URGING THE NEW JERSEY LEGISLATURE TO SUPPORT S-650
\VHEREAS, the Borough of Carteret ("Borough") is undergoing great efforts to
revitalize its community to rnakeit more attractive for its residents and to give it residents
a community to take pride in; and
WHEREAS, graffiti is a major problem and hampers the Borough's efforts to revitalize
the community for its residents; and
\VHEREAS, currently no enforcement mechanism for the clean up for graffiti exists; and
WHEREAS, the entire conmmruty suffers as a result of the graffiti that is being put on
buildings and the lack of e1Ìforcement to require clean up of the same; and
WHEREAS, S~650 is presently pending before the New Jersey State Legislature and
would authorize municipalities to enact ordinances prohibiting acts of graffiti on
buildings, require property owners to remove graffiti from their. buildings and would
pennit the municipality to remove graffiti and charge the property owner for the cost of
removal should the property owner refuse to remove the graffiti on lùs/her own; and
WHEREAS, 8-650 will allow the municipality to enforce the clean up of graffiti on
buildings located within the municipality allowing for a more attractive community for its
residents to take pride in and is worthy of passage.
NO''', THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough
ofCarteret, County of Middlesex, and State of New Jersey as fo.11ows:
1. That the New Jersey State Legislature is hereby urged to move
expeditiously and pass S-650 that provides for municipalities to enact
ordinances prohibiting acts of graffiti on buildings, require property
owners to remove graffiti from their buildings and would pernlit the
municipality to remove graffiti and charge the property owner for the cost
of removal should the property owner refuse to reinove the graffiti on
his/her own.
2. That a copy of this Resolution be forwarded to The Honorable Jon
Corzine, Governor, Senator Joseph Vitale, Assemblyman John
Wisniewski, Assemblyman Joseph Vas members of the New Jersey Senate
Budget and Appropriations Conilllittee and the New Jersey State League
of Municipalities.
