RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES
CONTRACT FOR ENGINEERING SERVICES WITH T &M
ASSOCIATES - TIER A MUNICIPAL STORMW A TER
STATEWIDE BASIC REQUIREMENT / PHASE II
WHERE.ðS, the Borough of Carteret is in need of specialized engineering
services with regard to the implementation of the Tier A Municipal Stoffi1water
Statewide Basic Requirement / Phase II; and
WHEREAS. the Borough's Engineers, T&M Associates, possess the requisite
skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said
engineering services at a total cost not to exceed $18,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal;
\VHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of OJe
Borough ofCarteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T &M Associates for professional
engineering services related to the implementation of the
Tier A Municipal Stonnwater Statewide Basic Requirement
/ Phase II at a total cost not to exceed $ j 8,000.00, billable in
accordance with T & 'M Associates' existing contract with
the Borough, is hereby approved.
2. Annexed hereto is a copy öf said proposal.
3. This action is approved as an award of a professional
services contract.

T &M Associates is pleased to submit this scope of services and fee estimate for implementation of the
remaining tasks (Phase II) of the Tier A Municipal Stormwater Statewide Basic Requirements (SBRs) as
outlined in the Borough's stormwater permit.
To date the Borough has completed Phase I in accordance with NJDEP requirements. The remaining
tasks which must be undertaken include preparation of a Stormwater Control Ordinance, an Il1icit
Connection Elimination and Outfall Scouring Program and Outfall Inspection and Mapping. A detailed
scope of services is enclosed for your review.
In 2004, the Borough was issued a $14,110 grant from the NJDEP to assist in offsetting costs for the first
year permit requirements. In April 2005, the Borough submitted a grant request for funds for the 2005
permit requirements in the amount of $14,110. It is understood the Borough is in receipt of the 2005
grant.
The attached scope of services outlines the following two (2) tasks required to assist with the Borough's
compliance with the SBR's:

Although the Borough's permit requires outfall mapping to be complete in 2009, in order to be more
efficient in our work, we will complete our services for this task by September 2006.

SCOPE OF SERVICES
TASK A: PREPARATION OF THE STORMW A TER CONTROL ORDINANCE
o Stormwater Control Ordinance. Utilizing the NJDEP's sample Stonnwater Control
Ordinance and our knowledge of the Borough, T &M will draft a stonnwater control
ordinance for Borough review. Additionally, T&M will review the land development
ordinances highlighted in the Borough's adopted Municipal Stonnwater Management
Plan and provide recommendations to amend those ordinances found in conflict with the
new stonnwater regulations. Copies will be forwarded to the Borough for review and
comment.
A meeting with Borough representatives will be scheduled to review the draft
ordinance{ s), and address any comments or questions. Based on comments received at
this meeting, the ordinance{s) will be revised and a final copy submitted to the Borough
for approval. Amendment of ordinances other than those specified above is not included
in this scope of services.
o Hearings. In accordance with Municipal Land Use Law, T&M will forward a copy of
the proposed ordinance to the County Planning Board. T &M will also conduct a
presentation at the first and second reading of the proposed ordinance and answer any
questions the Councilor public may have. Based on comments received at the public
hearings, T &M will finalize the ordinance for adoption. County and/or public comments
received that require additional meetings will not be included in this scope of services.
The Borough will be responsible for posting of all public notices as required by the
Municipal Land Use Law requirements.
TASK B: PREPARATION OF THE ILLICIT CONNECTION ELIMINATION & OUTFALL PIPE SCOURING
REMEDIATION PROGRAMS AND OUTFALL MAPPING
o Illicit Connection Elimination Program. T &M will develop a program in accordance
with NJDEP requirements to initiate the inspection of each outfall for the detection and
elimination of potential illicit connections. The program will include an inspection
schedule and procedures for the detection, documentation, investigation, and elimination
of potential illicit connections. Once developed, we will conduct the initial physical
inspections of each outfall and preparation of the NJDEP provided inspection report. A
letter report identifying outfalls which show evidence (dry weather flow) of possible
illicit connections will be prepared and submitted to the Borough for review. This scope
of services is limited to the inspection of no more than 25 outfalls. The analysis and
follow up investigations to identify potential illicit discharges is not included as part of
this scope.
o Outfall Pipe Scouring Remediation Program. T&M Associates will develop a
program in accordance with NJDEP requirements for the inspection of each outfall for
evidence of scouring and/or erosion. The program will include an inspection schedule
and procedures for the detection, and routine maintenance of outfall pipe stream scouring

and/or erosion. Once developed, T &M will conduct the initial visual inspections of each
outfall in conjunction with the illicit connection inspection. A letter report identifying
areas of scouring and/or erosion will be prepared and submitted to the Borough for
review. Evaluation and preparation of detailed repair recommendations are not included
as part of this scope.
o Outfall Pipe Mapping. T &M Associates will conduct an evaluation of existing
stormwater system mapping, including any mapping done under the Sewage
Infrastructure Improvement Act (SUA) to identify the locations of the Borough operated
outfalls. Locations of new outfalls will be obtained utilizing existing development plans
(to be provided by the Borough) approved after the latest revision date of the existing
SUA map. Each outfall location will be field verified during the illicit connection and
outfall pipe scouring inspections utilizing a Global Positioning System (GPS) and
mapped on the state plane coordinate system. Maps will be plotted on digital aerials and
will include an alpha-numeric designation system for each Borough operated outfall and
identify the surface water bodies receiving discharges.

The deliverables for this task will be the following:
· Final Illicit Connection Elimination Program (Three (3) printed copies)
· Final Outfall Pipe Scouring Remediation Program (Three (3) printed copies)
· Outfall Map (Two (2) printed copies of revised map sheets, if any)
SCHEDULE
TASK A: PREPARATION OF THE STORM WATER CONTROL ORDINANCE
Completion of the stormwater control ordinance is anticipated to occur within 6 weeks of the
Borough's authorization.
Adoption of the proposed ordinance may require additional time depending on the public
comments received during the public hearings/adoption meetings. NJDEP requires that the
ordinance be in place by within 12 months of the MUnIcipal Stormwater Management Plan
adoption date (September 21, 2006).

TASKB: PREPARATION OF THE ILLICIT CONNECTION ELIMINATION & OUTFALL PIPE STREAM
SCOURING REMEDIATION PROGRAMS AND OUTFALL MAPPING
Under the NJDEP's implementation schedule, completion of the illicit connection and outfall
pipe scouring programs is required by October I, 2005 and initiation of the outfall inspections
for dry weather flow and evidence of scouring and/or erosion must begin by October I, 2005.
The outfall map must be 50% completed by April 1,2007 and 100% completed by April I,
2009.
Although some of these tasks have long lead times (extending as far out as 2009), the best
approach to completion is to combine them into a single task. For example, outfall field
location and mapping can be accomplished at the same time as the inspections for illicit
connections and outfall pipe scouring. Therefore, T &M proposes to combine these tasks and
complete them within 3 months of authorization, weather permitting.
