CALL TO ORDER ANDROLLCALL
Mayor Aymon called the regular meeting of the McCall City Council to order at 1:30 p.m.
Mayor Aymon, Councilor Giles, Councilor Scott, Councilor Swanson, and Councilor Witte
all answered roll call.
City staff present was Gene Drabinski, City Manager; Linda Stokes, City Treasurer; Dennis
Coyle, Parks and Recreation Director; Traci Malvich, Human Resources Manager; Brooke
Osborn, Human Resources Coordinator / Finance Administrative Assistant; and BessieJo
Wagner, City Clerk.
WORK SESSION
General Direction relating to Council Meeting days and times and any other Council
Meeting logistics
After a brief discussion there was general Council consensus to maintain the current Council
Meetings Schedule. The Council also discussed the "three touch rule" as defined in the
Governance Manual. Council requested that City staff attempt to call out which touch it is on the
Agenda Bill. Council also requested that City staff ensure that the recommended action is filled
out on the Agenda Bills even if it is as simple as Council direction. It was also clarified that 3
touches are defined as each touch on the actual document.
Priority Based Budgeting
City Manager, Gene Drabinski, stated that this item was an effort to start the budget season.
Councilor Witte stated that she would like to see how the taxes are distributed. Councilor Scott
stated that she would like to see a breakdown in personnel costs — salaries versus benefits.
Linda Stokes, City Treasurer; Gene Drabinski, City Manager; and Dennis Coyle, Parks and
Recreation Director, presented the Council the ideas around Priority Based Budgeting.

Without further business, Mayor Aymon adjourned the meeting at 4:07 p.m.
