HomeMy Public PortalAboutSeptember 9 2019 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Monday, September 9, 2019 Present: Vice President Dr. John Hennette, Secretary Cathy Merrell, Joanna Muncie, and City Council member and board liaison Steve Fields Absent: President Tim Trigg, Greencastle Community School Corporation liaison Brittany Labhart and Putnam County Public Library liaison David Taylor Also Present: Mayor Bill Dory, Assistant Director Chrysta Snellenberger and Parks and Recreation Director Rod Weinschenk Call to Order The regular meeting of the Greencastle Board of Park Commissioners was held in city hall and called to order at 7:04 p.m. by board vice president J.Hennette. Public Input -None Approval of Minutes — Director R.Weinschenk presented minutes from the regular meeting held on Thursday evening, August 1st, 2019. The minutes were accepted on a motion from C.Merrell, second by J.Muncie. All Ayes. Approval of Monthly Claims & Invoices Director R.Weinschenk presented the monthly claims and invoices to the board. On a motion from C.Merrell, second by J.Muncie, the monthly claims were approved. All Ayes. New Business - None Old Business 1. Kinetic Change Projects at BWSP a. Fitness Station Project Update- On site at Big Walnut Sports Park, Playpro starting on the earthwork. Four pieces of adult targeted exercise equipment will be placed here. The adjacent parking lot will provide two ADA parking spaces and location to the central pathway, and that it won't interfere with other activities(soccer and disc golf). b. Keith Carr Memorial Basketball Court—A sun shelter is to be placed next to the basketball court. This has been a longer process, since we need to have certified and state approved drawings. c. Pollinator Garden — The green hillside located along the Keith Can Memorial Basketball Court will be planted into a pollinator/butterfly garden. 2. DePauw University Student Work Day—We have a small group from a ftraternity who will finish with a fall sealing of the Emerald Palace Playground 11111 3. GHS Cross Country Meet—scheduled for Saturday morning, September 21,the meet will begin at 8:00 a.m. and end a little after noon at Big Walnut Sports Park. 4. Drive In Movie Night—Big Walnut Sports Park will also be the site of the 2nd annual Drive In Movie Night. 5. 2020 Park Obligation Bond Update—Mayor B.Dory was present to discuss the the upcoming aquatics center improvement project with the board. We will be seeking a "Park Obligation Bond" instead of"City General Obligation Bond". This will allow up to $1.8 million to be used on park improvements to be paid over a 20-year period. This includes improvements to the Greencastle Aquatics Center. The October meeting will be important as it should hold contracts for engineering these improvements. 6. Greencastle Boys Baseball Parking Lot—The third attempt was held with no bids received. It is thought to be due to competition with projects in the Indianapolis area, and the small size of this project. We will look at combining it with paving next spring. 7. Robe-Ann Park Tennis Pickleball Courts—McCullough Excavating returned to the park to start the renovation of the tennis and pickleball courts on Tuesday, September 3rd. They were in one day, tore up 2/3 of the courts and left waiting on a contract. Once laid,the asphalt will have to cure for 30-days before the color coating can be applied. We are hoping it will be completed yet this fall. Director's Report 1. National Night Out! - This annual event was held on Tuesday, August 6th in Robe- Ann Park. Food, music and fun activities was enjoyed with local emergency service personnel from area police, sheriff, state patrol, fire departments, and ambulance services. Many other community organizations represented. 2. Greencastle Aquatics Center a. GYSA Outdoor Triathlon—the Greencastle Youth Softball Association held their Outdoor Triathlon Fundraiser, which will be held on Saturday, August 8, 2019. Fifty-one participants were there. b. Soggy Doggy Day! —On Tuesday evening, August 13th we held Soggy Doggy Day at the Greencastle Aquatic Center. Thirty-seven pets participated and about 50 owners participated. c. Shade Structures—The shade structures have arrived and we are awaiting word on installation. 3. Program and Event Brochure is in print. 4. Upcoming Programs a. Brickmania Jolly Roger program will be held on Thursday, September 19th in city hall. This program is LEGO based with room available. b. Glow Throw Disc Golf Tournament — Scheduled for Saturday evening, September 28, this program hold registration from 4:00-5:00 p.m., first round from 5:00-7:15 p.m., second round from 8:15-10:15 p.m.,awards following. c. Build and Learn Bird House — This program will be held in the park department maintenance building on Tuesday and Thursday, September 17 7 19. Each participant will build their own bird house, decorate it and take it home. 2 Next Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held on Thursday, October 3, 2019 at 7:30 p.m. Adjournment On a motion from C.Merrell, second by J.Muncie, the park board meeting was adjourned at 7:52 p.m. All Ayes.
