CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 9:05 a.m.
Mayor Aymon, Councilor Giles, and Councilor Witte answered roll call. A quorum was
present. Councilor Scott, Councilor Swanson were absent
City staff present was Gene Drabinski, City Manager; Traci Malvich, Human Resources
Manager; Nathan Coyle, Airport Manager —Special Projects Manager; Nathan Stewart, City
Engineer; Peter Borner, Public Works Director; Cris Malvich, Streets Superintendent; Delta
James, City Planner; Erin Roper, Communications Coordinator; and BessieJo Wagner, City
Clerk
EXECUTIVE SESSION
At 9:05 a.m., Councilor Witte moved to go into Executive Session for: Hiring - Pursuant to
Idaho Code §74-206(1)(a): to consider hiring a public officer, employee, staff member or
individual agent, wherein the respective qualities of individuals are to be evaluated in order
to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in
an elective office or deliberations about staffing needs in general; Exempt Records -
Pursuant to Idaho Code §74-206 (1) (d) To consider records that are exempt from
disclosure as provided in chapter 1, title 74, Idaho Code; Councilor Giles seconded the
motion. In a roll call vote Mayor Aymon, Councilor Giles, and Councilor Witte all voted
aye and the motion carried.
Council discussed the hiring of the City Manager and the potential City Manager contract.
RETURN TO OPEN SESSION
At 9:11 a.m., Councilor Giles moved to return to Open Session. Councilor Witte seconded
the motion. In a voice call vote, all voted aye and the motion carried.

Council directed staff to make one grammatical correction to the City Manager Agreement and
schedule the City Manager appointment, City Manager agreement, and for the City Manager to
be sworn in at their regular meeting on August 13, 2015.
WORK SESSION
Streets Improvement Plan
Nathan Stewart, City Engineer, presented the Streets Improvement Plan to Council; an overview
of the items presented was:
1. Summary of City/Street Planning Work
2. Review of Street Management Data and Asset Management Modeling
3. Streets Management Plan: 10 Year plan - $4-6 million per year budget
4. Streets Management Plan: 10 Year plan - $2-2.5 million per year budget
5. Capital Improvement Plan: 7 year plan - $1 Million per year budget
ADJOURNMENT
Without further business, Mayor Aymon adjourned the meeting at 10:48 a.m.
