Minutes of the Regular Meeting
Thursday, August 1, 2019
Present: President Tim Trigg, Vice President Dr. John Hennette, Secretary Cathy
Merrell, new member Joanna Muncie, and City Council member and
board liaison Steve Fields
Absent: Greencastle Community School Corporation liaison Brittany Labhart
and Putnam County Public Library liaison David Taylor

Call to Order
The regular meeting of the Greencastle Board of Park Commissioners was held at Big
Walnut Sports Park shelter #1 and called to order at 7:32 p.m. by board president
T.Trigg.
Dedication of Playground Climber
President T.Trigg introduced the dedication of the Double Web Crawler playground
41111 climber which was purchased by friends, family and estate of Stephanie Hunter. He
asked for any special words from the visitors. Leslie Hanson, Shelly Hunter, Logan and
Matt McClain and Director R.Weinschenk spoke. Family, friends and the park board
members took a tour of the new playground climber. T.Trigg thanked all for the
donation, which should prove to be popular with the young guests to the park.
Mayor's Oath of Office—Mayor B.Dory was present to administer the Oath of Office to
new member Ms. Joanna Muncie who will be replacing the vacancy left by Beva Miller.
Ms. J.Muncie accepted the position with a hearty, "I will!"
Public Input
1. GYSB Triathlon Fundraiser— B. Hunsinger gave the board an update in regards to
details for the event scheduled for Saturday morning, August loth and closed with a
thank you to the park board for discounting the pool rental fee in lieu of sponsorship.
2. Kinetic Change Request — J.Carr was present to request a relocation of the adult
exercise equipment which will be purchased by Kinetic Change. She requested it be
located next to the Keith Carr Basketball Court, however was reminded by the board
that the alternative site was previously a landfill of broken concrete, asphalt and field
rock. It was felt that drilling 12 holes 3-feet deep to support the exercise equipment
would be difficult. A third and fourth site was give as alternatives. Mrs. Carr will
meet with Director R.Weinschenk on the afternoon of Friday, August 2 to walk both
sites. On a motion from J.Muncie, second by J.Hennette. All Ayes.

3. Band Shelter Request — Director R.Weinschenk informed the board that a special
request to use the band shelter for an exercise program was received. A written
request was not received and no one was present to make a verbal request. The board
dismissed the item.
Approval of Minutes — Director R.Weinschenk presented minutes from the regular
meeting held on Thursday evening, July 8th, 2019. The minutes were accepted on a
motion from J.Hennette, second by C.Merrell. All Ayes.
Approval of Monthly Claims & Invoices
Director R.Weinschenk presented the monthly claims and invoices to the board.
C.Merrell inquired about the 3 King's Electric claim for repairs to shelter #2. It was
explained that the electricity to the shelters are turned if not rented and the park users
tried to "fix" the issue breaking the GFCI outlets. On a motion from J.Hennette, second
by J.Muncie, the monthly claims were approved. All Ayes.
American Clean & Seal Contract
The board considered and approved a contract to hire American Clean& Seal to paint the
pool basin this fall. The last time it was done, was by the same company in August of
2015. Expected lifetime of a job like this is 3 to 5 years. The park board approved the
contract and authorized board president T.Trigg to sign the contract on a motion from
J.Hennette, second by C.Merrell. All Ayes.
New Business40
1. Park Improvements—Mayor B.Dory was present and discussed a plan to complete a
number of municipal park improvements over the next 4.5 years. He explained
through a spreadsheet that the improvements to the municipal park system are
governed from a number of written sources, which include Parks & Recreation
Department 5-Year Master Plan, City of Greencastle Comprehensive Plan, Indiana
Department of Natural Resources Trail Plan, etc. Completion of these improvements
could be financed from a number of sources, which may include a general obligation
bond, EDIT Fund, Redevelopment funds, and grants (IDNR), etc.
a. GAC Shade Shelter Project — This project will begin following the swim
season and be completed for use in 2020. The shelter is set to ship Monday,
August 12t'.
b. GAC Interior Improvements — Interior improvements will be completed as
part of the project, however, the extent is still to be set.
c. GAC Exterior Improvements — could include a new waterslide, drop slide,
shallow water activities, floatation activities, and shelters. Some of these will
be completed on a quick schedule, ready for May 2020 opening.
d. Robe-Ann Park—Also discussed were some projects to help with traffic flow
through Robe-Ann Park. These included new drives, parking lots, curb,
gutter, sidewalks and lighting.
e. Big Walnut Sports Park — Completing projects at BWSP were also
discussed. Possibilities include completing the paving of boy's baseball
parking lot, an asphalt overlays to the pathways, the PCYSA concession and41110

restroom facility, basketball court addition to the Keith Carr Memorial
• Basketball Court, and shelters.
f. Trash Receptacle Screens — All the parks need a trash receptacle screen
constructed around them in Robe-Ann and Big Walnut Sports Park.
2. Park Board/City Council Joint Meeting — Mayor B.Dory stated he would like a
joint meeting with the Greencastle Board of Park Commissioners and the Greencastle
City Council to discuss the general obligation bond and completion of this list of park
projects. The board was open to the meeting.
3. GAC Season End Schedule — Director R.Weinschenk informed the board of the
upcoming two week schedule. Hours of operation will depend on availability of
lifeguard staff. Sunday, August 11th will the last day for humans, while Tuesday
evening, August 13th will hold Soggy Doggy Day!
Old Business
1. Tennis/Pickleball Court Project—Director R.Weinschenk reported the tennis court
improvement project began on July 8th with the fences being removed. Since then,
work has been delayed due to some unforeseen drainage issues. It has been reported
that all entities are trying to come up with a solution; however a completion date has
not been forecasted.
2. 10-Punch Pass —Assistant Director/ Aquatics Director Chrysta Snellenberger stated
that many of our patron have taken advantage of the discounted 10-punch admission
pass since July 4th.
• Director's Report
1. National Night Out! - This annual event will be held on Tuesday, August 6th in
Robe-Ann Park. We will enjoy food, music and fun activities with local emergency
service personnel from area police, sheriff, state patrol, fire departments, and
ambulance services; along with many other community organizations represented.
2. Greencastle Aquatics Center
a. GYSA Outdoor Triathlon—the Greencastle Youth Softball Association is
looking for volunteers and participants for the upcoming Outdoor Triathlon
Fundraiser, which will be held on Saturday,August 8, 2019. Registration
begins at 7:00 a.m. and end around 10:00 a.m. Last year,they drew fifty
participants and they hope for more this year!
b. Soggy Doggy Day! —We've scheduled a special day for"Man's Best Friend!"
On Tuesday evening,August 13th we will hold Soggy Doggy Day from 5:00-
7:00 p.m. at the Greencastle Aquatic Center.
c. Shade Structures—I've received information that the shade structures which
will be installed on the west side of the pool deck are set to be shipped August
13th. It will be installed and ready to go next spring.
3. Program and Event Brochure
a. Fall & Winter Activities - Director R.Weinschenk passed out a draft copy
of the Fall and Winter Brochure. He will not have it in time for National
Night Out, however it will be sent our through the schools as soon as it is
received. Fall, Winter and some Spring programming will be included.

b. New member added — it was noted that a correction is needed now that
J.Muncie will be replacing Beva Miller on the board. Director
R.Weinschenk will make the change.
4. Trash receptacles
a. Matching Receptacles and Lids — C.Merrell requested we look at replacing the
55 gallon barrels with matching trash receptacles like those received from the
downtown project.
b. Adopt a Trash Can Program — T.Trigg suggested that until then maybe we
could hold an Adopt a Trash Can Contest and let our patrons paint the trash cans.
He suggested the 55-gallon metal containers over the plastic ones.
Next Meeting
The next regular meeting of the Greencastle Board of Park Commissioners will be held
on Thursday, September 5, 2019 at 7:30 p.m. The board stated interest in meeting at the
new band shelter located in Robe-Ann Park.
Adjournment
On a motion from J.Hennette, second by C.Merrell„ the park board meeting was
adjourned at 9:06 p.m. All Ayes.

Commissioners. This Board has done some great work and I know you will help to make our Parks
and Recreation Department even better.
The term of office is four years. However,you are completing the term begun by Beva Miller which
concludes January 1,2020. Meetings are regularly scheduled for the first Thursday of the month at
• City Hall and begin at 7:30 p.m.
