyond that date. Many of the new and young lifeguards recruited this year participate in fall seasons of high school sports. c. Bob York Splash Park — Again, a popular park attraction with the younger kids,the splash park will remain open past the fall closing date of the pool. Next Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held on Thursday evening, September 7th at 7:30 p.m. The meeting is scheduled for Greencastle City Hall.
