STUDY SESSION
I. CALL TO ORDER
President Cyr called the Special Meeting of the Midpeninsula Regional Open Space District
Board of Directors to order at 6:30 p.m.
II. ROLL CALL
Members Present: Jed Cyr, Larry Hassett, Curt Riffle, and Pete Siemens
Members Absent: Nonette Hanko, Cecily Harris, and Yoriko Kishimoto
Staff Present: General Manager Steve Abbors, Assistant General Manager Kevin
Woodhouse, General Counsel Sheryl Stevenson, Assistant General
Counsel Hilary Stevenson, and District Clerk Jennifer Woodworth
III. Training for Board Members in Preparation for Potential Funding Measure
Director Hanko arrived at 6:31 p.m.
General Counsel Sheryl Stevenson provided a presentation outlining the rules and regulations
related to campaigning for a potential funding measure. Ms. Schaffner described the permissible
activities, prohibition against the use public funds and/or resources for campaigning, and the
potential consequences of illegal campaigning.

President Cyr called the Special Meeting of the Midpeninsula Regional Open Space District
Board of Directors to order at 7:01 p.m.
II. ROLL CALL

Manager David Sanguinetti, Contingent Project Manager Aaron Hebert,
Natural Resources Manager Kirk Lenington, Natural Resources Planner II
Julie Andersen, Research Management Specialist I Joel Silverman, and
District Clerk Jennifer Woodworth
III. ORAL COMMUNICATIONS
Rhoda Fry shared her concerns related to Lehigh Quarry and described the magnitude of recent
blasts at the site.
IV. ADOPTION OF AGENDA
Motion: Director Riffle moved, and Director Hanko seconded the motion to adopt the agenda.
VOTE: 5-0-0
V. SPECIAL ORDER OF THE DAY
Operations Manager David Sanguinetti introduced the Contingent Project Manager Aaron
Hebert.
VI. CONSENT CALENDAR
Agenda Item #1 – Approve Minutes of the October 18, 2013 Special Board Meeting
Agenda Item #2 – Approve the Revised Claims Report
Motion: Director Siemens moved, and Director Riffle seconded the motion to approve the
Consent Calendar.

VII. BOARD BUSINESS
Agenda Item #3 – Authorization to Enter into a Technical Assistance Agreement with the
US Geological Survey, to Perform Professional Services as a Biological Consultant for the
District Conducting Population Monitoring and Analysis of the San Francisco Garter
Snake at the Russian Ridge Open Space Preserve – (R-13-105)
Natural Resources Planner II Julie Andersen provided the staff report describing the location of
the proposed study at Russian Ridge Open Space Preserve, the San Francisco garter snake’s
habitat, and threats to the species. Ms. Andersen outlined potential study methods and products
of the study. Ms. Andersen introduced Brian Halstead from the US Geological Survey who will
be working with the District through the proposed agreement.
Mr. Halstead described his work at the US Geological Survey outlining several other studies
related to the San Francisco garter snake and described methods of marking individual snakes.

Motion: Director Hassett moved, and Director Riffle seconded the motion to authorize the
General Manager to enter into a two year agreement, with an option to extend the agreement for
a term not to exceed four total years, with the US Geological Survey, located in Dixon, CA, for a
not-to-exceed total amount of $203,703.56 for monitoring and analysis of the San Francisco
garter snake population at specific locations within the Russian Ridge Open Space Preserve.

VIII. COMMITTEE REPORTS
There were none.
IX. STAFF REPORTS
Assistant General Manager Ana Ruiz reported that she and Assistant General Manager Kevin
Woodhouse attended a meeting at Stanford this morning regarding their Public Policy Program
and the opportunities it will create to involve university students with local agencies.
General Manager Steve Abbors reported that he has met with numerous state and local officials
providing him the opportunity to describe the District’s Vision Plan, seek opportunities for
collaboration, and present the District video. Mr. Abbors reported District staff is diligently
working to follow the Board’s direction to prepare for a potential June 2014 funding measure by
drafting a potential expenditure plan.
X. DIRECTOR REPORTS
The Board submitted their compensatory forms to the District Clerk.

Director Hassett reported that he attended all of the Vision Plan public deliberation meetings, the
Bicycle Coalition dinner, and an anniversary celebration for the Pigeon Point lighthouse.
Director Riffle expressed his appreciation for Operations Manager David Sanguinetti who will
be retiring at the end of December.
Director Riffle and President Cyr expressed their thanks and support for the newly instituted
biweekly reports.
President Cyr reported that he attended all of the Vision Plan public deliberation meetings and
expressed his appreciation to staff and the public for participating in these meetings.
XI. ADJOURNMENT
President Cyr adjourned the Special Meeting of the Board of Directors of the Midpeninsula
Regional Open Space District at 8:04 p.m.
