Driscoll, Town Manager Date: April S, 2021 RE: Agenda Item—Transfer of Funds Request As you recall, on January 26, 2021 the Proposed Fiscal Year 2022-2026 Capital Improvement Program (CIP)was submitted pursuant to the provisions of the Watertown Hoare Rule Charter and the Town Council Resolution on the Fiscal Year 2022 Budget Process. The Council's Committee on Budget and Fiscal Oversight met several times thereafter developing conceptual recommendations for presentation to the Honorable Town Council for their review and adoption. On March 23, 2021, the Honorable Town Council adopted thirty-three(33)conceptual recommendations on the Fiscal Year 2022-2026 CIF. One of the conceptual recommendations reads as follows: 17. Proceed with the FY21 $575,000 proposed loan order or transfer of funds for Information Technology consisting of: • GIS system @ 50,000 • Replace Phone System @ 175,000 Replace& Upgrade Technology @ 270,000 * Document Management System @ 50,000 As a follow-up to that conceptual recommendation and for additional background purposes, attached please find four(4) March 2021 email correspondences from Christopher L. McClure, Chief Information Officer. The intent had been to bring forward a proposed loan order for this project. At this time, monies are available to fund the project from the Debt Retirement Planned Debt Account as a result of not moving forward with some items in Fiscal Year 2021. The utilization of unspent Debt Retirement account monies for the acquisition of capital equipment items is consistent with the Honorable Town Council's Ongoing Budget Policy Guideline to make annual capital expenditures (including debt and exclusive of the school Building for the Future Initiative funding and enterprise funds) equal to at least 7.5 —8% of the operating budget in, order to maintain and improve its infrastructure,facilities, and equipment. McClure, CIO Date: March 24, 2021 Re: FY2021 Capital Project Funding Request—Town-Wide Geographic Information System (GIS) As you are aware, the Watertown Technology Department FY2021 Capital Plan includes a project to improve the town-wide Geographic Information System (GIS). Currently, there is no central GIS database. GIS tasks are divided between Community Development, Public Works, Public Safety, and other departments with little integration. The current public GIS viewer is not user friendly. It contains outdated and incomplete data with few data layers and integrations and is not a useful tool for Watertown residents, businesses, or staff. The attached proposal would integrate, update, and publish all Watertown GIS data including Master Address Table, Parcel Data, Aerial Ortho and Oblique Photos, and all local and cloud data layers. Creative digital innovations are essential for cities to meet their goals for mobility, equity, sustainability, data-driven decision making, civic engagement, and service. Applying location-based systems to deliver those values has been the north star and mission of our company for almost 30 years. Our vision is that Watertown becomes a leader in the creative presentation of useful information to its residents, businesses, City staff and City Managers by reimagining its approach to representing information through a map-based system, A unified, easy-to-use, and endlessly updated and improved platform for presenting City information is needed to foster engagement and improve outcomes. As foundational components for Watertown's aspirations and vision for its Smart City programs, AppGeo proposed three recommended investments. InWatertown Information Access and Visualization Platform. AppGeo's first recommendation for Watertown is to expand and improve its use of location intelligence (1-1). Expressing authoritative City data on the MapGeo platform will help you to visualize and contextualize data so that local businesses, residents, visitors, and City staff can make informed decisions, improve their quality of life, and work with greater efficiency. Watertown Innovation and Integration Lab (12L). AppGeo's second recommendation is to create a sustained process for the creation and expression of useful data through the platform so that staff, businesses, and residents experience a steady stream of rising value, helpful and current information, insights and answers to their most pressing questions. Technical and GIS Support Package. AppGeo's third recommendation is that Watertown establish tactical, behind-the-scenes, on-call technical support for its location data and GIS systems. Ongoing and ready access to expertise with spatial data and systems will ensure that the platform is supported, that the City's authoritative data is maintained, and that technical issues can be resolved as fast as they arise. Town of Watertown MA-GIS Smart City Page 3 of 13 AppIso Empowering People with Spatial Solutions 1.1 Data Visualization and Integration Platform The MapGeo platform is our recommended platform because 94S MapGeo; offers a superior user experience and ease of use, • available to users 2417, • integrates with other database systems through data MapGeo feeds and direct connections to keep information live and current, • contextuaiizes data using a combination of maps and information panels making data easy to understand and interact with, and • can be endlessly expanded to include current, relevant information that is responsive to City needs and the questions of residents and businesses, • configurable for data privacy, • leverages the all familiar google maps, imagery, and street view, • advanced searching capabilities allows users to analyse data to answer important business questions, • enhanced abutters functionality provides an easy way for users to identify abutters for information sharing Examples provided in Section 2 illustrate these attributes and capabilities of MapGeo. The problem that MapGeo solves is that cities are awash in data, drawings, plans, and general information. These data exist in different, unconnected systems. Communicating and expressing the data is a constant challenge: data; goes out of date, related data are not integrated to create useable information, the way data are presented is difficult to understand or hard to access. As a result, non-technical users, who could benefit from better data access, cannot get their questions answered; and the City cannot serve or support the wider audience of beneficiaries and constituents. The MapGeo platform, which we propose to rebrand as InWatertown, solves the problem of disconnected data, and is designed to answer questions, providing useful sets of information from a unified platform. Combined initially with the Innovation and Integration Lab, MapGeo will be a consistently useful, updated, and responsive site to which residents, businesses, and staff can return on a daily basis to get the information they need with confidence. Town of Watertown MA-GIS Smart City Page 4 of 13 A p "G eo Empowering People with Spatial SOlGtiOn5 1 .2 Innovation and Integration Lab (12L) We recommend establishing an Innovation and Integration Lab (12L) to generate the ideas and promote continual refreshment and useful additions of data layers and information to the InWatertown MapGeo platform. All too often, municipalities build a serviceable data mapping and presentation site and then fail to add to it, a "set it and forget it" approach. In today's fast-paced, news and information centric world, the expectation is that the answers to the questions we have are readily available on our devices and through easy to use applications. A process that anticipates and delivers the answers to key questions through the MapGeo platform will attract positive attention and participation, improve communication and influence outcomes. For example, if residents can see the timing and extent of temporary disruption caused by City construction or transportation projects, they can adjust their travel behavior thereby reducing congestion. If City staff can bring together key information about City properties or utility systems, they can make better decisions more efficiently, such as avoiding site visits, accessing information from the Meld, or planning activities in a more holistic manner, and including communicating those plans (integrated map views)with others. Using AppGeo's extensive experience in providing geospatial solutions we will use the lab for ideating on and developing projects that can be implemented. These projects can include but are not limited to: • Accessing up to date aerial imagery (leveraging state imagery for updating planimetric data and looking at options for regular imagery updates) r Integrating the InWatertown platform with permitting and other business systems o Get up to date information from the Assessors database (LAMA) to MapGeo via an automated uploader « Evaluate and implement integrations with Code 360, Civic Plus, OpenGov, and SOOFA Signs a Developing and launching apps to effectively communicate with Watertown residents • New technologies and system integrations • Workflows and best practices • Strategies for civic engagement Town of Watertown MA-GIS Smart City Page 5 of 13 kp--p-'rGeo Empowering People with Spatial Solutions 1 .3 Technical and GIS Support Package Tactical, behind-the-scenes, on-call technical support for Watertown's location data and GIS systems is critical to realizing the vision of a digital future for Watertown. AppGeo will provide ongoing and ready access to expertise with spatial data and systems to ensure that MapGeo and other systems are supported, that the City's authoritative data is maintained, and that technical issues can be resolved as fast as they arise. • Ongoing maintenance of critical base layers including parcels, easements, buildings, and other infrastructure • Evaluation and inventory of existing data (including e.g. utility systems) and identifying new datasets that need to be created • Data needed for emergency management including master address tables and critical infrastructure mapping • Leveraging E=SR1 technology as needed in developing web maps and apps for field use (Survey 123) or Hub sites for particular projects and AGOL maps for applications used by Engineering, DPW, Fire, and Police departments Town of Watertown MA-GIS Smart City Page 6 of 13 A-p�p Geo Pmpowering People with Spatial Solutions 2 I nWatertown - Data Driven Use Cases The following examples illustrate the power of this approach to put data and information into the hands of those who need it, when and where they need it. Integration of the platform with other City data or database systems will keep the data current and the answers relevant and timely. (1) InWatertown InWatertown will be built on the MapGeo mapping platform by AppGeo. The following components are included in the initial platform setup. • MapGeo platform (Bronze) implementation in the Cloud * MapGeo Data Layers Setup - including data integration and cartography + Client-side Uploader tool * Spatial IQ Analytic Themes including crash incidents, voting information and commuter analytics * Training for City staff Additional details on the functions and features, and integrations of the MapGeo platform can be found on: www.mapgeo,io. Billing will be fixed price (FFP). (2) Innovation and Integration Lab (12L) AppGeo staff, including senior staff will work with key Watertown personnel to ideate on and plan all integrations and implement projects. Going forward we propose a dedicated budget in the Spatial IQ for MapGeo program for sustaining 12L. Billing will be on a time and material basis (T&M). The two cost factors for the 12L are: 12L Operations- includes all of the meetings and facilitation activities above to keep the flow of ideas and to develop the innovation agenda, and plan projects. 12L projects projects identified from I2L Operations, cost TBD based on the type of projects identified. (3) Technical and GIS Support Technical and GIS Support Budget for all on-call support. Billing will be on a time and material basis (T&M). This proposal includes upgraded desk phones for town users, adds 5-digit extension dialing for public safety phones, provides soft phone features for remote workers, along with other back-end and system upgrades. I respectfully request that the phone system upgrade Capital project be funded for$180,273_ The current capital plan is budgeted for$170,000. This difference is offset by a $23,145 reduction in the Document Management System request for FY2021. The entire phone system project will be procured under MA State Contract. Price&Payment-Purchaser shall pay MDCOM as the purchase price for the communications system,the amount listed on the face of this Agreement.The purchase price includes normal and standard installation procedures.If any extra installation costs are required due to special or unusual construction,electrical or other codes,regulations,laws or ordinances,such costs will be paid bythe Purchaser,The terms of payment are: 1/2 with the order,1/4 at equipment delivery and the final 1/4 prior to system cutover. The FY2021 infrastructure plan will upgrade all network switching at town hall, upgrade the town firewalls, and install a managed secure and public VVi-Fi network adequate to cover all of town-hall. The upgraded network switching will support the Wi-Fi installation and planned phone upgrade, improve overall network security, performance, and reliability, and support future server and network upgrade plans. The firewall upgrade will improve town-wide internet security, performance, and reliability. It will integrate VPN and web filtering into an upgraded product with enhanced security features and capacity. The managed Wi-Fi upgrade at town hall is the first leg in installing secure and consistent Wi-Fi in all town buildings. This solves the problem of stand-alone ad hoc WI-Fi with inadequate coverage at town hall and creates the managed Wi-Fi software that can be expanded to ail town buildings in the future. These patches and software upgrades are available for download at our FTP site. Customers are given the option of applying the patches themselves or having one of our Laserfiche technicians apply the patch remotely. There is no additional cost for the installation of minor software updates or patches(typically called 'point releases'). Major software updates(typically called 'version releases') may have associated service charges to install, upgrade,or to migrate your Laserfiche software to the new major release level.
