CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 8:30 a.m.
Mayor Aymon, Councilor Giles, Councilor Swanson, and Councilor Witte answered roll
call. A quorum was present. Councilor Scott was absent

WORK SESSION
AB 15-159 McCall City Code Title 4 Business Regulations Re -write — Review of Chapters
1_6, and 7
The purpose of this work session was to review the re -written chapters 1, 6, and 7 of the MCC
Title 4 Business Regulations. Chapter 1 General Business License covers definitions for Title 4;
Chapter 6 Limited Duration Businesses covers vendors, Peddlers, Horse Drawn Vehicles, and
Farmers Markets; and Chapter 7 Public Events defines events and the permitting process. Staff
requests that Council review and make recommendations for any changes.
After the review of MCC Title 4 Council suggested that some additional work was needed in
Chapter 7 Public Events.
Also for the Council's consideration is the current City Code that gives the City Clerk and the
Police Chief authority to authorize possession of an open "container of an alcoholic beverage"
and suspend the effect of subsection 5-5-030(F) of the McCall City code, for a specified
temporary period, upon specified portions of the public streets, ways, parks or places.
After review Council directed staff to reflect that only by resolution of the Council could there be
authorization for possession of an open "container of alcoholic beverage" and suspension of the
effect of subsection 5-5-030(F) of the McCall City code, for a specified temporary period, upon

Council directed staff to make the suggested changes and bring back to the Council for further
review.
AB 15-148: Request for Ordinance Adoption of Fiscal Year 2016 Budget
Linda Stokes, City Treasurer, presented the request for Ordinance Adoption of Fiscal Year 2016
Budget continued from the August 27, 2015 Council Meeting. The Council adopted a tentative
budget in the amount of $20,873,100 on July 17, 2015. Council conducted a duly noticed public
hearing at the August13, 2015 Council meeting regarding the tentative (proposed) FY16 budget.
Councilor Swanson moved to suspend the rules, read by title only, one time only Ordinance No.
937. Councilor Giles seconded the motion. In a roll call vote Councilor Swanson, Councilor
Giles, Mayor Aymon, and Councilor Witte all voted aye and the motion carried.
Ordinance 937 was read by title only, one time only by BessieJo Wagner, City Clerk:
An ordinance entitled the FY16 Annual Appropriation Ordinance for the fiscal year beginning
October 1, 2015, appropriating the sum of $20,821,271 to defray the expenses and liabilities of
the City of McCa11 for said fiscal year, authorizing a levy of a sufficient tax.
Councilor Swanson moved to adopt Ordinance No. 937 setting the FY16 City of McCall
budget appropriation at $20,866,881, and authorize the Mayor to sign all necessary
documents. Councilor Witte seconded the motion. In a roll call vote Councilor Swanson,
Councilor Witte, Mayor Aymon, and Councilor Giles all voted aye and the motion carried.

Without further business, Mayor Aymon adjourned the meeting at 11:00a.m.
