Minutes of the Regular Meeting
Monday, February 11, 2019

Call to Order
President Tim Trigg called the regular meeting of the Board of Park Commissioners to
order 7:05 p.m. in the city hall common council meeting room.
Public Input
Approval of Minutes — Director R.Weinschenk presented minutes from the regular
meeting held on Monday, January 7, 2019. The minutes were accepted on a motion from
• C.Merrell, second by B.Miller. All Ayes.
Approval of Monthly Claims & Invoices - Director R.Weinschenk presented the
monthly claims and invoices to the board. President T.Trigg asked about the graffiti
remover, which was used to remove graffiti within the park. On a motion from B.Miller,
second by C.Merrell the monthly claims were approved. All Ayes.
Special Park Use Requests
1. GMS Tennis Program us of Robe-Ann Tennis Courts - Lynn Ramey and Brittany
Labhart, GMS Tennis Club made a written request to the board to use the courts in
Robe-Ann Park for the Greencastle Middle School Tennis Program on Mondays and
Wednesdays, April 4 to May 14, 3:30—to 5:00 p.m. On a motion from B.Miller,
second by C.Merrell the request was approved. All Ayes.
2. Color Run in Robe-Ann Park- Ja'el Thomas, DePauw Bonner Scholar requested
use of Robe-Ann Park on Saturday, April 20 for a Color Run throughout Robe-Ann
Park.
3. 5K Road Run—Hanna Cline, Putnam County Hospital requested use of BWSP and
the central shelter for a Saturday, April 6 5K Road Run. Held in the past,the request
was granted on a motion from B.Miller, second by C.Merrell. All Ayes.
4. 5K Fundraiser- Darrel R. Bunten on behalf of the Putnam County FOP and GPD
provided a written request to hold a Putnam County Order of Police 5K Fundraiser
for the Indiana Chapter of Concerns of Police Survivors (C.O.P.S.) on Saturday, May
11th. On a motion from B.Miller, second by C.Merrell the request was approved. All
Ayes.

5. Summer Tennis Program—On behalf of Lynn Ramey, Brittany Labhart requested
use of the Robe-Ann Park Pickleball Courts for the West Central Indiana Community
Tennis Association's (WCICTA) 8 &under Youth Tennis Lessons from June 17-July
25. These lessons were held in the past, and the request was granted on a motion
from B.Miller, second by C.Merrell. All Ayes.
6. Putnam County Swim Team—A request from Amy Howard, PCST was received to
use the Greencastle Aquatics Center on Saturday and Sunday, June 22 and 23 for the
Putnam County Griffin's Annual Long Course Swim Meet. On a motion from
B.Miller, second by C.Merrell the request was approved. All Ayes.
7. Parkfest Concerts in the Park — Director R.Weinschenk on behalf of LaToshia
Everson, Greencastle Civic League, presented a request to use the new bandshelter in
Robe-Ann Park for the Parkfest Concerts in the Park Series on Tuesdays, May 28 into
August. The request was approved on a motion from C.Merrell, second by B.Miller.
All Ayes.
8. Annual Swim Pass Request—Laura Gordon, PCCS, presented their annual written
request for their clientele's use of the Greencastle Aquatics Center. Two season
passes will be rotated through their clients and include one employee each time for
the annual fee of$160.00 per person. They will schedule a pool party at a later date.
On a motion from B.Miller, second by C.Merrell the annual request was approved.
All Ayes.
Personnel
The interview committee will continue the application process toward filling the
0 Assistant Director/Aquatics Director position.
Friends of the Park, Special Projects and Old Business
1. 2019 FY Budget: Shelter Rental Fees — The Greencastle Board of Park
Commissioners discussed and set a new fee structure for shelter rentals. (See
attachment.)
2. Other Fees - The park board will discuss other facility and program fees at their
March meeting.
New Business
1. Vectren Easement through Robe-Ann Park—Director R.Weinschenk presented an
easement for the gas line replacement work completed in spring 2018 through Robe-Ann
Park. The board approved the easement and authorized board president T.Trigg to sign it.
All Ayes.
2. HWC Engineering Aquatics Center Feasibility Study Contract—Director
R.Weinschenk presented the contract to complete a feasibility study for long-term
improvements to Greencastle Aquatics Center. Mayor Bill Dory was present an
stated he had a few questions that he would like to have answered before signing.
The board gave permission for board president to sign the contract once the points in
question were worked out and the funding sources set on a motion from C.Merrell,
second by B.Miller. All Ayes.
3. Aquatics Center Discussion—Following the previous discussion, additional points
were listed to be investigated for improvement:

A. Wet floors need to be addressed, since they tend to puddle.
B. Purchase more lounge chairs, deck chairs and tables for patrons to use on deck.
C. Replace the lockers inside the restrooms, with plastic lockers. Make some
available on deck to store personal items.
4. Next Level Trails Grant—Mayor B.Dory announced that the City of Greencastle
will be submitting a request for trail funding through the new Next Level Trails Grant
Program. The first round is due on Friday, February 22. Mayor B.Dory asked for a
letter of support from park board president T.Trigg. On a motion from C.Merrell,
second by B.Miller, the board agreed to support the project with a letter signed by
board president T.Trigg. All Ayes.
Next Meeting
It was noted that the March regular meeting of the Greencastle Board of Park
Commissioners has been scheduled for the first Thursday evening, March 7, 2019 in
Greencastle City Hall at 7:30 p.m.
Adjournment
On a motion from C.Merrell, second by J.Hennette, the park board meeting was
adjourned at 8:19 p.m. All Ayes.
