HomeMy Public PortalAboutJune 13 2019 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting 4111 Thursday, June 13, 2019 Present: President Tim Trigg, Vice President Dr. John Hennette, Secretary Cathy Merrell, City Council member and board liaison Steve Fields Absent: Beva Miller, Community School Corporation liaison Brittany Labhart and Putnam County Public Library liaison David Taylor Also Present: Denise Thede with Putnam Pride Initiative, Mayor Bill Dory, Assistant Director/Aquatics Director Chrysta Snellenberger, and Parks and Recreation Director Rod Weinschenk Call to Order President Tim Trigg called the regular meeting of the Board of Park Commissioners to order 6:06 p.m. in upper meeting room of city hall. Public Input-None Approval of Minutes — Director R.Weinschenk presented minutes from the regular meeting held on Thursday evening, May 2, 2019. The minutes were accepted on a motion from C.Merrell, second by J.Hennette. All Ayes. Approval of Monthly Claims & Invoices Director R.Weinschenk presented the monthly claims and invoices to the board. Mayor B.Dory noted the stump removal was funded by the Mayor's discretionary funds. On a • motion from J.Hennette, second by C.Merrell, the monthly claims were approved. All Ayes. Special Park Use Requests 1. Putnam Pride Initiative Picnic — Denise Thede, president of the Putnam Pride Initiative was present to request use of the shelter #2 on Saturday, June 15th. The group has paid the reservation fee and would like to include two different bands, Big Bounce Fun House Rentals alongside their picnic. After some discussion and on a motion from J.Hennette, second by C.Merrell,the request was approved. All Ayes. 2. GYSA Triathlon Fundraiser - Becky Hunsinger, with Greencastle Youth Softball Association was present to request the use of the Greencastle Aquatics Center and Robe-Ann Park on Saturday morning, August 10th for their triathlon fundraiser. This would be the second annual event with registration starting at 7:00 a.m., with the event starting at 8:00 a.m. The swim portion would be held at the aquatics center, then a bicycle trip to BWSP and back, and finish with a 5K run. The park board asked for a Certificate of Liability Insurance listing the City of Greencastle as an additional insured, agreed on a rental fee of$100.00, and requested being listed as an event sponsor. On a motion by John Hennette, second by Cathy Merrell, the motion passed"All Ayes". Personnel 1. Aquatics / Assistant Director — Director R.Weinschenk introduced Chrysta Snellenberger to the park board and request that she be approved to fill the open 4111 position of Aquatics Director / Assistant Director. After introductions and exchange 1 of programming ideas, Ms. Snellenberger will fill the position on a motion from J.Hennette, second by C.Merrell. All Ayes. 2. Park Seasonal Maintenance Laborers - Director R.Weinschenk presented an updated list of seasonal park workers which included Angie Norman and Nathan Young, for the board's approval. On a motion from C.Merrell, second by J.Hennette, approval was granted to hire. All Ayes. New Business 1. Reduced 10-Punch Pass — Aquatics Director C.Snellenberger requested permission to decrease the amount of the 10-Punch Pass from $40 to $35 as a July 4th deal. Director R.Weinschenk reminded the board that on July 4th admission to the pool is free and we usually relied on concession sales that day. This year with PCCS conducting concession sales, we won't have any other source of revenue to help offset expenses that day. C.Merrell made the motion to drop the price to $35 for the day. Under discussion, Mayor B.Dory pointed out a State Board of Accounts issue that fell upon the Forest Hill Cemetery board in regards to "discounted" funeral plots. In response, C.Merrell modified her motion to drop the price to $35 for the remainder of the 2019 season with approval from the city attorney. After a second by J.Hennette,the motion passed. All Ayes. 2. Vanessa Fox — The Mayor mentioned that Vanessa Fox, who previously worked for DePauw University has opened a landscaping business in Greencastle. He would like the opportunity to sit down with C.Merrell, R.Weinschenk and Ms. Fox to see if she could help transition our flower beds from annuals to perennial plantings to help combat weeds. Old Business 1. People Pathways Trail — Mayor B.Dory informed the board that the dedication 4111 opening of the Veteran's Memorial Pathway was not held due 1NDOT not releasing the trail. Once the trail is completed and released, People Pathways will hold an official "trail opening"ceremony. 2. GYBaseball Parking Lot — Mayor B.Dory informed the board that the Greencastle Youth Baseball Parking Lot Project is out for bid. Scheduling will be tight due to when asphalt can be laid, but they hope to work around the league's fall and spring seasons. 3. Tennis /Pickleball Court Project—The tennis court project will begin after July 4th Pickleball tournament. A completion date was not forecasted. 4. GAC Shade Shelter Project—This project will begin following the swim season and be completed for use in 2020. 5. GAC Interior Improvements — Director R.Weinschenk reported due to short time limits no bids were received for completion of interior improvements. Board President T.Trigg made the inquiry that since we have two months of operations, would be wise to rebid the project. Mayor B.Dory stated that since no one submitted bids, the he has sought out a local company to complete the improvements, which will be completed following the swim season to be completed by the 2020 season 6. Adopt A Spot — Board member C.Merrell updated the board on her Adopt-a-Spot project. An `acknowledgment of risk" form was drafted by the city attorney. A few spots have been adopted and planted. 410 Director's Report 1. Publisher's Open House — Matthew Allen Dickerson, local author, publisher and pizza delivery guy held his open house celebration for Tagonist Knights Publishing Company in Robe-Ann Park on Saturday, May 25th. It was neat to see his books, especially the different genres and colorful covers. More information on his assortment of titles can be found at www.tagonistknightspublishing.com. 2. Eagle Scout Project—Cloverdale Troop 93 Life Scout Eagle Scout Candidate Joshua Ryan Hughes has chosen the Daughters of the American Revolution Log Cabin locale for his Eagle Scout Project. Mr. Hughes and his fellow scouts and leaders are constructing a cobblestone pathway from the parking area to the doorways of the log cabin. It looks nice and of the log cabin era. 3. Celebrate Kids Fishing Day — As part of the Free Indiana Fishing weekend, our annual free fishing program was held at Jaycee Park on Saturday, June 1st. Targeting boys and girls, ages 2-17, this program drew 16 kids who enjoyed fishing Jaycee Park pond. 4. Pacific & Eastern Model Railroad — The P & E Model Railroad Club will be sharing their love the "Greatest Hobby in the World" with their portable 0-scale layout at the Putnam County Museum from until Saturday, July 6th. In partnership, the Greencastle Parks and Recreation Department will be holding some model railroad based programming at the museum on the Saturdays throughout the month of June. 5. Police Boot Camp — Proving to be popular as in year's past and on track for record breaking attendance, registrations are coming in for this year's Police Boot Camp which is scheduled for Monday to Friday, June 17th to 21 St. For a registration fee of $10 per person each participant will receive a uniform t-shirt and shorts, and include a 111) schedule nclude K-9 and SWAT drills, marching, rescue dive demonstrations, and physical fitness drills each day. Next Meeting It was noted that July's regular meeting of the Greencastle Board of Park Commissioners would normally be held on Thursday, July 4th. It will need to be rescheduled with a suggestion made for Monday, July 8th. Adjournment On a motion from J.Hennette, second by C.Merrell, the park board meeting was adjourned at 6:53 p.m. All Ayes.
