Minutes of the Regular Meeting
Thursday, October 3, 2019

Call to Order
The regular meeting of the Greencastle Board of Park Commissioners was held in city
hall and called to order at 7:30 p.m. by park board president T.Trigg.
Halloween Awards Ceremony
1. Gingerbread "Haunted" House— 1st Place Individual Latham McKinney

Public Input
Racing Thru Deployment" 5K Fun Walk— Greencastle Troop 99 Boy Scouts Ben and
Mitch Staggers, along with Sarah Lane with Sherwood Christian Church were present to
request to use portions of the pathway system during a 5K fun run they are organizing.
This event will be held in conjunction with an event their father will be participating in
during his deployment to Kuwait. After discussion, the park board approved their request
on a motion by C.Merrell, second by J.Muncie. All Ayes.
Approval of Minutes — Director R.Weinschenk presented minutes from the regular
meeting held on Thursday evening, September 9, 2019. The minutes were accepted on a
motion from J.Hennette, second by C.Merrell. All Ayes.
Approval of Monthly Claims & Invoices
Director R.Weinschenk presented the monthly claims and invoices to the board. On a
motion from J.Hennette, second by J.Muncie, the monthly claims were approved. All
Ayes.
Greencastle Aquatics Center Improvement Project
1. Review Park District Bonds Proposed Timetable - Laren Matthis with Baker Tilly
provided and review documents in regards to upcoming park district bonds for the
Greencastle Aquatics Center Improvement Project (Please see attachments). The

park board set the date for a public hearing for Monday evening, October 28, 2019 at
7:00 p.m. in Greencastle City Hall. •
2. Resolution #2019-1: A Declaration and Preliminary Determination Resolution
of the Park and Recreation District of the City of Greencastle, IN — Ms. Matthis
reviewed the information provided in the resolution. She noted that "rates have been
extremely low" and once bid "the interest rates will be fixed for 20-years". Payment
of the bonds will be paid for by an increase in property taxes, but in an amount that
will be barely noticeable (see attachment). Mayor B.Dory read the document. After
additional discussion, the park board approved Resolution #2019-1 on a motion from
J.Hennette, second by J.Muncie. All Ayes.
3. Discussion of Draft Resolution for Adoption on 10/28/2019 Resolution #2019-
_ A Resolution of the Park and Recreation District of the City of
Greencastle, Indiana. Appropriating the Proceeds of the Park District Bonds —
Discussion defined the use of funds and reviewed the items list of projects in the
resolution. The list contains potential projects that may or may not get funded. They
are there in case funding becomes available (Example: Lights along new sidewalks).
The board discussed the language in the resolution draft to be discussed during the
public hearing on October 28`h
HWC Engineering - Approval of Design Contract — B.Pohlar with HWC and City
Attorney L.Hardwick reviewed the contract with the park board. Services will be used to
design and complete phase I projects by May, 2020 and phase II projects will be
completed by May, 2021. Following discussion, the park board authorized Park Board
President T.Trigg to sign the contract on a motion from J.Hennette, second by J.Muncie.

Old Business
1. Greencastle Aquatics Center
a. American Clean and Seal—Director R.Weinschenk stated that the pool
is being painted by American Clean and Seal.
b. Reuhl Recreations—Director R.Weinschenk stated that the same day,
Reuhl Recreation arrived to install the new shade structure.
c. Interior Improvements—Mayor B.Dory reviewed the interior painting
project and that quotes have been requested.
2. Robe-Ann Park Tennis Pickleball Courts — It was reported that the earlier delay
was due to contract questions, but McCullough Excavating returned to the job.
Drainage and rock have been installed which has passed proof rolling. The contractor
has contacted and contracted pavers.
New Business
1. Splash Park Closing Date
a. Closing Date - Director R.Weinschenk requested the park board consider
closing the splash park on Sunday, October 6, due to the upcoming weather
predictions. On a motion from J.Hennette, second by J. Muncie, the board
approved the request. All Ayes.
b. Health Department Reports — With the closing date established, Director
R.Weinschenk reported that every water sample taken to the Indiana State
Health Department for both the main pool and splash park passed the test with

"Satisfactory" results. Although we have always conformed to Indiana State
Health Department standards, we usually have one or two samples each year
that need to be followed up with a second sample. He reminded that two
"unsatisfactory" samples in a row could result in closing the pool.
2. Park Gate Closing — Director R.Weinschenk also reminded the board that with the
approaching winter weather, the rear gates to Robe-Ann Park and the entrance gate to
Jaycee Park will be closed on Halloween. Although closed, public access by foot is
still allowed. All parks open at sun up and close at 11:00 p.m.
Director's Report
1. Glow Throw Disc Golf Tournament — Our annual Glow Throw Disc Golf
tournament was held on Saturday afternoon and evening, September 29. Eighteen
enthusiastic throwers from as far away as Terre Haute threw. All complimented the
course.
2. Youth Basketball - Youth Basketball Registration is under way with an early
registration deadline of October 31 for$60, and November 29 for$70.
3. My First Shot! Basketball - My First Shot! Basketball registration began, as well.
As Saturday only program,the fees are $40 until November 30; $50 afterwards.
4. Brickmania: Halloween — The Brick-Mania Halloween LEGO build will be held
Thursday, October 17. Registration is limited to 12 participants who will get to build
the official LEGO Brickheadz Halloween kit. Fee: $13.
5. Model Railroading 101 — November is "Model Railroading Month", so we will be
partnering with the Pacific and Eastern Model Railroad Club setting up their model
railroad display at the Putnam County Museum. The department will host a model
railroading class in cooperation with the P &E group.

Next Meeting
The next regular meeting of the Greencastle Board of Park Commissioners will be held
on Thursday,November 7, 2019 at 7:30 p.m. in Greencastle City Hall.
Adjournment
On a motion from C.Merrell, second by J.Muncie, the park board meeting was adjourned
at 7:52 p.m. All Ayes.
