MEDINA CITY COUNCIL MEETING MINUTES OF NOVEMBER 22, 2010
The City Council of Medina, Minnesota met in special session on November 22, 2010 at
6:03 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Weir, Crosby, Siitari, Smith
Members absent: Johnson
Also present: City Administrator Chad M. Adams, City Planner Dusty Finke,
Public Works Superintendent Steve Scherer, Police Chief Ed Belland, and Finance
Director Jeanne Day
II. 2011 Budget
Adams provided an overview of the staff memo which outlined the reduction in the
City's tax levy from a $68,904 increase as established by Council on September 7th to the
proposed $36,483 increase as of November 22nd. He noted the added debt service for the
road bonds represents a $40,777 tax increase alone. Adams explained the Council had
requested Staff to prepare a reduced tax levy to reflect a no average increase in property
taxes for Medina's share of property taxes to residents. Adams highlighted the revisions
to the budget to reflect the reduced tax levy, along with impacts of the tax levy change on
example properties, and noted that 57% of Medina's residential property owner's total
property taxes (school, County, City, etc.) are decreasing as of the September 7th
preliminary levy that was established. He also discussed the proposed rate increases to
the City's utilities.
Discussion was held on the tax levy reduction, budget adjustments, fund balance,
projected 2010 surplus, and proposed utility rate increases.
The Council directed Staff to present the revised tax levy increase of $36,483 at the
December 7th Truth in Taxation meeting and to provide information to the Council on the
projected 2010 surplus and fund balance.
Adams stated that Staff has been taking the approach, per previous budget deliberations,
to seek contract renewals with service providers and consultants at no more than a 1%
increase for 2011, depending on the contract rate agreements for 2010. He explained that
service providers not agreeing to freeze their rates in 2010 were being requested by Staff
to freeze their rates in 2011. Adams stated the Loretto Volunteer Fire Department has not
agreed to the 0% in 2011 considering the department received a 3% increase in 2010.
Adams noted he will continue to approach the final 2011 negotiations under this direction
unless otherwise directed by Council. No direction was provided to change Adams'
approach.

III. City Hall Improvements
Adams provided an overview of the spreadsheet in the packet that listed needed and
prioritized improvements to City Hall. He requested direction to proceed with some of
the items that would not duplicate costs if the City were to move to a different facility in
the near future.
The Council directed staff to prepare a list of improvements with costs for approval and
to refine the list of priorities for future consideration.
IV. Adjournment
The meeting was adjourned at 6:52 p.m.
