HomeMy Public PortalAbout2022-12-07 minutesMinutes of Meeting Jefferson City Council Committee on Administration Wednesday, December 7, 2022 Boone/Bancroft Room (City Hall) – 230 East McCarty Street ATTENDEES: Committee members present: Laura Ward, Erin Wiseman, Jon Hensley, Jack Deeken, Ron Fitzwater (online) Staff Present: Steve Crowell, Ryan Moehlman, Rebecca Lee, Shiela Pearre, Matt Schofield Others Present: Carrie Tergin, Mike Lester Meeting came to order at 7:31 a.m. by Councilmember Erin Wiseman. November 2, 2022 minutes were approved with a motion by Councilmember Laura Ward, and seconded by Councilmember John Hensley. The motion passed unanimously. Adult Use Marijuana Sales Tax: Presented by Ryan Moehlman. Ryan Moehlman suggested the City impose a sales tax at three percent on all tangible personal property retail sales of adult use marijuana sold within the city limits. A motion was made by Councilmember Laura Ward and seconded by Councilmember Jon Hensley. The motion passed unanimously (Councilmember Ron Fitzwater was unable to vote due to audio issues). Ryan Moehlman also brought up the effect marijuana use can be on City staff. Councilmember Erin Wisemen requested Ryan Moehlman send information to the council in regards to recreational marijuana. The committee will revisit this in a future meeting. Human Relations Commission Residency: Presented by Carrie Tergin. Carrie Tergin brought up the issue of filling open vacancies in the Human Relations Commission. At this time, there are no qualified city residents to serve on the commission. However, there are qualified volunteers who live outside city able to serve. A motion was made by Councilmember Ward and seconded by Jon Hensley to move to the full council. The motion passed 3-2, with Councilmember Ron Fitzwater and Councilmember Jack Deeken voting no. Appointments: Presented by Steve Crowell. The committee made eight new appointments. A motion to approve was made by Councilmember Jon Hensley and seconded by Councilmember Laura Ward. The motion passed unanimously. Councilmember Erin Wiseman said it is up to the chair of the boards and commissions to address the attendance issues. Steve suggested Mayor Carrie Tergin send something out to the boards and commission chairs on how to handle attendance issues. Public Comment: None The next scheduled meeting will be held at 7:30 a.m. January 11,2023. There being no further business, the meeting adjourned at 8:13AM.
