CALL TO ORDER AND ROLL CALL
Mayor Bailey called the special meeting of the McCall City Council to order at 6:28 p.m.
Council Member Aymon, Mayor Bailey, and Council Member Witte were present. Council
Member Scott and were absent.
City staff present was Gene Drabinski, City Manager, Linda Stokes, City Treasurer; Dennis
Coyle, Parks and Recreation Director; Nathan Coyle, Airport Manager; Larry Stokes, Interim
Chief of Police; Peter Borner, Public Works Director; Traci Malvich, Human Resources
Manager; and BessieJo Wagner, City Clerk.
BUSINESS AGENDA
AB 13-137 FY14 Budget Discussion continuation from the August 22, 2013 Council
Meeting
There was Council discussion regarding Council Member Witte suggestion to reallocate the LOT
funds to offset the recommended 4.1 % increase of property taxes for FY14. Council Member
Swanson wanted to support the LOT Commissions recommendations as far as the Jr Steel Heads.
There was a lengthy discussion regarding the recommended 4.1 % increase of property taxes for
FY14 and the fact that the majority of the Council wanted the increase to not exceed 3%. Council
Member Witte suggested using the HRA account to offset the increase and only increase the
property taxes by 3%. There was continued discussion as to the risk of using the funds from the
HRA account.
Council Member Scott was in favor with the 3% increase only and was supportive of Council
Member Witte's suggestion.
FY14 Budget Ordinance Adoption
Mayor Bailey moved to read by title only one time only Ordinance 918. Council Member
Aymon seconded the motion

Council Member Witte moved to amend the motion to change the sum from
16,711,881 to 16,755,365. Council Member Scott seconded the motion. In a roll call
vote Council Member Witte, Council Member Scott, Council Member Aymon,
Mayor Bailey, and Council Member Swanson all votes aye and the motion passed
Ordinance 918 was read by title only one time only by BessieJo Wagner, City Clerk:
An ordinance entitled the FY14 Annual Appropriation Ordinance for the fiscal year beginning
October 1, 2013, appropriating the sum of 16,755,365 to defray the expenses and liabilities of the
city of McCall for said fiscal year, authorizing a levy of a sufficient tax.
Council recessed at 8:05 p.m.
The Council reconvened at 8:30 p.m.
Mayor Bailey moved to adopt Ordinance 918 FY14 Annual Appropriation Ordinance
appropriating the sum of 16,755,365. Council Member Swanson seconded the motion. In a
roll call vote Mayor Bailey, Council Member Swanson, Council Member Scott, Council
Member Aymon, and Council Member Witte all votes aye and the motion passed.
ADJOURNMENT
Without further business, Mayor Bailey adjourned the meeting at 8:50 p.m.
