November 11, 2021 7:00 P.M. Greencastle City Hall
Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam
Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, and Dave Murray.
Jacob Widner was absent.
III. Public Petitions and Comments — None
IV. Special Requests: None
A. Noise Ordinance Waiver Request- Phi Kappa Psi- Motion by Adam
Cohen to approve their request as presented, second by Dave Murray,
6-0, motion carried.
B. Street Closure Request- DePauw University -
Motion by Dave Murray to approve the request as presented, second by
Adam Cohen, 6-0, motion carried.
V. Department Reports:
a. Cemetery — Jason Keeney
b. Fire Department — John Burgess
c. Park and Recreation — Rod Weinschenk
d. Planner — Scott Zimmerman
e. Police Department — Tom Sutherlin

VII. Approval of Minutes
A. Regular Session- October 14, 2021
Motion by Adam Cohen to approve the October 14th , 2021 minutes as
presented, second by Stacie Langdon 6-0, motion carried.
VIII. Approval of City Claims
Motion by Dave Murray to approve claims as presented, second by
Adam Cohen, 6-0, motion carried.
IX. Old Business-
A. Resolution 2021-15- A Resolution Affirming IAC Greencastle, LLC of
Compliance With Statements of Benefits- Tabled
B. Resolution 2021-10- A Resolution Establishing the Policy By Which
Members of the Common Council May Participate by Electronic
Means of Communication.- Tabled
X. New Business- Moved to Next Month's Meeting
A. Ordinance 2021-15-(First Reading) An Ordinance, Amending Ordinance
2021-15 An Ordinance Establishing the Size of the Departments of the City
Government of the City of Greencastle, Indiana, Fixing Salaries for the
Employees of Such Departments and Fixing the Salaries of Certain Other
Appointed Officials for the Year 2022

Motion by Adam Cohen to dismiss at 7:15 PM, second by Mark Hammer,
6-0, motion carried.
