Ms. Deetz called the meeting to order at 6:00 p.m.
Adoption of Agenda
Ms. Patterson moved and Mr. Wheat seconded to adopt the agenda as printed. The motion
passed unanimously.
Approval of Regular Meeting Minutes
Mr. Berendzen moved and Ms. Patterson seconded to approve the minutes from November 8,
2022, regular meeting as written. The motion passed unanimously.
Old Business
Ms. Deetz stated there was no old business of the Commission to discuss.
New Business
A. Nomination of Officers
Ms. Deetz nominated Mr. Wheat for the Chair position and Dr. Greene for the Vice Chair position.
Mr. Wheat and Dr. Greene agreed to be nominated.

Ms. Deetz motioned and Mr. Berendzen seconded for Mr. Wheat to be nominated Chair and Dr.
Greene to be nominated Vice Chair. The motion passed unanimously.
B. Adoption of the 2023 Calendar
Ms. Burke Williams motioned and Ms. Patterson seconded to amend the schedule for the
February 14th meeting to be rescheduled for February 15th. The motion passed unanimously.
Other Business
A. Missouri State Penitentiary Update
Ms. Senzee explained that the City has applied for two grants (The Community Revitalization
grant and the Local Tourism Asset Development grant) through the Department of Economic
Development for the Redevelopment of MSP. Ms. Senzee gave an update on the status of MSP:
1. The State has begun demolishing the former gymnasium and boot factory at MSP.
2. Housing Unit 2, has a visible lean in the entire structure and it is anticipated this building
will be demolished.
3. On November 30th, the pilaster on Housing Unit 3 collapsed off of the building.
Ms. Senzee explained that neither the Office of Administration nor the Department of Natural
Resources submitted a budget request for the upcoming 2024 budget. This means the earliest
the State of Missouri could invest in MSP would be July 1, 2024. The only way MSP could receive
funding in the upcoming budget would have to come from the Governor’s Office or the House
and the Senate.
Ms. Senzee explained that the Local Tourism Asset Development grant ($2.5 million) would help
the financing gap for the hotel that is to be constructed. The City is hopeful that the development
of the hotel will bring private investment into the MSP site.
B. E. Capitol Avenue Update
Ms. Senzee stated the deadline for the public to submit Letters of Intent was at 5 PM today
(December 13, 2022) and there were 4 interested parties. 2 Letters of Intent were received for
401 E. Capitol, 1 Letter of Intent was received for 113 Adams, and 1 Letter of Intent was received
for 429 E. Capitol. Ms. Senzee stated the deadline for proposals on the three properties the City
owns is December 22, 2022.
C. Historic Preservation Code Revision Update
Ms. Deetz explained that a final draft of the code was approved at the November 15, 2022,
meeting. Ms. Senzee stated that there was an internal staff meeting to discuss and review the
draft code. There are small edits that staff needs to make to the draft code before it moves on in
the approval process. The goal is to have the draft code to the City Council in February 2023.
D. 126 E. Dunklin
Ms. Senzee informed the commissioners that the structure at 126 E. Dunklin is in a dangerous
condition. It is possible this building shares a wall with the neighboring property. The roof has
not been maintained for many years. Structural engineers did an assessment of the property and
the City is awaiting the report. The engineers did not go to the second floor due to the dangerous
condition.

E. HPF Grant Review
Ms. Senzee stated that the City will soon be sending out Requests for Proposals to historic
preservation consultants for the West Main Phase II survey and the Design Guidelines project.
Ms. Senzee explained that the proposals will need to be scored and asked if any commissioners
would be interested in helping score them. Ms. Burke Williams and Ms. Patterson both expressed
interest in helping score the proposals.

Demolition Application. Application for demolition of one residential structure located at 912 E. High Street
NATURE OF REQUEST
The purpose of the request is to demolish a multifamily residential structure located at 912 E. High Street.
The structure was built between 1916-1923. According to The Daily Capital News, the structure served as a grocery store, P.C. Mayens, from at least 1934 until 1970. In 1970,
the structure was used as The Re-Sell-It Shop run by volunteer church women of the Grace Episcopal Church. In 1972, the City issued a building permit for an apartment to
be constructed at 912 E. High. Since then, the structure has been utilized as a multi-family residential structure. In 2016, this structure suffered fire damage.

STAFF RECOMMENDATION
In reviewing Section 8-44 C, Criteria for Nomination (as outlined above). The structure does not appear to hold sufficient historical significance in terms of heritage,
culture, or architecture. The building is significantly altered with the infilling of the storefronts with brick resulting in the building most likely being considered a
‘noncontributing’ element in a potential historic district. The interior of the structure is in disrepair due to the fire and interior demolition.

Using an infrared camera to seek heat sources, firefighters check a bottom floor residence in an apartment building at 912 E.
High St. The Jefferson City Fire Department responded to the blaze late Thursday morning and quickly evacuated the
building.
A dozen people were displaced Thursday morning in a Jefferson City apartment re.
The cause for a Thursday morning apartment building re is still under investigation, but Jefferson
City re of cials said there is nothing suspicious about the blaze.

According to reports from the Jefferson City Fire Department, crews were dispatched at 10:21 a.m. to
the 900 block of High Street.
Upon arrival, crews found ames showing from the rst oor/eastside of a large two-story apartment
building. The building had been subdivided into 10 apartments, many of which were occupied at the
time of the re.
Emergency personnel began an evacuation, and all of the occupants along with one companion animal
were successfully rescued.
The apartment where the re started sustained heavy re damage, and the damage extended into
adjoining apartments.
Twelve occupants who were displaced are receiving assistance from the Red Cross.

DECLARATION AND NOTICE OF DANGEROUS BUILDING
AND ORDER TO ABATE
According to the records of the Recorder of Deeds and the Assessor’s Office of Cole County,
Missouri you are owner of the property located at 1320 E Miller St, Jefferson City, Missouri,
hereinafter referred to as the “property”.
This notice is provided to you pursuant to Sections 8-80 through 8-94 of the Code of City of
Jefferson. All references to section number are from the Code of City of Jefferson.
Pursuant to Section 8-85b (Statement of Nuisance), you are hereby notified that the property
has upon it conditions which render the structure located on the property to be a Dangerous
Building as defined in Section 8-82 of the Jefferson City Code. Dangerous Buildings are
nuisances pursuant to section 8-83. The Dangerous Building located on the property is hereby
declared a nuisance.
The specific code sections of the City Code which have been violated are identified as follows
1. 8-82E. Those that are so dilapidated, decayed, unsafe, unsanitary, or that so utterly fail
to provide the amenities essential to decent living that they are unfit for human
habitation, or are likely to cause sickness or disease, so as to work injury to the health,
safety, or welfare of those occupying such building.
2. 8-82I. Those that have parts thereof that are so attached that they may fall and injure
members of the public or property.
3. 8-82K. Those that because of their condition are unsafe, unsanitary or dangerous to
the health, safety, or general welfare of the people of this City.
Individuals should contact the ADA Coordinator at (573) 634-6570 to request accommodations or
alternative formats as required under the Americans with Disabilities Act. Please allow three business days
to process the request.
Pursuant to Section 8-85 you are hereby directed to commence corrective action of the
dangerous conditions immediately and, proceed continuously without unnecessary delay, within
30 days of the date of this notice.
Pursuant to Section 8-85b.3 (Corrective Action) you are hereby notified that the corrective
action necessary to abate the dangerous conditions identified above are as follows
1. Secure structure against unauthorized entry and maintain site security prior to, during
and up to completion of all corrective actions.
2. After obtaining all required permits, and in a legal manner repair or replace any and all
failing or damaged components of the structure, or demolish the structure.
3. Remove all dangerous and/or dead trees on the property in a legal manner
Pursuant to Section 8-86, if you fail to commence or proceed without delay with the
corrective actions, the City may call a Dangerous Building Hearing on the matter. The notice
of hearing shall be directed to the owner, occupant, mortgagee, lessee, agent, and all other
persons having an interest in said building as shown by the land records of the recorder of
deeds of the county wherein the land is located, to appear before the Hearing Officer on the
date specified to determine whether the building or structure reported to be a dangerous
building should be vacated, repaired, or demolished in accordance with the statement of
particulars set forth in this notice.
Pursuant to Section 8-87 you are hereby notified that iff dangerous conditions identified in in
this notice are not corrected as directed the City may proceed against you for some or all of any
violation which is not addressed within the prescribed times.

meeting to discuss this notice of violation and the time table for corrective action.

According to Mid MO GIS, the structure was built in 1910. However, upon further research the structure did not appear in any City directories from 1908-1935 and did not
appear in Sanborn maps. The structure is present in the 1960 aerial photograph on Mid MO GIS.

STAFF RECOMMENDATION
In reviewing Section 8-44 C, Criteria for Nomination (as outlined above). The structure does not appear to hold sufficient historical significance in terms of heritage,
culture, or architecture. The structure was declared Dangerous by the City’s Dangerous Building Inspector on April 27, 2021. The specific city code violations are
identified as follows:
1. 8-82E. Those that are so dilapidated, decayed, unsafe, unsanitary, or that so utterly fail to provide the amenities essential to decent living that they are
unfit for human habitation, or are likely to cause sickness or disease, so as to work injury to the health, safety, or welfare of those occupying such building.
2. 8-82I. Those that have parts thereof that are so attached that they may fall and injure members of the public or property.
3. 8-82K. Those that because of their condition are unsafe, unsanitary or dangerous to the health, safety, or general welfare of the people of this City.
