CALL TO ORDER AND ROLL CALL
Mayor Aymon called the regular meeting of the McCall City Council to order at 5:34 p.m.
Mayor Aymon, Councilor Giles, Councilor Scott, and Councilor Witte all answered roll
call. Councilor Swanson was absent.
City staff members present were Nate Coyle, City Manager (via phone); Bill Nichols, City
Attorney; Linda Stokes, City Treasurer; Dennis Coyle, Parks and Recreation Director; Michelle
Groenevelt, Community Development Director; David Simmonds, Information Systems
Manager; Erin Roper, Communications Coordinator; Carol Coyle, Grant Coordinator; Nathan
Stewart, City Engineer; and BessieJo Wagner, City Clerk.
Mayor Aymon led the audience in the Pledge of Allegiance at 5:35 p.m.
APPROVE THE AGENDA

Councilor Witte moved to approve the amended agenda as submitted. Councilor Scott
seconded the motion. In a voice vote all members voted aye and the motion carried.

BUSINESS AGENDA
AB 15-160 Request for Approval of Tree Committee Member Appointment
Pavla Clouser
There is currently one vacancy on the Tree Committees left by member Jeff Hunteman. The Tree
Committee has recommended that the City Council appoint Pavla Clouser to complete Jeff
Hunteman's term.
Councilor Scott moved to appoint Pavla Clouser to the Tree Committee for a term to
expire November, 2016. Councilor Giles seconded the motion. In a voice vote all members
voted aye and the motion carried.
AB 15-164 Workforce Housing- Discussion of Available Tools
Community Development Director Michelle Groenevelt presented the Workforce Housing -
Discussion of Available Tools to Council. At the work session on July 21, 2015, the City
Council had a productive discussion about of workforce housing. At the meeting, direction was
given to staff to provide more education and available tools to create or facilitate workforce
housing in McCall. The purpose of this item is to provide a list of tools and expertise to help
inform the discussion.
The Community Development Director has been participating in the regional discussion about
workforce housing. While an update to the regional needs assessment and a resource inventory
should be completed, each city will ultimately need to develop policy and programs appropriate
for each community.
Director Groenevelt introduced Bruce Meighen from Logan Simpson, a planning consultant,
who has been working with other communities on affordable housing who presented ideas for
tools available. His presentation was a case study done in Jackson/Teton County, Wyoming.
Mr. Meighen identified some of the factors that create a shortage of workforce housing. A
cooperative effort of public and private housing providers to identify and monitor housing needs,
evaluate costs and benefits of various housing tools, and establish the roles various housing
providers will play a part in meeting the community's housing goals. He stated that there were

over 30 tools used for workforce housing in Teton County. Mr. Meighen covered some of the
tools that he felt would be beneficial in McCall such as micro housing, commercial linkage, and
dedicated sales taxes.
Mr. Meighen stated that work force housing is a problem to be solved by not only the
government, but by developers, non -profits and the public. He talked about the different types of
tools available for housing for the different income levels as well as zoning for the different
housing needs.
As the Council moves forward with a housing plan, education to the public is vital to the success
of the plan. This plan will be part of the Comprehensive Plan update.
AB 15-165 McCall Impact Area -- Approval of Letter of Intent
Community Development Director Michelle Groenevelt presented the McCall Impact Area --
Approval of Letter of Intent, stating that Cynda Herrick, Valley County P&Z Administrator, has
requested that the City of McCall provide a Letter of Intent for the County's desire to amend the
referenced Valley County Code to make it emulate the current process that is being followed by
the City of McCall and Valley County. The letter states that the City does not have any
objections to the County proceeding with the ordinance amendments and does plan to start the
renegotiation process.
The Letter of Intent is attached and has been reviewed by the McCall City Attorney.
Councilor Scott moved to approve the Letter of Intent and authorize the Mayor to sign all
necessary documents. Councilor Witte seconded the motion. In a roll call vote Councilor
Scott, Councilor Witte, Mayor Aymon, and Councilor Giles all voted aye and the motion
carried.
AB 15-169 Review of Streets Educational Brochure and Website Component
Erin Roper, Communications Coordinator, presented the review of Streets Educational Brochure
and Website Component to Council. The intent of this agenda bill is to receive final feedback
from City Council regarding the draft streets brochure and associated website component which
was presented during the Council session on August 27, 2015. The Council reviewed the draft
streets brochure. Council Members have been provided a link to the draft streets website.
Pending final feedback from City Council, staff will plan to finalize and make available
brochures and a website component on Monday, September 14, 2015.
Council requested that staff provide instruction on how to use the streets website. There was
some feedback on the look and content of the brochure. The Council was generally in favor of
the website and the brochure and the consensus was to move forward.
AB 15-161 Review of the City Attorney Contract Renewal
City Clerk BessieJo Wagner presented the review of the City Attorney Contract Renewal to
Council. The current retainer agreement with White Peterson expires on September 30, 2015.
The attached agreement renews the professional relationship for another fiscal year. The amount
of the monthly retainer and the fees for services outside the retainer again remain unchanged
from the current agreement and has not changed in the past 7 years.

The FY16 General Fund budget includes $140,000 for legal services. The annual retainer amount
is $67,200.
The Council did not have any suggestions or questions regarding the contract.
AB 15-162 Request for Approval of Terrorism Insurance Waiver for FY 2016
City Clerk BessieJo Wagner presented the request for approval of Terrorism Insurance Waiver
for FY 2016 to Council. The City of McCall has received its ICRMP Policy renewal for FY16.
Included in our insurance policy is terrorism coverage for ICRMP Members as a whole for
$20,000,000. The coverage is provided for all ICRMP members to be shared by any and all
affected by acts of terrorism, at no additional cost to the City. ICRMP also has available
additional terrorism insurance for the additional cost of $34,421 over our renewal amount of
$147,481, to cover our total insured property of $34,420,939.
In order for an act of terrorism to be acknowledged, the Secretary of Treasury, in concurrence
with the Secretary of State and the Attorney General of the United States, certifies that an event
meets the definition of a "certified act of terrorism". In Accordance with the Terrorism Risk Act,
December 26, 2007, ICRMP is required to offer coverage of all property they insure. The City of
McCall must decide whether they desire the additional coverage, at the additional premium, or
choose to reject the additional coverage.
The Council rejected the additional Terrorism Insurance the last 3 years.
Councilor Scott moved to reject the additional terrorism insurance offered by ICRMP and
authorize the Mayor to sign all necessary documents. Councilor Witte seconded the motion.
In a roll call vote Councilor Scott, Councilor Witte, Mayor Aymon, and Councilor Giles all
votes aye and the motion carried.
AB 15-163 Request for Approval of the 2015 Local Option Sales Tax Initiative Ordinance
936 Summary
City Clerk BessieJo Wagner presented the request for approval of the 2015 Local Option Sales
Tax Initiative Ordinance 936 Summary to Council. The Council adopted Ordinance No. 936,
Imposing a non -property tax of one percent (1%) on the sales price of all property subject to
taxation under Idaho Code 63-3601 items excluding groceries and motor vehicles and an
additional three percent 3% occupancy tax of short term rentals at their August 27, 2015 City
Council Meeting. A summary of Ordinance 936 has been prepared for publication.
Councilor Witte moved to approve the summary for Ordinance 936 for publication and
authorize the Mayor to sign all necessary documents. Councilor Giles seconded the motion.
In a roll call vote Councilor Witte, Councilor Giles, Mayor Aymon, and Councilor Scott all
votes aye and the motion carried.
AB 15-167 Review of the 2015 Ballot Titles
City Clerk BessieJo Wagner presented the review of the 2015 Ballot Titles to Council. A
referendum of Ordinance 936 for imposition and collection of non -property taxes in the form of
1% sales tax and an additional 3% lodging tax and an initiative relating to an increase in the
minimum wage paid to employees by employers in the City of McCall, Idaho will be on the
November 3, 2015 ballot for the voters to consider. Both are attached for the Council's
information.

AB 15-166 Request for Approval of Resolution 15-15 -- Sale of Surplus Property
City Clerk BessieJo Wagner presented the request for approval of Resolution 15-15 -- Sale of
Surplus Property. Idaho Code §67-5732A allows for the disposal of surplus personal property,
provided that when sales will be offered to the public and sold to the highest responsible bidder,
notice of such sale shall be published in the newspaper for at least two (2) weeks prior to such
offering. Annually City staff identifies several items as surplus property. Consistent with prior
years, the attached resolution authorizes the City Clerk to conduct a bid auction for the purposes
of selling the surplus property to the highest bidder. The public auction for cash will be noticed
in the Star -News for two consecutive weeks and held in the Legion Hall at a date to be
determined.
Councilor Scott Adopt Resolution 15-15 authorizing the sale of surplus property and
authorize the Mayor to sign all necessary documents. Councilor Giles seconded the motion.
In a roll call vote Councilor Scott, Councilor Giles, Mayor Aymon, and Councilor Witte all
votes aye and the motion carried.
