2013.08.23 Special MinutesMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) August 23, 2013 Agenda Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Bailey called the special meeting of the McCall City Council to order at 3:15 p.m. Council Member Aymon, Mayor Bailey, and Council Member Witte were present. Council Member Scott and Council Member Swanson were absent. City staff present was Gene Drabinski, City Manager; Peter Borner, Public Works Director; and Laura Wilson, Deputy City Clerk. WORK SESSION AB 13-146 Title 6 — Utility Services Code Revisions, Water & Waste Water Policies, and Will Serves — Update Peter Borner, Public Works Director, updated Council on three policy updates. Mr. Borner briefed Council on changing the timing of the process of utility meter hookups and payments, water filling stations, and the annexation of CeeWay Loop. There was a brief discussion on the cost of meters and the frequency water is picked up. Council Member Aymon wanted the Title 6 update to be gender neutral. Mr. Borner agreed and noted the update was still unfinished. Mr. Borner reviewed the Will Serve change with Council. Council discussed the status of the winter storage pond repairs. AB 13-147 Governance Manual Discussion with Jim McNall from ICRMP Jim McNall, ICRMP, reviewed the draft Governance Manual with Council. There were many sections identified by Mr. McNall that needed editing that had already been edited by Mayor Bailey, such as punctuation, spelling, and deletions. Mr. McNall and Council discussed section 7.2 and the Consent Agenda. Mr. McNall stated that Consent Agenda items are not discussed. He noted that if Council wanted to discuss the item, it should be under a different section of the agenda. McCall City Council Special Meeting Page I of 2 August 23, 2013 There was a lengthy discussion of Article 8 regarding Parliamentary Procedure and Robert's Rules of Order. Mr. McNall recommended not adopting Robert's Rules of Order. He stated the basic premise did not work for McCall's type of government. He clarified that McCall's City Council discusses the item prior to making a motion but Robert's Rules did not. He noted it was meant for groups where everyone who attended a meeting would be part of the voting process. Mayor Bailey explained the `Three Touch' rule. He stated his attempt was to get more discipline in making decisions. Council Member Witte questioned adopting Robert's Rules if it was not a process currently being used by Council.
