CALL TO ORDER AND ROLL CALL
Mayor Aymon called the Special meeting of the McCall City Council to order at 1:00 p.m.
Mayor Aymon, Councilor Giles, Councilor Scott, Councilor Swanson, and Councilor Witte
were present.
City Staff present were Gene Drabinski, City Manager; Erin Roper, Communications
Coordinator; Traci Malvich, Human Resources Manager; BessieJo Wagner, City Clerk
WORK SESSION
Gene Drabinski, City Manager, introduced Brian Ellison, PhD, Head of the Public
Administration Department at the University of Idaho. Mr. Ellison gave a brief introduction of
himself and how he became a Public Administration Professor.
ROUND -TABLE DISCUSSION
How is City staff meeting expectations of City Council?
Council gave general feedback as to staff expectations. Council gave general direction to look at
Title 3 for possible amendments; Councilor Swanson will head up that effort. Council also gave
general direction to address rules for community forum and community discussions. Council also
would like staff to look into the possibility of a sick leave bank.
WHAT NEXT FOR STREETS?
Gene Drabinski, City Manager, Gave a brief introduction of this item and the options he would
like the Council to consider.
1. November ballot?
2. 1 % again, but stronger?
3. Community Conversations leading to LOT ' 15?

b. Role of Zion's Bank
c. Role of University of Idaho (Brian Ellison, PhD)
4. What would the Council like to know about taxing options?

There was general Council consensus that streets are a priority; however they would also like to
entertain the discussion with the community regarding the need for a new library and city
facilities. The Council would also like to engage the community in a discussion regarding other
taxing possibilities.
SUCCESSION PLANNING

2. City Manager's proposal.
3. Council Direction.
Traci Malvich, Human Resources Manager, gave a presentation with pros and cons of hiring
internal candidates and external candidates.
Gene Drabinski, City Manager, gave a brief proposal of how an internal candidate could be
integrated into the position over the next few months.
Council had a discussion regarding which recruiting effort would work best for the City of
McCall for the City Manager position.

Without further business, Mayor Aymon adjourned the meeting at 5:00 p.m.
