CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 8:00 a.m.
Mayor Aymon, Councilor Giles, Councilor Swanson, and Councilor Witte answered roll
call. A quorum was present. Councilor Scott was absent
City staff present was Nate Coyle, City Manager; Peter Borner, Public Works Director; Nathan
Stewart, City Engineer; Linda Stokes, City Treasurer; and BessieJo Wagner, City Clerk.
WORK SESSION
Nate Coyle, City Manager, gave a brief update on the legislative proposal for wastewater
consolidation. He stated that the Association of Idaho Cities has taken a neutral posture as it
relates to the legislative proposal. He outlined the 12 phases of consolidation planning and
covered the benefits of consolidation. City Manager Coyle also covered the community
education/communication plan as both entities move toward consolidation. He stated that the
communication includes the Mission which is to seek a solution of wastewater entities in
accordance with direction from the August 2014 Memorandum of Understanding between the
City and Payette Lakes Recreation Water and Sewer District (PLRWSD). There was a brief
discussion regarding capital cost sharing and two options: in accordance with the Cooperative
Agreement or Contract for services.
Dale Caza, PLRWSD, and Dave with JUB Engineering presented information regarding the
Reuse Implementation Preliminary Engineering Report. Throughout the presentation Council
engaged with questions and discussion. The main points of the discussion were as follows:
• Combined City/District Wastewater Treatment Plant Flow Projection
• J-Ditch Reservoir Water Balance
• District Reuse Permit Land Analysis
• Pipeline Alternatives
o Hydraulic Models
o Life Cycle Cost Analysis
• Reuse Site Improvements
• Schedule and Timeline

The Council thanked PLWSD for their presentation. For steps going forward the Council would
also consult the SPF Engineering, the City's contracted engineering firm for an opinion on the
presented analysis.

Without further business, Mayor Aymon adjourned the meeting at 10:12 a.m.
