SPECIAL MEETING – STUDY SESSION
I. CALL TO ORDER
President Cyr called the Special Meeting of the Midpeninsula Regional Open Space District
Board of Directors to order at 6:01 p.m.
II. ROLL CALL
Members Present: Jed Cyr, Cecily Harris, Larry Hassett, Yoriko Kishimoto, and Curt Riffle
Members Absent: Nonette Hanko and Pete Siemens
Staff Present: Assistant General Manager Kevin Woodhouse, General Counsel Sheryl
Schaffner, Natural Resources Manager Kirk Lenington, Co-Acting
Planning Manager Meredith Manning, Operations Manager David
Sanguinetti, Senior Real Property Planner Sandy Sommer, Public Affairs
Manager Shelly Lewis, Real Property Manager Mike Williams, Area

III. Vision Plan Board Workshop on the Desired Outcomes and Priority Actions from
Phase 3, “Enriching the Conversation” (R-13-89)
Director Siemens arrived at 6:02 p.m.
Director Hanko arrived at 6:09 p.m.
Senior Real Property Planner Sandy Summer described the geographical boundaries and District
preserves included in the Peninsula Foothills sub-region.
Meeting 13-27 Page 2
Extensive discussion ensued related to the priority actions and proposed projects for the
Peninsula Foothills sub-region. Directors made suggestions for clarification to the language of
the project descriptions and possible additions to the priority actions, including exploring
partnerships with other organizations and government agencies to complete various trail
connection projects and habitat restoration in the Hawthorns area.
Director Kishimoto made several comments related to providing access to dogs on open space
preserves and referenced the recommendations made by the Dog Use Committee in a 1995
Board report. District staff will research what was approved by the Board at the June 28, 1995
meeting and return to the Board at a future date to discuss the District’s policy on allowing dogs
at the preserves.

Senior Real Property Planner Sandy Summer described the geographical boundaries and District
preserves included in the San Francisco Baylands sub-region.
Extensive discussion ensued related to the priority actions and proposed projects for the San
Francisco Baylands sub-region. Directors made suggestions for clarification to the language of
the project descriptions and possible additions to the priority actions, including exploring
partnerships with other organizations to monitor bayfront development proposals and partnering
with cities to complete trail systems.

Senior Real Property Planner Sandy Summer described the geographical boundaries and District
preserves included in the Skyline Ridge sub-region.
Extensive discussion ensued related to the priority actions and proposed projects for the Skyline
Ridge sub-region. Directors made suggestions for clarification to the language of the project
descriptions and possible modifications to the priority actions, including removing the reference
to the Driscoll Event Center in the priority action regarding La Honda Open Space Preserve.

The Board reconvened at 7:53 p.m. with all Directors present.
Senior Real Property Planner Sandy Summer described the geographical boundaries and District
preserves included in the Central Coast Mountains sub-region.
Discussion ensued related to the priority actions and proposed projects for the Central Coast
Mountains sub-region. Directors made suggestions related to the educational signage proposed
to describe key ridgelines and the Pescadero Creek Watershed.

Karen Holman, Co-Chair of the Community Advisory Committee, spoke regarding District
signs, including their potential uses of wayfinding, identification, and promotion.

IV. ADJOURNMENT
President Cyr adjourned the Special Meeting of the Board of Directors of the Midpeninsula
Regional Open Space District at 8:01 p.m.
