HomeMy Public PortalAboutSeptember 9 2017 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting ® Monday, September 9, 2017 Present: President Beva Miller, Vice President Dr. John Hennette, Secretary Cathy Merrell, Tim Trigg, and City Council liaison Steve Fields Absent: None Also Present: Mayor Bill Dory, Jessica Hartman — CEC Consultants, Shelby Bricker - Depauw University WGRE, Eric Bernsee — Banner Graphic, & Parks & Recreation Director Rod Weinschenk Call to Order CTO - Because of a lack of quorum on its original meeting night,the regular meeting of the Board of Park Commissioners was called to order on Monday, September 9 at 7:01 p.m. by President B.Miller in the City Hall council meeting room. Agenda Addition: Vice President J.Hennette stated that"Personnel—Full-Time Laborer" be added to the agenda. Public input-None Approval of Minutes—Director R.Weinschenk presented minutes from the regular meeting held on Thursday, August 7, 2017. On a motion from C.Merrell, second by • T.Trigg, the minutes from the regular meeting were approved as presented. All Ayes. Approval of Monthly Claims & Invoices—A few questions were asked about this month's claims. 1. Joe Spiker—Director R.Weinschenk explained the need for excavation need to repair the Greencastle Youth Baseball sewer line at Big Walnut Sports Park. The line is plugged and Spiker Excavating opened one of the clean-outs within the line. 2. Trees—Director R.Weinschenk was asked in which park the new trees were planted. He explained that the two Red Sunset Maples were planted in Robe-Ann Park and the Tulip Poplar Tree was planted at Big Walnut Sports Park next to the soccer concession stand. On a motion from T.Trigg, second by C.Merrell,the minutes from the regular meeting were approved. All Ayes. Personnel Director R.Weinschenk reminded the board that we were approved to fill the second full- time park maintenance position. Since the pool closed for the summer, Taylor Webster has been working in a part-time maintenance position and we feel she would be a valuable addition to the maintenance department. Director R.Weinschenk asked the board for their approval. On a motion from C.Merrell, second by T.Trigg, the board approved his request. All Ayes. • 1 yt New Business ® 1. Bandshell Update—J.Hartman with Civil Engineering Consultants and President of the Friends of the Park, was in attendance to present the latest concept renderings from Scoggins Designs. The board felt the architects were on the right track,thanked her for her attendance, and asked for an update at the next meeting. 2. RecDesk- Director R.Weinschenk gave an update in regards to the RecDesk on- line registration software that we discussed last spring. We're in the off-season of the Greencastle Aquatics Center and we've restarted our discussion with RecDesk and asked for their approval to sign the user agreement. 3. HWC & 5-year Master Plan—Following an inquiry from Mayor Bill Dory in regards to grant opportunities to develop the future Ballard Family Park, Director R.Weinschenk asked the board for permission to hire HWC to complete a new Greencastle Parks & Recreation Department 5-year Master Plan. The last professionally completed master plan was completed in 2003 by Gove & Associates, and completed in-house since. Funding has been secured through Mayor Dory's office and the master plan can be used to support a request for Land& Water Conservation Fund Grant dollars to be matched by the donation of Ballard family's homestead property. Following review and approval from City Attorney Laurie Hardwick, C.Merrell made the motion authorizing President B.Miller to sign the contract with HWC; second by J.Hennette. All Ayes. Old Business 1. Celebrate "4" In Review —A meeting will be held on Tuesday, September 19 in city hall. 2. Friends of the Park Annual Meeting—the annual meeting of the Friends of the Park Association of Putnam County, Inc. will be held on Monday, September 25 in the upper meeting of Starbucks from 6:00-8:00 p.m. 3. Cross Country Meet— T.Trigg reminded the board that Saturday, September 23, the Greencastle Parks & Recreation Department and Big Walnut Sports Park would be hosting the annual Greencastle High School Cross Country Meet. The meet will begin as early as 8:00 a.m. and conclude around 2:00 p.m. Upcoming Programs 1. Walk& Talk—This program will be held at BWSP on Wednesday & Friday mornings, September 8-October 13 2. Movie in Robe-Ann Park—the Greencastle Parks 7 Recreation Department will host the "Second Saturday" activities in Robe-Ann Park on Saturday, September 9`h. We will be showing the movie Sandlot on the softball infield at Robe-Ann Park. 3. Glow Throw Disc Golf Tournament — the 3rd Annual Glow-Throw Disc Golf Tournament will be held on Saturday evening, September 30 beginning at 5:00 p.m. The baskets will be lit up, participants will be given glow-in-the-dark discs and the second round will be played in the dark. There is a $30 per player fee. All are invited. S 2 Next Meeting ' The next regular meeting of the Greencastle Board of Park Commissioners will be held • on Thursday evening, October 5 at 7:30 p.m. The annual Halloween Challenge contests will also be judged that night. The meeting is scheduled for Greencastle City Hall. Adjournment On a motion from T.Trigg, second by C.Merrell, the park board meeting was adjourned at 8:03 p.m. All Ayes.
