CALL TO ORDER President Cyr called the Special Meeting of the Midpeninsula Regional Open Space District Board of Directors to order at 5:05 p.m. II. ROLL CALL Members Present: Jed Cyr, Yoriko Kishimoto, Pete Siemens, Nonette Hanko, Larry Hassett, Cecily Harris, and Curt Riffle Members Absent: None Staff Present: General Manager Steve Abbors, Assistant General Manager Ana Ruiz, Assistant General Manager Kevin Woodhouse, General Counsel Sheryl Schaffner, Assistant General Counsel Hilary Stevenson, Administrative Services Manager Kate Drayson, Human Resources Supervisor Candice Basnight, Senior Management Analyst Lynn Tottori, District Clerk Jennifer Woodworth, and Interim District Clerk Michelle Radcliffe 1. California Joint Powers Insurance Authority (CalJPIA) Presentation Administrative Services Manager Kate Drayson introduced Risk Management Program Manager Robert May and Regional Risk Manager Joe Eynon of California Joint Powers Insurance Authority to the Board. Mr. May presented information to the Board regarding the District’s liability and workers’ compensation insurance and risk pooling programs. Extensive discussion ensued. No action was taken by the Board. President Cyr adjourned the Special Meeting of the Board of Directors of the Midpeninsula Regional Open Space District at 7:05 p.m. Meeting 13-15 Page 2 REGULAR MEETING – REGULAR SESSION I. CALL TO ORDER President Cyr called the Regular Meeting of the Midpeninsula Regional Open Space District Board of Directors to order at 7:15 p.m. II. ROLL CALL Members Present: Jed Cyr, Yoriko Kishimoto, Pete Siemens, Nonette Hanko, Larry Hassett, Cecily Harris, and Curt Riffle Members Absent: None Staff Present: General Manager Steve Abbors, Assistant General Manager Ana Ruiz, Assistant General Manager Kevin Woodhouse, General Counsel Sheryl Schaffner, Assistant General Counsel Hilary Stevenson, Administrative Services Manager Kate Drayson, Human Resources Supervisor Candice Basnight, Senior Management Analyst Lynn Tottori, Natural Resources Manager Kirk Lenington, Senior Administrative Assistant Amudha Sankaranarayanan, Senior Accounting Technician Warren Chan, Senior Accountant Andrew Taylor, Acting Planning Co-Manager Tina Hugg, Public Affairs Manager Shelly Lewis, Area Superintendent Brian Malone, Real Property Specialist Allen Ishibashi, Acting Planning Co-Manager Meredith Manning, District Clerk Jennifer Woodworth, and Interim District Clerk Michelle Radcliffe III. ORAL COMMUNICATIONS None IV. ADOPTION OF AGENDA Motion: Director Kishimoto moved, and Director Riffle seconded the motion to adopt the agenda. VOTE: 7-0-0 V. SPECIAL ORDERS OF THE DAY President Cyr led the Pledge of Allegiance. Natural Resources Manager Kirk Lenington introduced Senior Administrative Assistant Amudha Sankaranarayanan to the Board. General Manager Steve Abbors introduced District Clerk Jennifer Woodworth to the Board. Administrative Services Manager Kate Drayson introduced Senior Accounting Technician Warren Chan to the Board. Meeting 13-15 Page 3 General Manager Steve Abbors introduced Kevin Woodhouse and Ana Ruiz as the new Assistant General Managers for the District. VI. CONSENT CALENDAR Motion: Director Riffle moved, and Director Siemens seconded the motion to approve the Consent calendar: Agenda Item #1 – Minutes of the Special and Regular Board Meeting June 12, 2013 Agenda Item #2 – Revised Claims Report Agenda Item #3 – Written Communications None VOTE: 7-0-0 VII. BOARD BUSINESS Agenda Item #4 – Year-End Review of the Fiscal Year (FY) 2012-13 District Budget and Expenditures (R-13-64) Senior Management Analyst Lynn Tottori reviewed the FY2012-13 Budget with the Board. Extensive discussion followed. No action was taken by the Board. VIII. COMMITTEE REPORTS Director Hanko inquired about the Granada Sanitary District’s lands and whether they overlap the District’s boundaries. Director Hanko stated that the Granada Sanitary District is primarily interested in acquiring lands for recreation rather than open space protection. IX. STAFF REPORTS Natural Resources Manager Kirk Lenington provided an update on the Vision Plan reporting that the Community Advisory Committee will be touring coastal properties at 9:00 a.m. on July 20th. Also on July 24th, a Board Study Session is scheduled to provide an update on the Vision Plan, including an overview of the planning and technical analysis work. Public Affairs Manager Shelly Lewis stated there will be a photo shoot on Friday at Rancho San Antonio and Fremont Older Open Space Preserves. Also, the District will have a booth at the Los Altos Art & Wine Festival the coming weekend, and Directors Kishimoto and Riffle are volunteering. In addition, the following events have been scheduled: Founders’ Day Event for September 14 at Monte Bello Open Space Preserve; the Mary Davey Event on September 29 at 10:30 at Rancho San Antonio Open Space Preserve; and the Volunteer Recognition Event on August 24 at 11:00 at Monte Bello Open Space Preserve. Lastly, Director Kishimoto is scheduled to host an Outreach Breakfast at the District Administrative office on October 3. Acting Planning Co-Manager Meredith Manning reported the Mindego Gateway staging area construction will be starting next week and expressed her thanks to the Natural Meeting 13-15 Page 4 Resources Department for their botanical and biological research on this project. Also, the Planning department is working with the Real Property department to start the Powell demolition at the same time the Mt. Umunhum demolition begins on September 1. District engineers are working with Balance Hydrologics on a corrective basin design for the El Corte de Madera parking lot because Arcadis did not meet the deadline set for them. The Natural Resources and Planning departments have reviewed the trail plans for the new Ridge Trail at Mt. Umunhum. The memorial bench for former Board Director Mary Davey has been installed, and the trail is being built. Acting Operations Manager Brian Malone reported the Operations department continues to create fire clearances in the brush surrounding structures. Also, members of the Operations department have met with representatives from Balance Hydrologics and are looking forward to working with them on the corrective basin design for the El Corte de Madera parking lot. Lastly, the District has signed a contract with San Mateo County Fire Department to be on their radio frequency. General Manager Steve Abbors reported several new staff members have started at the District. X. DIRECTOR REPORTS The Board submitted their compensatory forms to the District Clerk. Director Hassett commented on a photo posted by photographer Georgia Stigall showing the first badger photographed at night south of Page Mill and Alpine Roads. Director Siemens reported he had a nice day at the Daniels Nature Center in June. There were only around 13 people there, but it was a warm day. XI. ADJOURNMENT TO CLOSED SESSION President Cyr adjourned the Regular Meeting of the Board of Directors of the Midpeninsula Regional Open Space District into a Closed Session at 8:45 p.m. XII.
