HomeMy Public PortalAboutJuly 8 2019 Regular Session Greencastle Board of Park Commissioners 411 Minutes of the Regular Meeting Monday, July 8, 2019 Present: President Tim Trigg, Vice President Dr. John Hennette, Secretary Cathy Merrell, City Council member and board liaison Steve Fields Absent: Beva Miller, Community School Corporation liaison, Brittany Labhart and Putnam County Public Library liaison David Taylor Also Present: Prospective board member Joanna Muncie, Mayor Bill Dory, and Parks and Recreation Director Rod Weinschenk Call to Order Due to the park board's regular meeting night falling on July 4, 2019, the regular meeting of the Board of Park Commissioners was delayed to Monday, July 8, 2019, held in the city hall council room, with President Tim Trigg calling the meeting to order at 7:31 p.m. Public Input-None Approval of Minutes — Director R.Weinschenk presented minutes from the regular meeting held on Thursday evening, June 13, 2019. The minutes were accepted on a motion from J.Hennette, second by C.Merrell. All Ayes. Approval of Monthly Claims & Invoices • Director R.Weinschenk presented the monthly claims and invoices to the board. On a motion from J.Hennette, second by C.Merrell, the monthly claims were approved. All Ayes. Special Park Use Requests 1. Putnam County Special Olympics — Cindy Carter was present to request use of the band shelter [on Wednesday evening, July 31, 2019] for their official awards presentation for Putnam County's Special Olympics participants. They requested the rental fee be waived. In response the board waived the fee and asked to be listed and announced as an official sponsor of the event. On a motion from C.Merrell, second by J.Hennette, the request was approved. All Ayes. 2. GYSA Triathlon Fundraiser — Director R.Weinschenk reminded the board members that the Greencastle Youth Softball Association will hold their second annual their triathlon fundraiser at the Greencastle Aquatics Center and Robe-Ann Park on Saturday morning, August 10tn Old Business 1. People Pathways Trail — Mayor B.Dory informed the board that the Veteran's Memorial Pathway has not been released by INDOT. Once the trail is released, People Pathways will hold an official "trail opening" ceremony. 2. GYBaseball Parking Lot — Mayor B.Dory informed the board that the Greencastle Youth Baseball Parking Lot Project will need to be rebid. Bids weren't received due to contractor's full schedules. 1 I 3. Tennis/Pickleball Court Project—Director R.Weinschenk reported the tennis court improvement project began today, July 8th with the fences being removed. A • completion date has not forecasted. 4. GAC Shade Shelter Project—This project will begin following the swim season and be completed for use in 2020. 5. GAC Interior Improvements — Interior improvements will be completed following the swim season to be completed by the 2020 season. New Business 1. Joanna Muncie — the park board members and Mayor Dory were introduced to Ms. Joanna Muncie who has expressed interest in joining the park board. The board members felt she would be a good addition. The Mayor asked for some information and will look it over before the next meeting. 2. Independence Day Festival a. Thank you to all supporters—Director R.Weinschenk began by thanking all of our volunteers the Putnam County Friend of the Parks Association and their Celebrate "4" Committee for another great Independence Day Festival. The weather was perfect, all activities fun, the food very tasty, music great to listen to, aquatics center refreshing and fireworks display spectacular! b. Mike Rokicki Memorial 5K a. Rokicki Foundation - Phyllis, Ryan and Gretyl Rokicki and the Rokicki Foundation graciously sponsored this year's 5K event in memory of Mike Rokicki. b. Participation — Eighty-four people registered and eighty-three •participated in the 28th Annual Mike Rokicki Memorial 5K Run/Walk. For the fourth year in a row Kiefer Vittetow, age 20 from Cloverdale, Indiana defended his "5K Run Men's Champion"title; while the Women's Champion title went out to Heather Poynter, 45 from Greencastle. c. DePauw University Servicio en las Americas — The Servicio students helped manage our finish line and water stop during the 5K and returned that evening to hep with a blanket collection and sell glow necklaces. d. Free Swimming—As in year's past, we offered free swimming at the Greencastle Aquatics Center and the Bob York Splash Park on July 4th. This year 1,069 people entered the facility to enjoy the cool water on a warm and muggy day. Many patrons took advantage of the fact that they could still buy season passes and our discounted 10-punch admission pass. Director's Report 1. Pacific & Eastern Model Railroad — The P & E Model Railroad Club packed up their 0-scale model railroad layout this past weekend. Since November is National Model Railroading Month, the club hopes to set up the layout again during the month of November. In partnership with the P & E, Putnam County Museum, the Greencastle Parks and Recreation Department will hold some model railroad based programs to promote the "Greatest Hobby in the World"! 2. Police Boot Camp — In partnership with the Greencastle Police Department and the Putnam County Fraternal Order of the Police, we drew a record number of attendees410 2 for this year's Police Boot Camp. Held from Monday to Friday, June 17th to 21, 37 4110 young people participated. Fifteen registered though our on-line service, 19 by hardcopy and 3 F.O.P. scholarships. 3. Putnam County Invitational Swim Meet — Putnam County Griffins held their annual swim meet the weekend of Saturday and Sunday, June 22 and 23. Saturday's portion was held at South Putnam, due to stormy weather. Sunday was a beautiful day and the pool sparkled with activity. Sixty-two (62) people paid admission to watch the meet. There is talk of more than one next year. 4. Ascena Company Picnic — Along with an already busy weekend, Ascena held their company outing in Robe-Ann Park on Saturday, July 22. 5. Parkfest—The remaining schedule for Parkfest include: July 9 Him & Her and Bridge 19 16 Chris Wurster and Blue River Band 30 Mike VanRensselear and Guilina and The Gems 6. National Night Out! - This annual event will be held on Tuesday, August 6th in Robe-Ann Park. We will enjoy food, music and fun activities with local emergency service personnel from area police, sheriff, state patrol, fire departments, and ambulance services; along with many other community organizations represented. Next Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held on Thursday,August 1st, 2019 at 7:30 p.m. Adjournment On a motion from C.Merrell, second by J.Hennette, the park board meeting was adjourned at 8:00 p.m. All Ayes. Evidence of the necessary permits/bonds required by the appropriate agencies for the fireworks display. Up to Two Million Dollars Aggregate Liability Insurance (Product items will be decreased if insurance is provided). Evidence of the above items is to be provided within 1 week of the display. Rain date shall be the next mutually available date. If for any reason the sponsor cancels this event, all funds paid will be forfeited. In performing this display, I have endeavored to observe that degree of care and skill generally exercised by other operators undertaking similar displays at the same time, under similar circumstances and conditions in the same geographic area. This display will be conducted for the sum of:Twelve Thousand and Five Hundred Dollars. $12,500.00. Fifty Percent(50%) will be paid upon acceptance of this proposal and the balance of 50%will be due on the date of the event. Payment should be made payable to: Mortonville Fireworks. Any alteration or deviation from the above involving extra costs will be executed only upon written order and will become an extra charge over and above the proposal. All agreements are contingent upon strikes, accidents, or delays beyond our control. Mortonville Fireworks will not be responsible for any damage caused by or to remote control drones or airplanes.
