Re: Agenda Item—Transfer of Funds Request
Attached please find email correspondences from Robert J. Quinn, Chief of Fire and Christopher
Logan, Acting Assistant Administrator for Grant Programs, Department of Homeland Security
regarding the approval of the Town's application for funding under the Federal Fiscal Year 2019
Assistance to Firefighters Grant (AFG) in the amount of$200,000.00. The Federal share is
$181,818.18 and the local match requirement is $18,181.82.
As stated within Chief Quinn's correspondence, "This grant is for the replacement of our
portable radios. Most of our portable radios are at the end of their lifespan and were due to be
replaced as part of the radio system upgrade that was just completed by a radio consultant. This
project is part of the current capital budget plan. This grant will certainly assist us in providing
the necessary upgrades of our portable radios."
Therefore, in order to be in compliance with the local match requirement, I respectfully request
the attached transfer be placed on the September 8, 2020 Town Council Agenda.

Subject: 2019 Assistance to Firefighters Grant (AFG)
I am pleased to let you know that the Watertown Fire Department has been notified that we have
received a 2019 Assistance to Firefighters Grant award from the Department of Homeland
Security. The grant amount is $181,818.18 for a project cost of$200,000 which would include a
10% match of$18,181.82 by the town. This grant is for the replacement of our portable radios.
Most of our portable radios are at the end of their lifespan and were due to be replaced as part of
the radio system upgrade that was just completed by a radio consultant. This project is part of the
current capital budget plan. This grant will certainly assist us in providing the necessary upgrades
of our portable radios. I will be working with FEMA to accept the award package and to fulfill all
the requirements for the acceptance of this grant.
