HomeMy Public PortalAbout2009.113 (06-16-09)RESOLUTION NO. 2009.113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING A PARTNERSHIP WITH HABITAT FOR HUMANITY OF GREATER LOS ANGELES TO CREATE A PROGRAM TO ACQUIRE AND REHABILITATE A MINIMUM OF 30 UNITS OF AFFORDABLE HOUSING IN THE CITY OF LYNWOOD UTILIZING NATIONAL STABILIZATION ACT FUNDS WHEREAS, The Department of Housing and Urban Development issued a Notice of Funding Availability (NOFA) on May 4, 2009 for the NSP-2 Program pursuant to the American Recovery and Relief Act (ARRA); and WHEREAS, Habitat for Humanity of Greater Los Angeles (Habitat) has the capacity to implement the objectives set forth in the NOFA and has asserted that it qualifies as an entity to acquire the Federal NSP-2 funds; and WHEREAS, Most of the City of Lynwood qualifies as a target area upon which NSP-2 funds can be utilized; and WHEREAS, Habitat has agreed in principal to provide the City with a minimum of 30 units of affordable housing within the City of Lynwood; and WHEREAS, The affordable housing will have appropriate deed restrictions and enable the City to meet its affordable housing requirements; and WHEREAS, Habitat has agreed to submit an application in a timely manner to acquire a minimum of five million doilars to be utilized in various eligible target areas; and WHEREAS, The City of Lynwood will allow Habitat to act as the lead member of the consortium and assume overall responsibility for ensuring that the consortium's NSP-2 Program is carried out in compliance with all Federal and state requirements, including NSP-2 requirements; and WHEREAS, The City of Lynwood will consider providing available funds that would enhance and help facilitate the overall NSP 2 plan for Lynwood to stabilize the neighborhood; and WHEREAS, The City of Lynwood will negotiate with Habitat for Humanity regarding the specific details, areas, monies, and all other relevant details and bring said agreement back to the City Council for ratification. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. The City Manager of the City of Lynwood or his designee is authorized to negotiate an Agreement with Habitat for Humanity of Greater Los Angeles to conduct NSP-2 activities within the City of Lynwood and create at least 30 units of affordable housing.
