HomeMy Public PortalAbout2016.04.29 Special MinutesMINUTES McCall City Council Special Meeting Legion Hall - McCall City Hall (Lower Level) April 29, 2016 Agenda Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Aymon called the special meeting of the McCall City Council to order at 9:05 a.m. Mayor Aymon, Council Member Giles, Council Member Swanson, and Council Member Witte answered roll call. Council Member Scott was absent. City staff members present were Nate Coyle, City Manager; Dennis Coyle, Parks and Recreation Director; and BessieJo Wagner, City Clerk. Also in attendance Steve Goodall, Environmental Advisory Committee Council Member Scott joined the meeting at 9:33 a.m. WORK SESSION 1 AB 16-116 EAC Clean Air Proposal Steve Goodall, Environmental Advisory Committee, presented recommendations regarding the Clean Air Proposal. There was a brief discussion exploring the idea of a bio-mass plant to possibly heat schools, government buildings, and MOSS. 1. Wood Stove Replacement Promotion (involving local retailers). This could raise public awareness, increase efficiency of home heating devices & lower emissions. There was some discussion regarding the tax credits available for people who replace their inefficient wood stoves with a new efficient stove. 2. Removal and replacement of old wood stoves upon sale of home with an EPA certified device. This program could increase efficiency of home heating devices up to 50% & lower emissions. (proposed city ordinance). There was some discussion regarding requiring sellers of homes to update their wood stove upon the sale of the home. 3. Ban on Non -EPA certified wood stoves in new construction again increasing efficiency & lowering emissions. (proposed city ordinance). 4. Year-round burning permits required for residential yard waste burning. This could lower emissions on days when thresholds are high. (proposed city ordinance). McCall City Council Special Meeting Page 1 of 2 April29, 2016 There was some question as to whether open burning was legal even with a burn permit. An ordinance allowing burning may be required. 5. Expansion of the existing Woody Debris Program would lower emissions from yard waste burning. (City participation in funding the program). 6. Initiate a Prescribed Fire Coordination Program. This could lower emissions on days when thresholds are high. There was some discussion to further define what this recommendation was intending. 7. Revisit the plan to build a bio-fuel facility in the city to provide heat to local schools and/or public buildings. This would cut down on woody debris hauling costs/emissions, provide an additional incentive for locals to participate and save the city money on its heating costs. (propose that Council task EAC to review existing study(s) and make recommendations). There was general consensus from the Council to direct the Environmental Advisory Committee to research a bio-fuel facility. There was general discussion on integrating bio-fuel into the facilities planning on the City campus. 8. Enacting these recommendations would drop the City of McCall, and the residents, down significantly in the per -capita classification of polluters in the nation. Mayor Aymon was in favor of moving forward with items 1-5. There was some discussion as to how to enforce. AB 16-115 Valley County Recycling Report update to Council Environmental Advisory Committee (EAC) member Steve Goodall presented the Valley County Recycling Report. The committee has been working on per the City Council's request. EAC members were requested by City Council to look into the benefits of recycling in our mountain community. Members looked into Valley County recycling programs and compiled the data to show their findings. The general conclusion of the report was that the cost to recycle was greater than the return for recycling. There was general discussion on whether bear proof cans were needed for recycling. Council requested that the EAC research the costs of coming curbside recycling.
