SPECIAL MEETING – CLOSED SESSION
I. CALL TO ORDER
Vice-President Harris called the Special Meeting of the Midpeninsula Regional Open Space
District Board of Directors to order at 5:00 p.m.
II. ROLL CALL
Members Present: Pete Siemens, Nonette Hanko, Larry Hassett, Cecily Harris, and Curt
Riffle
Members Absent: Jed Cyr and Yoriko Kishimoto

Vice-President Harris adjourned the Special Meeting of the Board of Directors of the
Midpeninsula Regional Open Space District at 7:00 p.m.
REGULAR MEETING
I. CALL TO ORDER
Vice-President Harris called the Regular Meeting of the Midpeninsula Regional Open Space
District Board of Directors to order at 7:03 p.m.

Vice-President Harris reported that no reportable action was taken during the closed session.
III. ORAL COMMUNICATIONS
There were none.
IV. ADOPTION OF AGENDA
Motion: Director Hanko moved, and Director Riffle seconded the motion to adopt the agenda.
VOTE: 6-0-0 (Director Cyr absent)
V. SPECIAL ORDER OF THE DAY
Public Affairs Manager introduced Communications Media Supervisor Amanda Kim to the
Board of Directors.
VI. CONSENT CALENDAR
Director Hassett stated his vote on the Consent Calendar would not be a vote on claim number
20163 of Agenda Item #1.
Motion: Director Siemens moved, and Director Hanko seconded the motion to approve the
Consent Calendar.
VOTE: 6-0-0 (Director Cyr absent)
Agenda Item #1 – Approve the Revised Claims Report
Director Hassett recused himself from claim number 20163.

Agenda Item #2 – Renewal of a Lease and Management Agreement with Peninsula Open
Space Trust (POST) for one-half interest in the Behroozi Property at Sierra Azul Open
Space Preserve (Santa Clara County Assessor Parcel Numbers: 537-09-007 and 537-09-
008) (R-13-91)
Agenda Item #3 – Renewal of a Lease and Management Agreement with Peninsula Open
Space Trust (POST) for the Former Gottsleben/Sonntag Property at Long Ridge Open
Space Preserve (San Mateo County Assessor Parcel Number: 085-120-210) (R-13-90)
VII. BOARD BUSINESS
Agenda Item #4 – Mindego Landfill Removal Agreement Amendment Update (R-13-100)
Natural Resources Manager Kirk Lenington provided the staff report outlining the history of the
Mindego Ranch site and the landfill located on the site. Mr. Lenington described the evaluation
of the landfill completed by Geocon Consultants, including the landfill’s contents, capping, and
stability. Finally, Mr. Lenington reported the distribution of the Mindego Landfill escrow funds
resulting from the Landfill Removal Agreement Amendment.
Directors Riffle inquired about the fencing that will surround the landfill site including its
location and ongoing maintenance. Mr. Lenington described where the proposed fencing will be
located.
Director Siemens and Harris stated that they would prefer for no fencing be erected if this is
allowable under the closure in place.

No action was taken on this item.
General Counsel Sheryl Schaffner reported that this action results from direction given to staff at
a closed session held on January 26, 2011.
Agenda Item #5 – Approval of Salary Adjustments and Amendments to Employment
Agreements for the Board Appointees: General Manager, General Counsel and District
Controller (R-13-101)
Human Resources Supervisor Candice Basnight provided the staff report reporting that the action
being considered tonight results from previous meetings of the Board Appointee Evaluation
Committee and the Board of Directors held from May to December 2013.

Director Riffle commented that he would like the Board Appointee Evaluation Committee to
meet before the end of the year to review the process.
Director Cyr arrived at 7:42 p.m.
Motion: Director Siemens moved, and Director Riffle seconded the motion to adopt the
resolutions to (1) adjust the General Manager’s base salary upward to $207,924; (2) adjust the
General Counsel’s base salary upward to $186,909; (3) adjust the Controller’s base salary
upward to $33,153; (4) adopt the resolution approving adjustments to the Employer Paid
Member Contributions to the California Public Employees Retirement System; (5) authorize the
Board President to execute the commensurate related amendments to the Board Appointee
Employment Agreements; and (6) charge the Board Appointee Evaluation Committee to review
the process for Board Appointee evaluations.
VOTE: 7-0-0
VIII. COMMITTEE REPORTS
There were none.
IX. STAFF REPORTS
Real Property Manager Mike Williams reported that the demolition at the Powell property is
scheduled to be completed by mid-November.
Administrative Services Manager Kate Drayson reported that several of her staff members
attended the New World Systems Customer Conference in Scottsdale in early October.
Members of the administrative services staff and human resources staff attended the CalPERS
Educational Forum in San Jose this week.
Assistant General Manager Ana Ruiz reported that she and other District staff met with members
of San Mateo County staff regarding their permitting process and opportunities for streamlining
that process, including proposed master permits for the District related to grading and coastal
development.
Natural Resources Manager Kirk Lenington reported that the next Vision Plan public
deliberation meeting will be held next Monday at West Valley College in Saratoga.
Acting Planning Co-Manager Tina Hugg reported on the progress of the Mt. Umunhum
demolition, the Mindego Staging Area, and the El Corte de Madera Staging Area.
General Counsel Sheryl Schaffner reported CalJPIA’s risk manager assigned to the District
attended this morning all-staff meeting to provide a brief report on the District’s risk assessment.
General Manager Steve Abbors reported that he has been working with the General Manager of
the Open Space Authority related to coordination of efforts.

X. DIRECTOR REPORTS
Directors Hassett, Hanko, Riffle, Siemens, and Cyr attended the Audrey Rust Event at Mindego
Gateway on October 20th.
Directors Hassett, Riffle, Harris, and Cyr attended the Vision Plan public deliberation meeting in
Half Moon Bay on October 21st.
The Board of Directors thanked staff for their efforts at recent Board Study Sessions and
Workshops.
Director Cyr reported that he and General Manager Abbors attended the League of Conservation
Voters 20th Annual Environmental Awards and Fundraising Event to accept several certificates
of commendation and an award on behalf of the District.
The Board submitted their compensatory forms to the District Clerk.
XI. ADJOURNMENT
President Cyr adjourned the Regular Meeting of the Board of Directors of the Midpeninsula
Regional Open Space District at 8:16 p.m.
